Introduction – Vadodara  Vadodara, formerly known as Baroda, is the third largest[6] and most populated city in the Indian State of Gujarat, after Ahmedabad and Surat.  Vadodara is one of four cities in the state with a population of over 1 million.  It is the 18th largest city in India with an area of 148.95 km² and a population of 4.1 million according to the 2010-11 census.Team Renegade 4
  5. 5. Understanding the Need Gap • Shortage of Manpower for Police & Traffic Police 1947- Less vehicles and people 2008- Too much traffic making roads congestedTeam Renegade 5

Innovation Model • Instead of Traffic Police, volunteers were appointed for doing this work by VTET Volunteers • These volunteers were given good pay + incentives for attendance, good work, etc. • Good & Scientific Method of Recruitment was employed Recruitment • Later on same recruitment method was adopted by Vadodara Police • Women volunteers were accepted & recruited for traffic Women • Women were found to be better motivated • CCTVs cameras were placed on the roads for monitoring traffic • Due to CCTVs, offenders can’t run away as their car numbers are CCTVs recorded and the challan is sent home • Higher monitoring of roads leads to lower crime ratesTeam Renegade 9

What’s the way forward  The model should be implemented in other parts of the country as well  The training module and training facility should be made shared with all those who are interested  To Combat the problem of volunteer attrition, VTET can consider approaching the state for additional funding as at present the volunteers lesser than NREGA workers  Specialised modules can be introduced for traffic control at accident scenes, special events, crime scenes, fires, in addition to focused patrols in high crime areas for deterrenceTeam Renegade 16
