3. 1 Introduction
New Vibrations Managed Services assists operators and equipment vendors to
increase profitability and enable them to gain competitive advantages by allowing
New Vibrations to take care of their non-core business and facilitate new services
with their customers. Through different business models and service solutions,
New Vibrations can meet customer’s different needs
Operators are, for the moment, facing the key challenge of keeping spending under
control. Recruitment of new staff is reduced while launching a wider range of
services. The increasingly competitive operator environment forces operators to
focus on their core business, such as increasing market share and raising brand
awareness.
Managed Services assists vendors and operators in improving profitability and
gaining competitive advantages. Some want to expand their businesses while
others need to increase their efficiency. Either way, increased profitability is the
goal, and Managed Services is a key way to achieve this. It helps operators to free
up time and resources, enabling them to focus on their core business. Managed
Services also assists operators to enter new markets.
New Vibrations established its footprint in Managed Services in 2006, and has over
the past 3 years, proven its robust capabilities in assisting customers and vendors
in operating networks. In all current Managed Services contracts with operators
and vendors New Vibrations is managing with local resources and consultants,
selected partners using world-class methods, tools and processes.
The New Vibrations Managed Service portfolio is divided into two main service
domains namely:

• Operational Assistance

4. 2 Managed Operations
The Managed Operations service is provided in cooperation with the Operator /
Vendor based on project requirements allowing New Vibrations to build up
operational teams with only one or up to fifty consultants.
The main feature of the Managed Operation service is that New Vibrations will take
over all development and operation & maintenance activities, on behalf of the
customer. The customer will focus on its core business, such as business
strategies and customer management, while New Vibrations provides the planning,
design and deployment as well as management of the day-to-day operations,
according to set performance indicators.
The Managed Operation service implies a predictable cost factor for customer
operations from the beginning of the project with no financial surprises related to
operations, simplifying greatly the business planning.
The scope of Managed Operations for operators is sub divided into following
service segments

• Network Deployment
• Network Operations.

5. 2.1 Network Design and Optimization
The purpose of this section is to describe the process of Design and Optimization
of the Radio, Transmission and Core Networks for new networks, or expansion of
existing networks. Network Design realizes the operators business plans in order
to provide a high quality service to its end-users.
2.1.1 Service Deliverables
New Vibrations proposes to deliver the following service deliverable by means of a
continuous service delivery.
• Network Audit
• Radio Network Design and Optimization
• Transmission Network Design and Optimization
• Core Network Design and Optimization
2.1.2 Network Audit
The Network Audit consists of a general evaluation of the network performance,
mainly based on the analysis of pre-defined Key Performance Indicators (Radio
and TX and Core KPI´s) and GSM/GPRS/EDGE/UMTS Coverage surveys.
The service aims at providing valuable information regarding the current situation,
and pointing out performance areas where improvement can be achieved. The
Network Audit process is the main input data for the Design and Optimization
processes of the Radio, Transmission and Core Network.

6. 2.1.3 Radio Network Design and Optimization
The objective of the radio network design is to define a network configuration that
fulfills the operator’s requirements. A network can grow in terms of coverage and
capacity where new sites are planned to be integrated in the system.
The Radio network optimization process is a service for improving the radio
network performance in order to meet the KPI agreed between parties.
2.1.4 Transmission Network Design and Optimization
The aim of this service is to describe the transmission network design and
optimization processes and activities. The design phase of the service requires as
input the number of radio sites from RF nominal plan, from this the most
appropriated sites for the network are identified and planned.
The Optimization process is a service for improving the transmission network
performance and quality of a mobile telephony network according to established
goals and objectives.
2.1.5 Core Network Design and Optimization
Core Network Design and Optimization process is a service for improving the Core
network performance in order to meet agreed quality indicators.
The design of a Core network is performed by developing a high level core
network plan using requirement specification and existing nodes to create proposal
to support the predicted traffic growth.
The optimization process provides a service for improving the core network
performance. A process is established to monitor the core nodes regarding I/O,
control system, capacity, routing and charging. The tuning of available core
parameters that have impact on the performance of the core node for example:
High memory consumption, number of alarms, failure to charge calls, excessive
signaling.

7. 2.2 Network Deployment
New Vibrations provides the expertise required to deploy, expand, and upgrade
networks. Fast deployment in large volumes involves a heavy ramp-up of
resources that must be prepared for in advance. This can be very costly if not
managed with the necessary experience.
New Vibrations has developed a service delivery concept using a professional mix
of local, in-house capabilities and subcontractors. We can manage these
capabilities in a way that has proven to be successful and results in a very high
degree of customer satisfaction. Our project management service will keep our
customers well informed on the progress. When our customers want to control the
overall project and perhaps also take care of network design, New Vibrations can
offer support in the form of deploying and integrating on a node-by-node level.

8. 2.2.1 Project Management
The Project Management service covers the entire process from Network Build up
to the Network Assurance phase. New Vibrations has access to wide range of
professional resources with years of experience in Project Management roles that
can meet the customer’s needs across the various phases of the project.
The service is delivered in close cooperation with our customers, New Vibrations
plans and organizes the project, manages quality, risks and progress of the
different phases throughout the entire project life cycle.
The service is divided into different sub phases of a project of which the pre-study
phase will define the requirements and business needs according to customer
requirements.
The planning phase of a project is the most crucial as it forms the basis for a
successful project. This phase will outline the detailed planning of activities, set the
goals and objectives and establish the required organizational structure and define
roles and responsibilities by means of working level agreements with the customer.
The next phase is the establishment phase, teams are allocated to respective
project and reporting systems are implemented. The project is then executed
according to the plan with regards to time and cost. Progress reporting is a key role
of this phase and constant follow up with risk analysis and prevention plan
implemented.
The last phase of a project is the conclusion phase whereby the project is
concluded according to project goals and objectives. All project deliverables are
handed to final customer, acceptance criteria are agreed between parties and final
reports are produced.

9. 2.2.2 Site Acquisition
The site acquisition service is based on the results of the Network Design phase
and is about finding, investigating and obtaining legal access to sites and readying
them for detailed site design and construction. The Site Acquisition service applies
to all network elements for new and existing sites.
The service is country-specific and dependent on various local factors, such as the
real estate market, land and property owners, local building regulations and
environmental regulations. Therefore, the service must rely on the competence and
experience of local service providers and consultants who can provide the service
for the specific circumstance.
2.2.3 Civil Works
Civil works is about designing and constructing telecom network sites, new or
existing, and readying them for the installation of telecom equipment. New
Vibrations’ Civil Works service provides a generic solution for the detailed design
and construction of the required environment and surrounding infrastructure, and
for providing utilities for telecom equipment.
The Civil Works service is always adapted to the local market and entails
customized implementation of the generic service process. Successful
implementation is achieved through local expertise, presence and resources and
carefully evaluating and selecting service providers, suppliers and consultants.
This service under our current scope does not include the civil works of the
infrastructure but the management of the process itself. The Civil Works is usually
performed with local subcontractors and NV can supply the coordination and
supervision of the process.
A project manager is provided as part of the service, to guarantee efficient
performance and coordination of service providers, suppliers and experts. The
project manager also maintains communication between your organization and
New Vibrations.

10. 2.2.4 Installation Service
The Installation Service applies to the installation of various kinds of equipment,
from simple nodes to complete system solutions. In essence equipment vendors
are responsible for installation service of the hardware due to warranty issues.
The installation service consists of a preparation, installation and verification
phase. New Vibrations can supply installation supervisors that will ensure the
hardware is installed in accordance with proven procedures. Upon completion of
each step in the process, the work is inspected and the results are documented.
Installation includes the mounting of equipment and the connection of cables to the
power supply.
The installation is complete and the equipment is ready for integration into the
network when the tests have been performed and the customer has accepted the
site.
2.2.5 Integration Service
The Integration service integrates network elements and applications, networks,
and solutions into the existing environment.
New Vibrations will supply Network Integration Engineers under the responsibility
of the equipment vendor whereby the service includes verification, to ensure that
every connection, link and traffic management flow is stable and working according
to expectations.
The integration test phase encompasses every activity needed to connect the
network elements or application with each other and with existing networks
and systems according to the scope of the project. This might include
establishing links and synchronizing your network and sub networks – for
example, core, access, and O&M networks; establishing interfaces to billing
and accounting systems; and establishing links to other operator networks.

11. 2.3 Network Operations
New Vibrations in partnership with operator / vendor can take responsibility of all
network and service operation activities. The service will manage the day-to-day
operations, including field services on the customer's network, according to set
performance goals.
The operation organization will be a fully integrated part of the customer
organization and will be working according to the processes and routines that were
specified and implemented in the establishment phase. This means that New
Vibrations on a daily basis will manage the network assurance and provisioning
processes and ensure accurate network plans for core, radio and transmission in
order to meet agreed performance criteria’s. The following processes are included
in Network Operations.
2.3.1 Service Quality Management
Quality performance management and optimization include day-to-day
performance monitoring in order to detect and correct exceptions or faults that
have adverse affect on the service performance. Typical activities are key
performance indicator analysis, hardware performance analysis, configuration
checks, trend analysis and traffic analysis. Parameter optimization and
troubleshooting are used to resolve the found problems.
2.3.2 Problem Management
Service and network problem management includes remote real-time monitoring of
service and network events/alarms, and reception and acknowledgement of
complaints from your customer management. Problem management accomplishes
also classification of problems/events and assigning of problem categories and
initial analysis and fault location.
2.3.3 Restoration
Restoration implies undertaking measures in order to resolve a problem. The
primary objective is to restore the network so that services to the users are meeting
the required quality.

12. 3 Operational Assistance
New Vibrations Operational Assistance service will provide customer’s access to
temporary personnel with the technical expertise to match specific competence
shortfall, ensuring continuity within customer’s network operations during a period
of transition. This allows the customer to focus on training requirements or
recruiting more permanent personnel with the necessary technical competence.
New Vibrations has access to global expertise and competence in network
operations and maintenance utilizing consultants have assisted network operators
around the globe, working across a wide range of technologies and platforms.
New Vibrations provide the appropriate skills and expert temporary staff tailored to
meet the customer’s exact technical needs. To complement any organization and
assist in managing network operations successfully during a temporary period of
need.
3.1 The Service
The New Vibration’s Operational Assistance service is aimed specifically at
network operators and equipment vendors who experience a temporary shortfall or
deficiency in resources with specific operational skills within their operations
organization.
Operational Assistance is often used to secure the successful operation of new
applications & systems when the customer is implementing new systems,
undergoing expansion or re-configuration. The Operational Assistance service will
provide support during an initial phase of operation where the customer’s staff
often lacks the competence or while newly recruited staff is on the learning curve.
New Vibration’s provides resources for support at various levels of the Network
Operations organization, handling the day-to-day task level activities and Network
Operations management level activities. Together with the customer, New
Vibration will determine the nature and extent of assistance required that will
provide the complete operational expertise to ensure continuous operations.
New Vibration’s Operational Assistance staff will work in accordance with the
customer’s processes, procedures and directives using the customer’s
management systems and tools. They will be under the management of the
customer. The assistance is quantified in terms of number of persons and duration.
