政策言語政策デザインのパターン・ランゲージに向けて本発表では、「政策言語」（Policy Language）と呼ぶ「政策デザインのパターン・ランゲージ」の考え方を提案する。政策言語は、政策をデザインするときの問題発見・解決の知を言語化したものである。政策言語をつくるひとつの目的は、政策をデザインする際の思考の要素を言語化し、明示化することである。もうひとつの目的は、政策のデザインに必要な考え方のビルディング・ブロックを明示することで、政策をつくるプロセスをひらくということである。政策言語における要素（政策パターン）には、政策デザインにおける重要な二つの実践知が埋め込まれている。第一に、どのような状況（Context）においてどのような問題（Problem）が生じるのかという知識、第二に、その問題（Problem）をどう解決（Solution）すればよいのかという知識である。多くの人が政策を消費（Consumption）するだけでなく、政策についてコミュニケート（Communication）するだけでもなく、政策の創造（Creation）に参加するための方法・道具を、パターン・ランゲージの考え方を応用して構築したい。

政策言語プロトタイプ・パターン1. 過去を問わないContext: 変えなければならないとわかっている制度や仕組みがある。Problem: 無謬性へのこだわりから、政策の変更ができない。Solution: リーダーが「過去は問わない。今やるべきことをやろう」と明言し、足枷になってしまっている関与者の責任を取り除く。

政策言語プロトタイプ・パターン4. リアクティブからプロアクティブへContext: 目の前の解決しなければならない問題と、長期的にみて解決しておかなければならない問題がある。Problem: いきなり大胆な改革は支持を得にくく、通りにくい。Solution: 緊急の課題であり効果もすぐに出る「リアクティブ」な政策から始め、そこで支持を得ながら、未来への投資であり時間がかかる「プロアクティブ」な政策へと進めていく。

政策言語プロトタイプ・パターン13. ポリシー・ウォッチャーContext: 情報を踏まえて政策をフォローしている人がいない。Problem: マスコミの情報に、世の中が大きく左右され、流されてしまう。Solution: どんなところにいても（いろいろな立場をとりながら）、つねに政策のことを考えている人をつくる。そうすることで、政策を外から評価する視点を持ちつづけることができる社会になる。

政策言語プロトタイプ・パターン14. 現場の重視Context: 価値観が多様化している。Problem: 中央での統一的な対応では、多様性に対処しきれず、非効率になる。Solution: 現場を重視し、現場を信じる。

政策言語プロトタイプ・パターン16. 受益と負担の一致Context: 分権化を行なおうとしている。Problem: 負担を増やさずに、利益だけを増やしたいということになりやすく、持続可能なかたちにならない。Solution: 受益と負担を一致させる。

Path Shape * 121. 歩行路の形 * 街路は、今日見られるような単なる通過空間ではなく、人の留まれる場所にせねばならない。何世紀ものあいだ、都市生活者にとって家のすぐ外で利用できる公共空間は街路であった。ところが現代都市の街路は、数々の狡猾な手段で、「留まる」場所ではなく「通り過ぎる」場所にさせられている。これを助長したのは、ぶらぶら歩きを犯罪と見なす規制、街路の外側に比べて街路自体の魅力の欠如、自宅に閉じ込もらざるを得ないほどの街路の吸引力の不足などである。Streets should be for staying in, and not justfor moving through, the way they are today. For centuries, the street provided city dwellerswith usable public space right outside theirhouses. Now, in a number of subtle ways, themodern city has made streets which are for“going through,” not for “staying in.” This isreinforced by regulations which make it a crimeto loiter, by the greater attractions inside the sideitself, and by streets which are so unattractive tostay in, that they almost force people into theirhouses.

The first scheme represents the unselfconscious situation ... Here the process which shapes the form is a complex two- directional interaction between the context C1 and the form F1, in the world itself. The human being is only present as an agent in this process. He reacts to misfits by changing them. The second scheme represents the selfconscious situation ... Here the design process is remote from the ensemble itself; form is shaped ... by a conceptual interaction between the conceptual picture of the context which the designer has learned and invented, on the one hand, and ideas and diagrams and drawings which stand for forms, on the other. ... In present design practice, this critical step, during which the problem is prepared and translated into design, always depends on some kind of intuition. Though design is by nature imaginative and intuitive, and we could easily trust it if the designers intuition were reliable, as it is it inspires very little confidence. The third scheme in the diagram represents a third process, based on the use of such a picture. The vague and unsatisfactory picture of the contexts demands, C2, which first develops in the designers mind, is followed by this mathematical picture, C3. Similarly, but in reverse, the design F2 is preceded by an orderly complex of diagrams F3. The derivation of these diagrams F3 from C3, though still intuitive, may be clearly understood. The form is actually shaped now by a process at the third level, remote from C2 or F2. It is out in the open, and therefore under control.C. The approach is based on autopoietic system theory, where an autopoietic system is defined as a unity whose organization is defined by a particular network of production processes of elements. While the theory was 創造システム理論 originally proposed in biology and then applied to sociology, I have applied it to understand the nature of creation, and called it "Creative Systems Theory". A creative system is an autopoietic system whose element is "discovery", which emerges only when a synthesis of three selections has occurred: "idea", "association", and "consequence". With using these concepts, we open the way to understand creation itself separated from psychic and social aspects of creativity. On this basis, the coupling between creative, psychic, and social systems is discussed. I suggest, in this paper, the future of creativity studies, re-defining a discipline "Creatology" for inquiring creative systems and propose an interdisciplinary field as "Creative Sciences" for interdisciplinary connections among creatology, psychology, and so on.
