    • What is REACH:
    • REACH Regulation came into force ( R egistration, E valuation, A uthorisation and restriction of CH emicals) on 1 June 2007.
    • Purpose is to ensure industry takes greater responsibility in managing the risks from chemicals to health and the environment
    • It will require enhanced information sharing in the supply chain.

    • Current status:
    • Pre-registration of substances already in the market by 30 November 2008 to ensure continued access to the market
    • Pre-registration opens obligation to enter a SIEF (Substance Information Exchange Forum) = a mandatory forum
    • Consortia are formed by the industries as negotiating “platform” amongst companies to prepare SIEF activities

      • Work through importer(s) inside the EU
      • Appoint an “Only Representative” = a person based in EU, appointed by a manufacturer of substance or preparation outside the EU, to fulfill its Reach requirements

    • 40 Consortia already established (Chemical Watch) but another 40 expected
    • Financial impact is huge

    • recognised so far as a “profession” in Europe,
    • but…
    • Over 70% of EU business associations are located in Brussels
    • Majority are federations (organisations of national associations):
        • ~ 65% are federations (assocs. only)
        • ~ 25% are mixed membership structure (companies and assocs.)
        • ~ 10% are direct membership (companies only)

    • Increase in “Association Creation”
    • New lobbying playing field, imply more focus on compliance with antitrust law and good governance systems
    • Shift from Policies to Standards (EU and global)
    • Greater role of Civil Society
    • European Associations are now becoming Global Associations

    • associations are:
    • The knowledge poolers,
    • The great disseminators, flattening the global playing field,
    • Must be present more locally…..
    • But take decisions with an international perspective in mind

    • Membership development might prove difficult
    • Association should be more focused on their “core services” and members retention
    • Associations already put on hold some projects at least for the next few months
    • But a continued increase on third party strategic advice and planning projects to associations is foreseen

    • Focus on enhanced governance and antitrust compliance
