SS 2: ASIAN STUDIES FINAL PROJECT SY 2009/10 MODEL EAST ASIAN REGIONAL FORUM (MEARF) As inspired by MODEL UNITED NATIONS (MUN) CHARTING OUR COMMON FUTURE Making Good on the Promise of the Asian Century OBJECTIVE The goal of the class is to stage a regional forum convened by the ASEAN and its major partners China, Japan, and South Korea. Also in attendance are guest states, states vying for acceptance into the regional forum, and other states and regional blocs currently on observer status. The class is expected to draft General Resolutions (GRs) detailing inter-state commitments to address the three major issues of (1) PEACE, ORDER & SECURITY, (2) CLIMATE CHANGE & RESOURCE MANAGEMENT, and (3) POVERTY ALLEVIATION & HUMAN DEVELOPMENT. Individual students will adopt the role of ambassadors. Henceforth they will engage in research and further study to a degree that they can confidently, convincingly, and authoritatively represent their assigned country or regional bloc in the MEARF. Individually, they will produce a Country Profile detailing their primary objectives and initiatives, and write a Position Paper which will feed directly into their Privilege Speech for the forum proper. To process the results of the forum, students can choose between writing a Debrief Paper or documenting their forum and publicizing their agreements on the Internet. PRINCIPLES The MODEL EAST ASIAN REGIONAL FORUM is designed as a synthesis activity, building on skills adopted in the EAST-WEST DEBATES (3Q) and lessons learned from THE MIDDLE EAST PEACE SUMMIT (4Q). This is also the culmination of several course themes running from imperialism through nationalism to globalization. At the core of this activity is the interaction between the national interest of states and the global interest of a community of nations. Moreover, students will also develop a sense of how issues can be so interconnected – and hence complex – as they reconcile the needs of a locality with the aspirations of a global village. Furthermore, it is hoped that they come to appreciate the social and political aspects of issues they tackle in their science classes such as climate change and alternative energy, ecology and the quality of human life. In addition, they can engage issues not often touched on in their classes such as illegal trade and human trafficking, ensuring social welfare and safeguarding human rights. Thus, students are expected to further hone their skills in research, writing, and public speaking. Everyone will have their turn, and students will rise and fall solely on the basis of their own effort.

TYPES OF COUNTRIES ASEAN + 3 These countries drive the main agenda of the Model East Asian Regional Forum. Students assigned to these countries are expected to take the lead and define the priority of issues. The Chairperson of the forum will be elected from among the ten ASEAN states. ADDITIONAL Historically, these countries were included later on since they have much to bear on trade and MEMBERS commerce in the East Asian region. Politically speaking though, they participate as a safeguard against Chinese dominance of the region. Students assigned to these countries will be wise to keep this in mind. OBSERVERS These countries have so much at stake in the East Asian Region but the ASEAN+3 are wary of their involvement for they may not necessarily have the region’s best interests in mind. Nonetheless, they have pursued and were granted observer status so they can keep track of developments which they can later tackle in other forums such as the APEC and the UN. Students assigned as observers however, will be allowed to play a more active role. While they do not have the right to a Privilege Speech, they can be active in the caucuses and convene other meetings outside of the forum. CANDIDATES Considered as important stakeholders in the region, these countries are expected to become a full part of the regional forum in the future. For our class, students assigned to these countries will be allowed full rights and access to the forum. PROPOSED MEMBERS The main objective of students assigned to these countries is to get accepted as an official member. They have to make their case for membership, convince the forum to call for a vote, and secure enough votes to win an effective majority. Note however, that some countries may be opposed to their membership. These countries do not have full rights to the forum yet, and so they must have a sponsor who will yield the floor before they can deliver their speech. GUEST NATIONS These countries are invited to deliver testimonies and arguments to contribute to the resolution of certain issues. Think of them as witness in a court hearing. These countries do not have full rights to the forum, and so they must have a sponsor who will yield the floor before they can deliver their speech. Their membership is not an issue to be tackled at this time.

SS 2: ASIAN STUDIES FINAL PROJECT SY 2009/10 THE THREE ISSUE AREAS The theme of the forum, “Charting our Common Future: Making Good on the Promise of the Asian Century”, is premised on the idea that the 21st century will witness the return of Asia to the center of the world stage. The economic rise of China and India is just the beginning, and the region holds much more promise as the middle class in the developing world increases in number and influence, and the impact of Internet technology continues to reshape power and opportunity in the region. For our class, our forum will revolve around three major issue areas: (1) PEACE, ORDER & SECURITY, (2) CLIMATE CHANGE & RESOURCE MANAGEMENT, and (3) POVERTY ALLEVIATION & HUMAN DEVELOPMENT. Through research and individual study, students are expected to understand their assigned country’s various problems, interests, and policies in relation to the three areas. As a guide, the following table summarizes some concerns that you may encounter at various points in your research. You are to highlight only those issues which:  Are most pressing for your country (ex. poverty);  Require the assistance of your neighbors in the region in order to resolve (ex. border conflicts);  Are problems because of involvement of other states and foreign interests (ex. illegal mining);  Require a global accord in order to push further action (ex. climate change). As a class, your challenge is to come up with resolutions that are specific to the needs of particular countries, yet respond to the concerns of the global community. In writing your individual country profiles, it will help to get a sense of the trade partnerships and diplomatic ties your country has in order to make smarter decisions in the forum proper.

This document will be more useful in preparing and researching for the MEARF, and will serve as a guide for you during the actual event. The format follows. Limit your country profile to one page. SS 2: ASIAN STUDIES FINAL PROJECT SY 2009/10 REQUIREMENT #2: POSITION PAPER STYLE GUIDE This document will be your primary contribution to the MEARF. Your paper should serve the following goals: (1) introduce your country, emphasizing your importance to the region, (2) clearly state the problem and explain how it affects you, and (3) put forward new ideas on how to solve the problem. A well-written position paper can serve as your privilege speech. You will be allowed to read this paper during the actual forum. Your speech should be good for 2 to 3 minutes only. SS 2: ASIAN STUDIES FINAL PROJECT SY 2009/10 REQUIREMENT #3: DRAFT RESOLUTION STYLE GUIDE The most difficult and complex part of the meeting is also the most important: making a draft resolution. This is a detailed plan which talks about the issues discussed in the meeting, and a range of measures that should be taken to deal with them. The most difficult part of the draft resolution is that it must follow a strict format, and has a number of set rules, the most important of which are given below: 1. The draft resolution must have one sentence only. It doesn’t matter whether the draft resolution is 5 lines long or 5 pages long, it will only have one sentence. Phrases and clauses in the resolution are separated using commas (,) and semi-colons (;). 2. The draft resolution needs a document number. This is usually something like DR1 or DR2 and a number will be given to the draft resolution by the Chair. 3. The draft resolution needs sponsors and signatories. Put simply, sponsors are countries that agree with all of the draft resolution. Signatories, on the other hand, are countries that agree with some, but not all, of the draft resolution. The total number of sponsors and signatories must be 25% or over the total number of countries taking part in the meeting. 4. The draft resolution must have 2 parts:  Part 1 talks about the problem and what is happening regarding it (the preambletory clauses).  Part 2 talks about the solution and what will be done about it (the operative clauses). 5. The last part of the draft resolution must read, “Decides to remain seized of this matter.” Another issue involved in the draft resolution is the wording used at the start of each clause. Words of varying strength may be used depending on the situation and what the delegate is talking about. Examples of the words which can be used at the start of each clause in a draft resolution are shown below: Preambletory clauses Operative Clauses Noting Notes Affirming Affirms Confident Recommends Declaring Invites Welcoming Urges Approving Encourages Concerned Deplores Alarmed by Demands Noting with regret Calls upon Noting with deep concern Declares Deploring Regrets Grading: Each resolution passed by the class will receive a letter mark for quality and compliance with the guidelines above. All resolutions will be averaged and the resulting score will be 20% of your project score.

SS 2: ASIAN STUDIES FINAL PROJECT SY 2009/10 PERFORMANCE EXPECTATIONS Before the Forum 1. Research is key. Those who come in with more will take away more from the summit. 2. Submit drafts on time and put your best effort into each and every submission. 3. Study the format of Model UN. Use our project guidelines as your starting point. Learn more by looking up the Model UN on YouTube and the Internet. 4. Notice that the dates for the forum itself coincide with the last week of classes for the 4th quarter. This is when ‘hell week’ often is. To minimize the amount of work you’ll exert in SS2 for your forum dates, devote more time to preparatory work in the weeks leading up to the summit. 5. When in doubt, ask. You are encouraged to communicate to me all your questions and clarifications regarding the project. During the Forum 1. You will be roleplaying as ambassadors. Your national interest should be your highest consideration. 2. Follow the protocol of the Regional Forum at all times. Making the most of your time will also depend on how well you’ve studied the format of the activity. 3. Work your way into as many working papers as you can. The busier you are during the forum, the better your performance will be. After the Forum You have two options for post-forum activities. 1. For those working on the Forum Debrief, you will be asked to reflect on the entire process and give feedback on the performance of yourself and your classmates. You will also be asked questions on the nature of international organizations and global cooperation. 2. For those working on the Web Documentation, your task is to produce an Internet-based gallery of your class’s work in the forum. If you wish to undertake this requirement, here is what you need to know. IF YOU WANT TO BE PART OF THE WEB DOCUMENTATION TEAM The right to work on this requirement will have to be awarded. Anyone from an individual to a group of six can deliver a media plan on Pitch Day (see time table). The best pitch per class will earn the right to work on the project. What should your pitch contain?  What Internet technologies you plan to use (ie. videos on YouTube, causes on Facebook)  Your own logo and banner of your Model East Asian Regional Forum  A draft of how you will feature the forum itself and the General Resolutions that follow The tricky part is that you don’t completely know what your forum will contain at the time you deliver your pitch. Hence you have to show me your flexibility and your ability to work under pressure.
