Is it thoughtful why fellow Indian citizens are departing from our own country? Is it for better education, job or living standards? It is for corollary. By INCOME Tax free nation on certain sectors, we aim to welcome them to own country and appreciate Indian Rupee.

(1) Income Tax Free Country for 5 years LOW INTERNAL DEBT LOW EXTERNAL DEBT APPRECIATION OF RUPEE LOW DEBT SERVICE RATIO * HIGH REVENUE TO GOVERNMENT SOCIAL EMPOWERMENT INVESTMENT LIQUIDITY * By OECD, The debt service ratio is the ratio of debt service payments made by or due from a country to that country’s export earnings. Therefore, it may be calculated as Debt Service divided by country's income from international trade, i.e. export. Debt Service Ratio maybe in contrast to the debt service coverage ratio, which is calculated as income divided by debt.

(1) Income Tax Free Country for 5 years ● By Income tax free nation (2.01 Collections, Taxes on Income, Tax Revenue, Receipt Budget 2013-14 = 2,29,502 crore Rupees), we aim to Lower Prices of Products and boost Savings of Common Man. ● We will introduce a mechanism to benefit poor and underprivileged, which in turn would reduce Interest rates (for Loans), increase Interest rates (for Savings) and promote Real GDP. ● Growth in Real GDP would improve Liquidity and Investment scenarios in India.

(2) Reduction of Fuel Prices With appreciation of Rupee, we aim to increase import of fuel by 10-15% from current scenario, thus maintaining the overall global liquidity, and reduction of Fuel Prices to India. High import of fuel will result in increase of Pollution, for which we need better Green Development Mechanism, to stop loss of biodiversity, recognizing the economic value of living ecosystems.

(3) Expressway for Jan Lokpal ● Jan Lokpal (Planning Department), every member to play key role to review and approve any decision taken by Government, on demand basis, on random basis. ● To shift decision approval from Political Parties to consensus for projects (or transactions) involving high expense or revenue. ● To reduce loss by improving accountability.

Jan Lokpal - Election of Members ● To create Jan Lokpal, based on intelligentsia of Common People comprising Governors, Professors, Scientists and Research Scholars from "unbiased" reputed institutions for a short term (4 months). ● To ensure random election of members from every district after Mutual Collaboration of equal number of applicants from every District. ● To ensure election of 4 (four) applicants from every district who received higher ratings by votes.

Jan Lokpal - Election of Members ● To use any Social Networking Website, like, Facebook, Google+ or Twitter for Transparency in Election process, alternate next time. ● To create 3 different group of candidates, virtuoso of Law, Technical or Finance. ● To ensure Applicants submit their Project Proposals on Website. ● To ensure timely submission of Project Proposals via alternative methods, like Fax, Email, Postal mail, &c from every district. ● Mutual Collaboration to be Transparent over chosen Social Networking Website. ● Recapitulation of Voting Process over Social Networking Website.

Jan Lokpal - Election of Members ● To ensure Diversity among Elected Members, including Women. ● To establish equal Voting rights post-election among elected Jan Lokpal members within every State irrespective of number of Districts within it. ● To establish and monitor Valuation of every SMART country-level project / proposal of every applicant under Quid Pro Quo scheme by every State, maximum to be 25 L INR per Member, inclusive of Salary and Project cost, LEVERAGED 60%. ● SMART = Specific Measurable Achievable Reliable And Timely ● Every proposal / project to be completed within 1-2 months, otherwise to be handed over to next “Elected” Jan Lokpal member, under maximum extension for 1 year.

Jan Lokpal - The Engine ● To monitor authenticity of appointments of Ministers after LS Elections' results, and thereafter performance. ● To ensure inclusion of NOTA Votes as Valid Votes in Final Counting. ● To percolate Election into following 2 phases:- ○ 1st phase to elect MPs & MLAs from Representatives, under single combined voting process, to reduce expenses. ○ 2nd phase, to elect Ministers from elected MPs & MLAs immediately after combined elections' results, to eliminate process of indirect election of respective eligible Ministers including PM, and to focus on direct election through consensus again.

(4) Better Work & Life ● To introduce Transparent Salary Standardisation across sectors to be equivalent to Human Capital Score, heterogeneously made up of Employee Age, Qualification (s), Knowledge, Experience, Work-Load Score, Work Quality Score and Morale identified through Transparent Screening Process, with equal weighted opportunity to every employee. ● Work-Load Score to include Cognitive Mental Load (New Innovations) & Physical Work Load. ● Employer’s responsibility for Equal Work-Load to Every Employee.
  • 26. (4) Better Work & Life ● Salary to include Human Capital Score, Bonus & Inflation Factor. ● COMPLAINTS regarding Discount (s) in Salary liable for investigation. ● Inflation Factor = 1 + Positive Percentage change in Cost Inflation Index w.r.t. previous year.
  • 27. (4) Better Work & Life ● To establish Centralised Automated Recruitment Model everywhere. ● To improve Quota / Reservation system in employment, as applicable to law, as acceptable to consensus, by Employment Bureaus, established under Hub-and-spoke model.

(4) Better Work & Life ● To ensure these applicable for every Entity: - ● Every employee to work maximum 4 Working days in a Week, maximum 7 hours in a Day. ● Employees’ choice of Working Hours to offload Heavy Congestion in Daily Road Traffic. ● Monday to Thursday (Working Days) Friday to Sunday (Optional Working Days -> Employees’ Choice to Work) ● One Government sponsored Optional Training Day (Employees' right for Selection) from Friday / Saturday / Sunday, as designed.

(4) Better Work & Life ● To ensure these applicable for every Entity: - ● Salary to be paid on Employees’ choice :- Daily, Monthly or Annual Basis on-demand, irrespective of employment type, legitimately. ● To settle pending Salary, Pension & Insurance reparation claims, transparently. ● To replace Bandh by Right to Protest. ● Health reasons to be considered for payment of Salary, where hospitalisation of employee for more than 24 hours was inevitable. Such health reasons to be recorded and resolved immediately to improve health standards of demography.
  • 30. (5) Right to Protest ● To promote Freedom of Speech, we must welcome peaceful, eco-friendly, economy's growth-oriented protests. It must be monitored by 1 Observer among maximum 5 persons, to ensure it acceptable at par with law, e.g., Right to Recall. Protests, which serve as feedback for improvement in current economic scenarios, of which future value should not be compromised by ignoring its opportunity costs. ● http://pgportal.gov.in website to be administered by Jan Lokpal, under Modus Operandi asynchronous to themes capitulated at the first Minnowbrook Conference held in 1968.
  • 31. (5) Right to Protest ● Right to Recall. To ensure investigation of Protest against any Lok Sabha Member by Jan Lokpal. ● For valid evidence, a Charge Sheet to be submitted by Jan Lokpal to President of Political Party or Governor for cognizance of necessary action against elected Lok Sabha Member. ● Jan Lokpal to pioneer further legal process.
  • 32. (5) Right to Protest ● To register every Protest on Government’s website. ● To update latest information on Government’s website about resolution taken on every protest. ● To inform Jan Lokpal about progress or resolution of such protests.

(6) Better Urban Planning Following need attention urgently: - ● Infrastructures, like, Roads, Bridges, Railways, etc. ● Clean Electricity, ● Drinking Water and Sanitary conditions under pollution management, ● Sewers to reduce cost of reworking on roads. And it will be concern for us to improve these everyday.

(7) Better Rewards ADDENDUM TO EXISTING CRITERIA ● To reward valid, eligible and exceptional contributions to growth of India, (Process Optimisation, Expense Reduction or Risk Mitigation) among Political Leaders, Doctors, Engineers, Farmers, Defence Soldiers, Actuaries, Bankers, Journalists, Professors, Teachers, etc., by cent percent transparent selection process, ● To waive off full bank loans relevant to such project(s), from Government fund, post success in LS Elections 2014.
  • 35. (8) Improved PDS for 5 years ● Jan Lokpal team members ○ To ensure better Quality of PDS by Quality surveyors ○ To ensure fair & equal distribution ○ To investigate Complaints
  • 36. (9) Pollution Control Mechanism ● To reduce major types of pollution with mandatory awareness about Carbon Credit, by efficient Waste Management, REDD+ and Paperless Offices, legitimately. ● To ensure Vehicle speed limits to be proportional to width of one-way road (6 yards minimum), max 60 kmph. ● To introduce Solar-cum-CNG fitted Rickshaws for poor people upon free exchange of their old rickshaws.

  • 38. (10) Better Education System . To ensure hygienic mid-day meal for children. Free education to economically deprived students by school of their choice. To introduce Centralised On-Demand Open Book Objective Challenge for STEM courses, except for Competitive exams, wherever possible. To ensure inclusion of new subjects by UGC. 1 New Engineering College in every District, where it nonexistent. To promote "Application of Facts" as well as "Understanding of Facts". Increase in number of Scholarships, up to 99% of fees. To establish Multiple and networked LIVE Libraries in every district of nation, with books donated from senior students, to promote Autodidacticism for poor students, with necessary resources from Government. Examination Results to be declared in a week’s time. To ensure Review of every Research across India. 1 New Medical College in every District, where it nonexistent. To collect feedback from various schools, colleges and students about improving Quality and Quantity in current education system.

(11) Better Health Services ● To collect data about minor illness in every place of nation with Actuaries and Doctors. ● To maintain a healthy nation, with availability of authentic medicines, everywhere, with higher role of Insurance. ● To liberalise formation of hospitals and medical check up centres on small to big scale, with cent percent transparent ownership of Government.
  • 40. (12) Better Risk Tolerance ● To focus on better techniques of Natural Disaster Management by improved Urban Planning. ● To introduce VDR of Land Records using LIVE maps. ● To Sync and enforce ISO approved Standards in every possible infrastructure.
  • 41. (13) Stagflation Solutions ● To use an egalitarian approach for Commodity Pricing, regulated by ethics and integrity. ● To control cheaper exports. ● To establish Better Banking reforms by better credit policy and better risk tolerance. ● To ensure reduction in existing NPA.

  • 51. (14) Women Empowerment ● To provide Better Maternity Care to Rural Women. ● To ensure establishment of Solar-powered Maternity Hospitals in every District for Rural women. ● To ensure employment of Gynecologist Doctors & Nurses for these hospitals.
  • 52. (15) Bon Voyage ● Improvement in design of Railway Engines and Coaches with improvement in Sanitary Standards. ● Improvement in number of Metro Trains in Metro and Urban cities. ● New additional parallel railway tracks for dedicated haulage.

  • 54. (16) Better Excursions ● Government to gain revenue from Excursions Management. ● External and Internal Foreign Tourist spots to be identified and regulated by Central Government, to establish promising experience.

(17) Better Dispute Resolution ● To introduce Anti-victimisation law to curb Racial vilification and Racial discrimination to ensure Diversity at every place. ● To increase number of Courts in accordance with population and history of pending cases. ● To establish Special courts for financial and technical crime at every District, without hierarchy in Organisational Structure. ● To ensure hassle free appeals to Supreme Court of India.

(18) Better RTI ● RTI to be converted to RTAI (Right to accurate information). ● Every government or business entity to disclose every public information with cent percent accuracy everywhere in 3+ Languages (English, Hindi and Regional) based on demographics. ● Classification of Public vs Private information by every entity. ● Penalty for anomalous attempts.

(19) Better Sports Management ● To work on Four-Point Agenda of Sachin Tendulkar, with his permission. ● To establish process for Independent selection of players, which to be monitored by respective Sports Review Committee. ● To work on recommendations of Sports Review committee at International Standards.

(20) Better Police Administration ● To establish improved and independent Police administration. ● To ensure for every Police employee, based on performance: ■ First class shelter ■ Free Education, Free Air Travel and Higher insurance amount for Police employee, their spouse and two children within or outside India. ● Police Health Fitness Program per employee per month. ● Better equipments to help in investigations.

(21) Better Arts Zone To create One Special Entertainment Zone in every District to promote various Arts: - ● Painting, Music, Films, Cartoons, Sculpture (Carving, Modelling, Assemblage and Construction) Architecture, Print Making (Wood Block/ Lino Printing or Etching, Silk Screen Printing, Lithography), Electronic media (Digital graphics, Ceramics, Visual Design, Graphic Design, Collage, Photography , Post Modern Appropriation and Recontextualisation.
  • 60. (22) Better Communications ● Post offices to be enhanced to e-shops. ● Pay to any merchant by SMS. ● Wi-fi services in every district. ● Bandwidth to support data transfer for next 20 years.
  • 61. (23) Better Lifestyle Benchmarks to be established for ● Prevention of Food Adulteration, ● Design and Construction of buildings, ● Review of expiry date of medicines due to variation in storage temperature, and ● MINIMUM WAGES and POVERTY LINE.

(24) Better Defence ● To ensure CSDP (Common Security and Defence Policy) to manufacture from a screw to a Missile at our country India itself. ● To begin automation of Internal Defence Mechanisms to help soldiers take improved decisions. ● Emails Direct to PM - To listen to feedback from every soldier and ensure its solution within 24 hours.
  • 63. (25) Happy Farmers To ensure happiness of every farmer, following facilities need to be at par adequate: - ● Irrigation ● Education ● Quality check of Soil & Seeds ● Exclusive Health Check up points ● Scientific & Financial assistance to farmers ● Govt sponsored program - Direct to Market

(26) Happy Senior Citizens ● To ensure Better Pilgrimage facilities. ● To ensure availability of Food and Shelter of their choice during their journey and at every Pilgrim station of Spiritual significance. ● To ensure that exclusive medical facilities are available to every senior citizen at priority. ● To celebrate Senior Citizen Day, August 21.
  • 65. (27) Better Business Environment ● Government sponsored Marketing and Advertising programs for debt-ridden businesses. Government’s expenses to recovered as percentage of Sales Revenue. ● Ready-kit for new entrepreneurs, includes following:- Business Registration, Finance, Office Space and Employees. ● Flexibility to customise Ready-kit.
