  • Informed consent is an ethical standard established in the Nuremberg Code to ensure the Nazi practice of using human beings to conduct medical experiments never occurred again. The fist tenet of the code is: “The voluntary consent of the human subject is absolutely essential”. This means no coercion, full information, and a voluntary choice about whether to undergo the treatment in question. Surely those who choose vaccines as part of their medical protocol can realize that coercion does not belong in a just society and coercing others into a medical treatment is plain wrong. Vaccine mandates for entry into school – without possibility of vaccine exemptions – are a form of coercion. That’s why we oppose these vaccine mandates and urge you to sign the petition.
  • UN 2005 The “sole interest of science or society” does not trump individual rightsIndividuals must give “prior, free and informed consent” to “any preventive, diagnostic, and therapeutic medical intervention”The Declaration was adopted by all 193 member countries, including the United StatesCommon law countries: U.K., Canada and Australia all provide philosophical exemption.
  • There are few schoolchildren with vaccine exemptions. In total :43medical;20religious;570philoPublic schools have only 39 medical; 14 religious and 461 philo exemptions… who believe in the duty and the right to make health decisions for their children, and to educate them.… who believe in the duty and the right to educate our children.
  • Prior to the existence of the Vaccine Program, civil lawsuits against vaccine manufacturers abounded. When vaccine manufacturers threatened to stop makingvaccines due to the crippling costs of litigation, the nation’shealth programs were also threatened and a crisis ensued.Congress responded by establishing the Vaccine Programin 1988 to ensure the availability of existing vaccines andto encourage the development of new ones. Congressaccomplished this by prohibiting lawsuits against vaccinemanufacturers and by requiring that people claimingvaccine injuries fi rst present their claims in the VaccineProgram. While Congress preserved the rights ofclaimants to fi le civil actions if the Vaccine Program failedto resolve their claims, Congress painstakingly designedthe Program to minimize this likelihood. It designeda “no fault,” generous Program. §§ 15(a)(1-4). TheVaccine Program was designed to be “less adversarial, expeditious, and informal [with]. . .fl exible and informalstandards of [the] admissibility of evidence $0.75/vaccineExample: $2.25 for MMR; $0.75 for IPV

  • Unlike the 1994 review which was mandated by congress, the 2011 made no recommendation. But it did have interesting findings, particularly that 85%...These vaccines are administered to healthy newborns, babies and children. Certainly they should be more adequately studied?Despite all this, headlines this year include ““IOM Finds Childhood Vaccine Schedule Safe - As It Always Has Been””http://www.forbes.com/sites/stevensalzberg/2013/01/28/iom-finds-childhood-vaccine-schedule-safe-as-it-always-has-been/
  • No matter where you stand on the issue of vaccination, the right to choose to accept or decline a medical intervention is a fundamental human right. Top health authorities have officially stated that exemptions have played no part in the nation's recent whooping cough outbreaks90% of Vermont pertussis cases had been vaccinated. There is no pertussis-only vaccine, so this bill attempts to mandate tetanus and diphtheria vaccines as well.A similar amendment to last year's legislation which would have set such a 90% threshold was briefly considered, but soundly rejected. H.114 and H.138 are solutions to problems that do not exist, and they place your right to informed consent, health choice and parental decision making at risk.Although these new bills appear to impact only 475 children, parents want to keep the right to make medical decisions for their children, and an increasing number of teachers feel strongly they should decide for thmselves and not have their job held hostage to medical politics.

    2. 2. Support Freedom of Health Choice“The philosophical exemption is founded on the belief that parents are ideally suited to determine what is in the best interests of their children…When parents make a choice that is harmful to their children, the state has an obligation to intervene.” - Robert Macauley, MD FAAP(Vermont Ethics Network)Parents making informed choices = acting in child’s best interest.• The principle of informed consent should be held dear.• Vaccine mandates negate the possibility of making a voluntary decision and should not be tolerated in a just society.• No medical practice should be forced upon Vermonters.• No Vermonter should be coerced to undergo any medical practice or procedure – this includes vaccines!• Using public education or employment to force corporate/medical politics restricts our liberty. http://signon.org/sign/support-freedom-of-health www.VaxChoiceVT.com
    3. 3. Informed Consent• You have the right to be given full information about the benefits and risks of a medical treatment before agreeing to the treatment.• You have the right to voluntarily agree or to refuse to the medical treatment.• Nuremberg prohibits scientific experimentation without informed consent.• United Nations declaration on bioethics and human rights in 2005. http://www.ncbi.nlm.nih.gov/pmc/articles/PMC2352998/ http://history.nih.gov/research/downloads/nuremberg.pdf http://portal.unesco.org/en/ev.php-URL_ID=31058&URL_DO=DO_TOPIC&URL_SECTION=201.html www.VaxChoiceVT.com
    4. 4. Who Cares about Vaccine Choice? • PARENTS.  … who fully vaccinate but still want choice.  … who delay/use an alternative schedule.  … who do not vaccinate at all due to conscientious, moral, religious or philosophical reasons, health choice.  … who have witnessed vaccine reactions in their children. • ADULTS.  Health care workers.  Teachers.  Elderly.  Military. • ALL OTHERS.  Who believe in true informed consent prior to medical intervention. http://www.nvic.org/informed-consent.aspx www.VaxChoiceVT.com
    5. 5. US Childhood Vaccine Injury Act– Limited civil lawsuits against vaccine manufacturers.– Began in 1988 (DPT, polio, MMR).– All claims must go through the “vaccine court.”– Vaccine Injury Compensation Program: • Funded via “vaccine excise tax.” • $2.6 billion paid out for vaccine injuries.Vaccine injury table: http://www.hrsa.gov/vaccinecompensation/vaccinetable.htmlStatistics reports: http://www.hrsa.gov/vaccinecompensation/statisticsreports.html#StatsSearch/read claims reports: http://www.uscfc.uscourts.gov/search_vaccine www.VaxChoiceVT.com

    8. 8. Should We be Concerned?• Every US manufacturer/supplier of pediatric vaccines has pled guilty to fraud within the last 3 years. – Bribery of doctors – Lying to the FDA – Hiding clinical trial data – Fraudulent marketing – For products for which they can be held liable…Pfizer settlement 2013: “This is yet another example of a drug manufacturer that makes unsubstantiatedclaims about drug benefits, despite the danger of such statements to the public. This office is committed topursuing companies who violate our consumer protection laws and expose Vermonters to harm,” saidAttorney General Sorrell.http://www.omsj.org/blogs/bribery-big-pharmahttp://www.vaxchoicevt.com/wp-content/uploads/2012/08/pharma-fraud-update8-29-2012.docxhttp://usatoday30.usatoday.com/news/washington/story/2012-03-05/health-drugmakers-fraud-fines/53372792/1 www.VaxChoiceVT.com

    31. 31. Educational Material “What About Vaccine Safety? Before a vaccine can be approved for use, it must first be extensively tested, and those results are then reviewed by the Food and Drug Administration (FDA). Only vaccines that are safe and effective are recommended for use”• FDA has approved MANY drugs later determined to be very dangerous – Vioxx – Thalidomide• FDA does not access all trials data; only that selected by the company*• View product labeling/package inserts with selected data here: – http://www.fda.gov/BiologicsBloodVaccines/Vaccines/ApprovedProducts/ucm093 830.htm• Vaccines are ‘unavoidably unsafe’ (US Supreme Court) – $2.6 billion paid by US gov’t for injuries * See: Eliot Spitzer v. 32. 32. Educational Material“What About Vaccine Safety? Continued…An analysis of more than 1,000 research articles was published in 2011 by the Institute ofMedicine (IOM). The results revealed that vaccines are not free from side effects oradverse events, but most are very rare or very mild such as swelling at the injection site, slight fever and headache. The IOM concluded that: “... few health problems are causedby or clearly associated with vaccine. Experts found evidence of 14 health outcomes --including seizures, inflammation of the brain, and fainting -- that can be caused bycertain vaccines, although these outcomes occur rarely.” • The IOM report stated: “for the majority of cases {135 (out of 158) vaccine adverse-event pairs}, the evidence was inadequate to accept or reject a a causal relationship” www.VaxChoiceVT.com

    34. 34. Vaccinated versus unvaccinated No study of health outcomes of vaccinated people versus unvaccinated has ever been conducted in the U.S. by CDC or any other agency in the 50 years or more of an accelerating schedule of vaccinations. However, a German study released in September 2011 of about 8000 UNVACCINATED children, newborn to 19 years, show vaccinated children have at least 2 to 5 times more diseases and disorders than unvaccinated children.http://www.vaxchoicevt.com/science/studies-comparing-vaccinated-to-unvaccinated-populations/ www.VaxChoiceVT.com
    35. 35. Vermont VAERS data Last Five Years• Actual numbers may be 10-100x Higher – David Kessler, former Commissioner of the FDA reported in an article in JAMA — June 2,1993, Vol. 269, No.21; "...it is estimated that only between 1-10% of immunization events are reported to the Vaccine Adverse Events Reporting System"• How are these families supported?• What is the cost?• Who follows up? www.VaxChoiceVT.com
