Royal Haskoning Vietnam (RHV) is awarded to the project. RHV provides full consultancy services of design, project management and construction management for the following works including architecture, structure and M&E. The structural design includes the supervision of topo & soil investigation. The M&E design includes fire engineering, waste -storm water and electrical engineering with suitable documents for FF/Const licenses. This factory is designed and constructed as sustainable factory which directs to gain a green and friendly environment LEED certificate. The project consists of following main buildings: future extensible process & filling, pack, utilities, warehouse and office. There are 6 filling lines in this phase, which is expanded to 7 lines in the future. Project Name Route 66 Location Amata IZ, DOng Nai Province Client Nestle Vietnam Ltd. Period 2010-2012 Scope of work 25% of all Nestlé worldwide coffee production comes from Vietnam. Nestlé invests to build a second factory in Amata IZ, Dong Nai province, Vietnam. The factory is located on the site area of 10.8 ha and produces the soluble coffee powder. There will be no packing or filling on-site. Royal Haskoning Vietnam (RHV) is awarded to the project. RHV provides full consultancy services of soil investigation, permits, design, project and construction management.   • INDUSTRY & ENERGY Project Name Dielac II Infant Powder Milk Plant Location VSIP Binh Duong, Binh Duong Province Client Vinamilk Period 2010-2011 Scope of work Vietnam Milk Joint Stock Company (Vinamilk) is the leading milk manufacturer in Vietnam. Due to the large demand of powder milk, Vinamilk develops one more Dielac II Infant Powder Milk factory with high-end equipment. The factory is built on the total area of 6 ha at VSIP, Binh Duong, Vietnam, which 60% of this area is constructed. The main buildings are a process building of approximately 12,000 m2, a warehouse of 16,000m2 and an office building of 1,000m2. Vinamilk selected Royal Haskoning Vietnam to carry out the design, design management and QS services for this factory. It is the first time Vinamilk and RHV cooperate together. It is both an opportunity and a challenge for RHV to get a long - term business with Vinamilk. Project Name Chocolate Factory Location My Xuan B1 IZ, Ba Ria-Vung Tau Province Client Dobla Period 2009-2011 Scope of work Dobla is a leading producer of chocolate cups and decorations from the Netherlands. Not only does Dobla supply worldwide, but they also manufacture across the borders. Our products are made in the Netherlands, Belgium and the United States. Dobla would like to expand his chocolate products to the Asian market. They develop to build a new chocolate factory in My Xuan A IZ, Ba Ria - Vung Tau province, Vietnam located on the land area of 1.3 ha. Royal Haskoning Vietnam provides full consultancy services of design, project management & construction mangement for architectural, structural and mechanical & electrical works. Project Name New Food Factory Location Cu Chi, Ho Chi Minh City, Vietnam Client Unilever Vietnam Period 2010-2011 Scope of work Unilever started operation in Vietnam in 1995. To meet the market’s need, Unilever Vietnam develop another factory in Cu Chi, Ho Chi Minh City, Vietnam. The factory is located on the land area of 1.3 ha next to the existing factory. It consists of approximately 15,000m2 floor area with 3 floors and 2 mezzanines with the administration office and process area (with equipments/machines) in one factory block.   • Project Name Sequent Brewery Plant Location Angola Client Krones AG Period 2010-2011 Scope of work In recent years Royal Haskoning, on behalf of Krones AG, has been successfully involved in large projects. Krones, as being one of the leading manufacturers of machinery and production lines in the food and beverage industry, contracted Royal Haskoning as partner in the Sequele-project. This project is located around 35 km outside Luanda, the capital of Angola. On an estate of 62ha, a beverage production plant is foreseen including a can factory, glass factory, supporting facilities, canteen and administration building. Several existing buildings on the premises have to be respected and implemented in the design as much as possible. Total build surface is approx. 100.000m2 excluding roads. Royal Haskoning is contracted to provide project management and total design from conceptual design up to and including tendering documents and execution design in the fields of architecture, structural engineering, building installations and infrastructure. Furthermore some studies where done like soil investigation and topographical survey. All conceptual designs and coordination are executed in the Netherlands, for detailed design a substantial contribution is provided through our overseas offices in Indonesia, Thailand and Vietnam. So far this is the largest project done with overseas offices working to one uniform final product. All engineering was completed in only 14 months. Project Name Sabeco Brewery, Song Lam Location Nghe An Province Client Krones AG, Germany Period 2008-2010 Scope of work A turnkey project for the design, construction and installation works of a complete brewery: the initial capacity of the brewery is 50 million litres per year and this will be expanded in the future to 100 million litres per year. The total site area is approximately 17 hectares and total constructed floor area is over 51,000m2. Royal Haskoning Vietnam (RHV) carried out all design works for the buildings, including the architectural, structural and building services design. Moreover RHV provided the project and construction management services including cost and progress controls and health, safety and environmental supervision. Main buildings include the brew-house, tank room and filling hall. Project Name Civil Upgrades of Dutch Lady Facility Location Binh Hoa Commune, Thuan An District, Binh Duong Province Client Royal Friesland Campina ( Formerly Known As Dutch Lady Vietnam) Period 2009 Scope of work Royal FrieslandCampina Vietnam selected Royal Haskoning Vietnam (RHV) for the several upgrades of the existing factory in Binh Duong province. RHV provided design, tendering process, project & construction management for these projects: new milk reception area, new raised slab, modification to utility building, an extension to the existing building. Moreover Royal Haskoning is Royal FrieslandCampina’s repeat partner in the world. Project Name Masan Fishsauce & noodle Factory Location Lot 6, Tan Dong Hiep A Industrial Zone, Binh Duong Province Client Masan Food Corp. Period 2009 Scope of work Masan Food Corp. invested a new factory located on the land area of 10 hectares in Tan Dong Hiep A IZ, Binh Duong province. The factory’s constructed area is around 34,300m2. Royal Haskoning Vietnam (RHV) was selected to the project. RHV provided all consultancy services of architectural design, structural and M & E engineering as well as tendering for this project.Capability Statement - 14 - Jul.2011
  • Project Name Dutch Lady Dairy Factory Location Chau Son Industrial Zone, Ha Nam Province Client Royal Friesland Campina (Formerly Known As Dutch Lady Vietnam) Period 2006-2008 Scope of work Dutch Lady Vietnam produces milk products for the Vietnamese market. Dutch Lady’s first factory, also designed by Royal Haskoning Vietnam, was built in Binh Duong province in 1996. The factory in Ha Nam is their second factory in Vietnam and has been constructed on a greenfield site. The project included a factory for the production of liquid milk and drinking yoghurt. It also included a separate facility for the production of infant milk products, utility and office building, canteen, water treatment and waste water treatment plant, store buildings, parking areas and roads. As of May 2008 the annual production capacity of the factory is 200 million kg of dairy products. Project Name Saigon Cu Chi Brewery Project, Phase 1 & Phase 2 Location Tay Bac Cu Chi Industrial Zone, Ho Chi Minh City Client Krones AG, Germany Period 2006-2008 Scope of work A turnkey project for the design, construction and installation works of a complete brewery. The initial capacity of the brewery is 100 million litres per year and this was expanded in the future to 200 million litres. Royal Haskoning Vietnam (RHV) carried out all the design works for the buildings, including the architectural, structural and building services design. RHV also provided project & construction management services including cost and progress controls and health, safety and environmental management. The total site area is approximately 50 ha and the total constructed floor area over 30,000m2. Main buildings include the brewhouse, tank room, filling hall and full store. The complete factory includes power supply, water treatment plant and waste water treatment plant. The brewery buildings and materials comply with GMP guidelines and are suitable for food industry use. Phase 2 doubled the capacity of the brewery adding another tank room, full store, bottling hall, NH3 building extension and external works. RHV is very proud that this project received the Vietnamese Construction Quality Gold Cup Award 2010. Project Name Combibloc Project Location Binh Hoa Commune, Thuan An District, Binh Duong Province Client Royal Friesland Campina (Formerly Known Dutch Lady Vietnam) Period 2002 - 2003 Scope of work The redevelopment project comprised a service area and a filling room as a high care area for three combi bloc fillers. The existing corridor and store were modified as a packing area for three downstream lines that can function as accumulator, promotion sticker labeler, straw applicator, shrink wrapper and carton sealer.   • Project Name Best Food Factory Location Cu Chi District, Ho Chi Minh City Client Unilever Bestfood Vietnam Period 2002 Scope of work Unilever requested Royal Haskoning Vietnam to provide a design and tender document for alteration works to their tea factory in Cu Chi, Ho Chi Minh City. The works consisted of two different projects carried out at the same time. The first project was a re-fit out and extension of the ice tea production facility and the second project was the incorporation of all the acquired Best food operations from the Best food factory. The design included architectural, structural and mechanical & electrical works. Project Name Vietnam Foremost Dairy Factory, Song Be Location Binh Hoa Commune, Thuan An District, Binh Duong Province Client Royal Friesland Campina (formerly known as Dutch Lady Vietnam) Period 2001 - 2002 Scope of work Three years after the opening of their milk processing plant in Song Be province (Binh Duong province), Vietnam Foremost decided to extend their factory with 3,500 m2 of warehouse. In addition, 1,500m2 of production building was added and various amendments to the existing facility ware carried out. Royal Haskoning Vietnam provided the designs for the building extension and the expansion of the utility systems. Overall project management and construction management was part of the scope of work as well. Project Name Nigeria Brewery Pld. Location Nigeria, Africa Client Heineken Technical Services Period 2000 Scope of work After two successful projects in Vietnam, Royal Haskoning Vietnam was requested by Heineken Technical Services to prepare the detailed design and other tender documents for the extension of two of their breweries in Nigeria. RHV is part of a team of Haskoning offices in the Netherlands, Thailand, Nigeria and Vietnam. The new factory expansion was designed to handle solvent based and water based paints including a new production building, new FG warehouse, new drum storage building and utility buildings such as a washing station, toxic store, maintenance store, generator building, air compressor and fire fighting building. It is a first LEED certified building in Vietnam. Such a LEED certified building will bring an environmental and economic benefit. In the first phase the site was developed to accommodate a liquid plant, which was designed with a total initial output of 26,000 tons of product per annum and provisions for future expansion of the plant. All necessary facilities and utilities required for the operation of the plant were provided in compliance with the local standards, regulations and codes of practice, but according to an international quality level. Period 2001 - 2002 Scope of work For this factory, Philips originally intended to carry out the turn-key work. The project was for a new fluorescent lights manufacturing plant of 3,000m2 in a land area of approx. 14,000m2 for local market and export sales. Royal Haskoning Vietnam carried out an independent cost-review and it appeared the project could be reduced by 20% compared to other turn-key offers, by carefully selecting suppliers and revising the design to comply more with local practice. RHV coordinated the soil investigation of the site to determine the most cost-effective foundation. RHV prepared concept and detailed designs including architectural, structural, mechanical & electrical and logistical layouts of the buildings and surroundings. The expansion was needed to accommodate an additional 80 people in the extended part of the office and to provide a new meeting room for 130 people. The existing meeting room is used to provide additional office space. The original factory was also designed by RHV, and we are pleased to have Jotun as a repeat client. Following the collapse of the propping system and subsequent damage to the existing basement construction, RHV was engaged to carry out the works required to provide remedial/corrective construction design and construction management services. The building, which was designed and managed by other consultants, was severely damaged due to poor temporary works design and the construction management of the contractors work. The project consists of two additional wings linking the ends of the existing main school buildings, to form a central courtyard. Royal Haskoning Vietnam was previously responsible for the south wing extension, and we are pleased to have the International School as a repeat client. One wing consists of a covered 25m swimming pool, a gymnasium and classrooms for the middle upper school. The other connecting wing has classrooms for the junior school and changing facilities for the gym. In close coordination with medical planners from Malaysia, the RHV architects work on the following deliverables, as part of the feasibility for the new to build hospital: - 3-D model of the hospital - Block plan based on logistical requirements from the medical planner - Cost estimate on civil work and M&E work The hospital will be built in two phases. The first phase will be 10,000 to 12,000 m2 hospital facilities only, the second phase is for additional hospital capacity, hotels and accommodation behind the hospital. The first phase is expected to be operational by 1 January 2012. Project Name SOS International Healthcare Clinic Location Long Hau IZ, Can Giuoc Dist., Long An Province Client Worldcat Period 2010 Scope of work SOS International aim to deliver the highest level of healthcare service and customer care across the world. This clinic formed part of the Puma’s on-going care package towards its staff and manufacturing partners located within the Puma Village. The purpose of the clinic, is to offer limited primary, emergency and diagnostic medical care. The 70m² clinic comprises of a reception/waiting area, Consultation, Inpatient & Emergency Rooms and ancillary areas for Medical Records etc. Royal Haskoning Vietam provided the interior design with an an atmosphere which evokes tranquility under the constraints of economic pressure. Whilst the fit-out would be operated by SOS International, the investment would be supplied by Puma. As a result of the, no corporate branding was required. Maritime & Waterways Project Name Nam Du Transshipment Port Vietnam Location Tan Tao Group Ltd Client 2010- 2014 Period Vietnam needs to expand its power production to keep up with its strong Scope of work economic growth. In the southern Mekong region alone at least 7 new powerplants are planned to be developed in the very near future, most of which are coal-fired. One of these is Tan Tao’s new Kien Luong powerplant which will produce power for its new planned Industrial Zone and other industries surrounding. Tan Tao group intend develop a new deepwater transhipment at Nam Du island 120 km offshore from the coast. This island has the potential to become THE Deepwater Transhipment Port for the Mekong area in South Vietnam. Forecasted cargo flows include up to 50 mtpa of coal import and up to 12mtpa of rice and seafood export. Royal Haskoning has been assigned the Owner’s Engineer role responsible all design stages and supervise the construction. The first task is to review the logistics scheme for coal transhipment and optimise port layouts, barge sizes and others. An initial potential cost saving of nearly $100 million has already been identified. Project Name Long Son Petrochemical Seaport Location Vietnam Client LSP ltd. Period 2010- ongoing Scope of work Long Son Petrochemical Company (LSP) is a joint venture between Siam Cement Group of Thailand, Qatar Petroleam and Petrovietnam. LSP intends to develop a worldclass petrochemical plant on a greenfield location on Long Son island in Ganh Rai bay, North of Vung Tau. Royal Haskoning and local Partner Portcoast have been assigned the Feasibiity Study and Basic Design of the Seaport Facilities for this plant. The design scope included at least 3 jetties for import vessels with feedstock for the plant and for export of liquid petrochemical and chemical products as well a coal vessel receiving facility and a construction quay. The very shallow foreshore and the complex network of delta rivers flowing and out of the bay create a challenging environment for Haskoning and PortCoast experts to come up with the optimal location ad orientation of jetties, access channels and turning basins and possible breakwaters of sedimentation groynes. Another major challenge is the integration of an optimised LSP seaport with the overall masterplan of the Ganh Rai bay taking into account a future refinery and general cargo terminal projects.Capability Statement - 41- Jul.2011
  • Project Name Mui Tan island Feasibility Study & Concept Design Location Vietnam Client HBC Investment & Services JSC Period 2010-ongoing Scope of work HBC Investment and Services Joint Stock Company have the intention to develop an artificial island in front of the coast of Quy Nhon city in the Binh Dinh Province. The objective is to create a unique project that will benefit not only the investor but the touristic development of Quy Nhon city and the Binh Dinh Province as well. As the island is planned to be located in a hydrodynamic and morphologic sensitive area, special attention is required to the effect of the island on the nearby National Channel (including the existing two-way channel for 30.000 – 50.000 DWT vessels and the entrance channel to Nhon Hoi deep water port), the drainage capacity of the laguna entrance and the coastline. The client has therefore acquired assistance from Royal Haskoning to study the feasibility of the island construction and to provide the design of the main civil works of the island such as reclamation and wave protection structures. Project Name Phuoc An Port feasibility study & basic design Location Dong Nai province, Vietnam Client Petro Vietnam Phuoc An Port Investment and Operating JSC (PAP) Period 2010 Scope of work PAP are developing a combined container / general cargo port on the Northshore of the Thi Vai river, South Vietnam. Vietnamese consultant Portcoast in partnership with Royal Haskoning have been awarded the feasibility study and basic design for this 1000 ha green field development project. In close cooperation with PortCoast terminal layouts as well and basic designs of various port items such as the quays, yard, utilities as well all the buildings at the port and logistics area have been further detailed from the previous design stage. One of the challenging elements of this project is a live gas pipeline already laid under the planned container terminal area. Special attention has been paid to geotechnical issues surrounding this pipeline. Project Name Marine facility layout optios study Location Ba-Ria Vung Tau province, Vietnam Client PVOS Period 2010 Scope of work PVOS is developing undergournd storage facilities on Long Son island in South Vietnam. Caverns are being created inside granite mountains which will function as storage facilities for oil, oil products and possibly gas. Project Name Independent Review Services in relation to the SSIT Container Terminal Location Cai Mep River, Ba Ria - Vung Tau Province, Vietnam Client Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden N.V. (FMO) Period 2010 Scope of work Royal Haskoning were appointed by FMO as Lender’s engineers to carry out independent review services in relation to the construction of the SSIT Container Terminal on the Cai Mep River in southern Vietnam. FMO represent a group of organisations providing finance for the SSIT project, including IFC and the german and French development banks. The official title of the construction project is SP-SSA International Terminal (SSIT for short) and involves the development of a new container terminal on a green-field site on the east bank of the Cai Mep River in Ba Ria – Vung Tau Province in Vietnam. The developer of this project is a joint venture of Saigon Port and SSA.   • Project Name Jetty Improvement Works at the Holcim facility Location Hiep Phuoc Industrial Zone, Nha Be District, Ho Chi Minh City, Vietnam Client Holcim (Vietnam) Ltd. Period 2010 Scope of work Holcim (Vietnam) Ltd export bagged cement from their facility in the Hiep Phuoc Industrial Zone by barge. Their existing dispatch jetty has a number of problems, including inadequate along-side water depth, poor access and dilapidated fendering. Royal Haskoning were appointed to investigate the condition of the jetty and advise on how it can be upgraded and provide cost estimates for various improvement options. Project Name Nam Do Son Location Vietnam Client Saigon Newport Period 2009 Scope of work Saigon Newport intend to develop a large new navy base and container terminal at Nam Do Son peninsula in North Vietnam. The base will serve the coastal activities of the navy and the container terminal will become a key link in North Vietnam’s logistic supply chain system. The project is therefore of great importance to the development of the Northern Vietnamese economic region and to the national defence strategy. Royal Haskoning were assigned to review the conceptual design of the port which had been prepared by another consultant. The scope included review of the market assumptions, environmental parameters such as waves, currents and sedimentation, the port layout and structural designs. Project Name VCM Cement Quang Binh Province Location Vietnam Client VCM Period 2009 Scope of work Vietnam Cement Manufacturers Ltd have acquired a limestone quarry which they intend to develop to supply clinker and cement to their pre-cast concrete materials factories in middle and southern Vietnam. The logistic scheme for export of clinker and cement and import of coals and other raw materials requires multiple transport modes from the quarry upstream of the Gianh river to a terminal at Hon La port in Quang Binh province and vice versa. Royal Haskoning were assigned a review of the logistics scheme and preparation of a conceptual design of the import and export terminal. This terminal is located in the centre of Vietnam which is frequently exposed to typhoons so that careful consideration of typhoon-induced waves needed to be taken into account.Capability Statement - 44 - Jul.2011

Project Name Nghi Son Ref inery Petrochemical Complex Location Vietnam Client Nghi Son Ref inery and Petrochemical LLC Period 2009 Scope of work The Nghi Son petrochemical refinery complex is a joint venture between state-owned Viet Nam national oil and gas group (PetroVietnam) and foreign partners from Kuwait and Japan. Nghi Son will be Vietnam’s second refinery and is considered to be one of the country’s largest and most important projects. The project is located in Nghi Son Economic Zone, in Thanh Hoa Province, northern Vietnam. Foster Wheeler Energy Limited has been awarded the front end engineering and design (FEED) contract for the project. Royal Haskoning Vietnam has been appointed by Foster Wheeler to carry out the marine engineering consultancy services for the FEED. These services cover the full scope of the proposed marine facilities which include a breakwater, product loading/unloading berths, material offloading quays, outfalls and subsea pipelines. RHV’s scope of work includes reviewing existing surveys, defining and procuring additional surveys, complete FEED designs, design and construction specifications and cost estimates. Project Name Rayong Terminal Jetty Location Thailand Client Siam Cement & Dow Period 2009 Scope of work Rayong Terminal Company (TC) is a joint venture between Siam Cement Group and Dow Chemical in Map Ta Phut, Thailand. Following refinery and chemical plant expansions both companies require export facilities for products to flow from the new plants. Project Name Donglam Cement Transport System Design Review Location Thua THien Hue Province, Vietnam Client Donglam Cement Ltd. Period 2008 Scope of work DongLam Cement intends to exploit a new limestone quarry north of Hue in central Vietnam. Cement clinker will be exported from an inland factory via a multi-modal transport system to a proposed new coastal loading facility suitable for bulk cargo vessels. DongLam Cement have appointed Royal Haskoning to review the basic design of the project which has been prepared by a Vietnamese firm of consulting engineers. Project Name PTT Chem Location Thailand Client PTT Chem Ltd. Period 2008 Scope of work PTT Chem operates a buffer storage terminal for chemical products at Map ta Phut Industrial estate. The terminal was constructed to supply extra storage capacity for the petrochemical plants being developed on the estate. Currently the terminal features a jetty with two berths, one for smaller vessels from 1,000 - 9,000 dwt. and one for vessels between 8,000-35,000 dwt. An analysis concerning the existing conditions of the three main waterway corridors in the northern delta and Day Ninh Co River Mouth was made. Also the road network and river ports were assessed as part of the multi-modal transport objectives of the project. The analysis resulted in a list of constraints in the system. Based on future development of the shipping industry in the Northern Delta in Vietnam, improvements works are proposed. Preliminary design of river training works, break waters and groins to make the system suitable for inland navigation and designs for roads and river ports were prepared. This will consequently require significant additional inbound and outbound volumes of cement products and raw materials, which will need to be transported by either inland waterway barges or ocean-going vessels and dispatched respectively from the Hon Chong inland waterway port or Binh Tri Ocean Port. The cement company is undertook a feasibility study on the logistics of the planned expansion. With regard to the access canals to the Hon Chon inland water port, Royal Haskoning was requested to advise on improvements of the canal crossings, on barge traffic densities and recommended transport corridors. The VNICZM Project works at two levels of government, advising the central level at the National Environmental Agency of the Ministry of Science, Technology and Environment and at three provincial pilot projects through an advisory secretariat at the Department of Science, Technology and Environment in the provinces of Nam Dinh, Thua Thien Hue and Ba Ria – Vung Tau. Training in principles, tools and application of ICZM will be given in Vietnam, the Philippines and the Netherlands and a Strategy and Action Plan for ICZM will be developed for each of the pilot provinces.   • Project Name Foundation Improvement Scheme for Dung Quat Breakwater Location Vietnam Client Van Oord Dredging Period 2005 Scope of work The Government of Vietnam authorised PetroVietnam to build and operate a petroleum refinery at Dung Quat in the province of Quang Ngai in Vietnam to process 6.5 million tonnes of Vietnamese crude per year. Part of this facility involves the construction of a breakwater to provide shelter to berths for receiving oil tankers. Poor foundation conditions were encountered during construction of the breakwater and it became necessary to review the foundation design of the breakwater. After an international bidding process for supply engineering and construction for soft soil treatment of the breakwater foundation, Van Oord Dredging and Marine Contractors of the Netherlands was awarded the contract. Royal Haskoning provided Van Oord with specialised geotechnical design consultancy services, which included (a) review of existing breakwater foundation design, (b) specification and supervision of geotechnical site investigation and laboratory testing, (c) detailed design of a suitable foundation improvement scheme, (d) drafting technical specifications for placement, compaction and testing of hydraulic fill and rock bedding layer, and (e) preparation of construction drawings. The foundation improvement scheme was successfully implemented by Van Oord during the period May - October 2005 and comprised the removal of soft material from beneath the envisaged breakwater foundations, its replacement by granular material (including compaction) following by the placement of a 2m thick rock bedding layer.   • Project Name Nation-wide Water Resources Development and Management Project Location Vietnam Client JICA, through Nippon Koei Period 2001-2003 Scope of work The objective of the Nation-wide Water Resources Development and Management Project was to prepare a nation-wide master plan, including the 14 major river basins in Vietnam. This master-plan presents the development of the water balances in the respective basins until the year 2020, and presents potential measures to mitigate water deficits and flood damages. Two priority basins were selected, i.e. Huong Basin and Kone Basin, for which integrated basin plans were developed. Two priority components of these basin plans were elaborated at feasibility level, i.e. Tra Thach reservoir in the Huong basin and the Dinh Binh reservoir in the Kone basin.   • Project Name Ground Water Study, Mekong Delta Location Vietnam Client Hydrological Division, Ministry of Industry Period 1998-2000 Scope of work Institutional framework and observation network for integrated and sustainable development and use of groundwater in the Mekong Delta, Vietnam. The overall objective of the project was to enable the Vietnamese authorities to realise an integrated and sustainable development and use of the fresh ground water resources in the Mekong Delta. Fresh water demands in the Delta were estimated at 1.7 million m3/day in the year 2000 and 3.45 million m3/day in the year 2015, while the present extraction rate is about 0.5 million m3/day and the safe yield is approximately 1million m3/day, according to the Mekong Delta Master Plan. Surface water in the Mekong Delta is often polluted and its salinity too high for the preparation of drinking water. The existing observation network to monitor ground water levels and ground water quality is inadequate to assess the impacts of large scale ground water exploitation. An hydro-geological observation network was developed to such an extent that all required additional knowledge on ground water levels and ground water quality is available to enable a rational integrated management of the ground water resources. An important component of the project was the review of institutional aspects related to the responsibilities for water resource planning, management and development. The project intent to develop an institutional framework for water resources management which on one hand defines clearly the authority of different organisations at different levels with respect to ground water monitoring, planning and development and on the other hand allows adequate control on the exploitation of ground water. Project Name Dong Hoi Public Administration Reform Pilot Project Location Vietnam Client Swiss Agency for Development and Cooperation (SDC) Period 1997-2000 Scope of work Dong Hoi Municipality (96,000 inhabitants) is the capital of Quang Binh Province in Central-North Vietnam. The town has been reconstructed because of severe war damage, starting a process of high pace development. Public Administration Reform (PAR) was a nation-wide programme created to make the government service more capable, transparent and responsive. The PAR in Dong Hoi formed part of the Swiss urban development programme support to Vietnam together with a sister-project in Hue (Hue Urban Development Project). They were aimed at improving the capacity of the Municipalities in urban management. In Dong Hoi the project addressed general institutional development subjects besides a number of urban management fields specific for Dong Hoi, notably: - solid waste management (collection, disposal, cost recovery); - urban planning (a new urban master plan was developed with assistance from the project); - socio-economic baseline survey; - infrastructure assessments and long-term infrastructure development plan; - restructuring of the municipality; - economic promotion and facilitation of the business community; - human resources development (training).   • Project Name Hue Urban Development Project Location Vietnam Client Swiss Development Corporation Period 1997-1999 Scope of work The Hue Urban Development project was part of the Swiss support to Vietnam for urban development. The main objective was to improve the capacity of the Hue Municipality, with emphasis on infrastructure development and urban management. The project activities were divided into three main components: (i) urgently needed infrastructure works, mainly in solid waste management, drainage and flood control; (ii) urban management support; and (iii) institutional capacity building. The consulting services for the infrastructure works component consisted of preliminary and detailed engineering designs, tender assistance and construction supervision. The infrastructure works included: - sanitary landfill and access road, including the closure of the old dump site and pollution prevention; - improvement of waste collection service including the disposal (incinerator) of hospital waste; - main storm water drainage system in Hue; - dredging works and bank protection along the Dong Ba river; - rehabilitation of the water supply network in Tay Loc and Thuan Loc; - construction of micro-infrastructure works (mostly paving of alleys and micro drains); - set-up of credit schemes for private infrastructure facilities: on-site sanitation and water supply; - awareness campaigns on environment and sanitation and the possibilities for self-help. The consulting services for the urban management component were focused on: - development plans and medium term investment programme for urban services for water supply, solid waste disposal, sanitation and drainage; - revenue improvement with regard to solid waste management and municipal taxes. Creation of a customer database and initiation of a programme to improve collection efficiency; - GIS system, including a base map of the municipality and infrastructure ledgers for roads, water supply, drainage and solid waste management; - operation and maintenance of the landfill, including the preparation of manuals. The institutional capacity building component included: - institutional development action plan for various agencies and assistance in implementation; - establishment of an operation and maintenance unit for the landfill; - design of a system for the management of hazardous health care waste; - training needs assessment followed by the formulation of a training programme. Services included an environmental baseline survey and establishment of an environmental monitoring plan, field surveys, hydraulic design of waterways including the required dredging and reclamation works, design of embankments protection and the preparation of an aids to navigation scheme. Socio-economic surveys of project affected people were also carried out and the establishment of a suitable resettlement plan along 500 km of existing waterways. Furthermore the study specified the nature and costs of investments required to rehabilitate and modernize Can Tho Port, determined the economic and financial benefits and identified operational, administrative and managerial requirements to improve the efficiency of the port. Period 1995 Scope of work Pre-feasibility study for the development of 2,000 ha reclamation at Hiep Phuoc, the dredging of a navigation channel in Soai Rap River and the provision of basic infrastructure, including quay- and jetty facilities. The study concluded that the development of reclamation is feasible, provided that sufficiently good fill material can be obtained from Soai Rap River. Project Name Mekong Delta Master Plan Project Location Vietnam Client World Bank, IBRD Period 1990 - 1994 Scope of work Development of water and soil resources in the Mekong Delta. The project included master planning for development of natural resources in the Mekong Delta (40,000 km2) with emphasis on sustainable use and development of water and soil resources. The master plan defined and prepared thematic studies for irrigation and drainage engineering, flood control, groundwater development for water supply, navigation and inland waterway transport, agricultural development, fisheries and aqua culture, infrastructure, environmental impacts, institutional strengthening. Studies were supported by mathematical modeling and economic analysis.
