NLIST Program is Boon for the College Library: A StudyShibaBhue1-BackgroundThe Project entitled "National Library and Information ServicesInfrastructure for Scholarly Content (N-LIST)", being jointlyexecuted by the UGC-INFONET Digital Library Consortium,INFLIBNET Centre and the INDEST-AICTE Consortium, IIT Delhiprovides for i) cross-subscription to e-resources subscribed by thetwo Consortia, i.e. subscription to INDEST-AICTE resources foruniversities and UGCINFONET resources for technical institutions;and ii) access to selected e-resources to colleges. The N-LISTproject provides access to e-resources to students, researchersand faculty from colleges and other beneficiary institutionsthrough server(s) installed at the INFLIBNET Centre. Theauthorized users from colleges can now access e-resources anddownload articles required by them directly from the publisherswebsite once they are duly authenticated as authorized usersthrough servers deployed at the INFLIBNET Centre.2-N-LIST: Four ComponentsThe project has four distinct components, i.e. i ) to subscribe andprovide access to selected UGC-INFONET e-resources to technicalinstitutions (IITs, IISc, IISERs and NITs) and monitor its usage;ii) to subscribe and provide access to selected INDEST e-resources to selected universities and monitor its usage; iii) tosubscribe and provide access to selected e-resources to 6,000Govt./ Govt.-aided colleges and monitor its usage; and iv) to actas a Monitoring Agency for colleges and evaluate, promote,impart training and monitor all activities involved in the processof providing effective and efficient access to e-resources tocolleges.
  • 2. The INDEST and UGC-INFONET are jointly responsible for activitylisted at i) and ii) above. The INFLIBNET Centre, Ahmedabad isresponsible for activities listed at iii) and iv) above. TheINFLIBNET Centre is also responsible for developing anddeploying appropriate software tools and techniques forauthenticating authorized users.3-Current StatusAs on Oct 24 2011, a total number of 2084 colleges haveregistered themselves with the N-LIST programmeincluding 1912 Govt. / Govt.-aided colleges covered under thesection 12 B/2F of UGC Act as well as Non-Aided colleges . Log-inID and password for accessing e-resources has been sent to theauthorized users from these 1912 colleges. All e-resourcessubscribed for colleges under the N-LIST Project are nowaccessible to these 1912colleges through the N-LIST website( Institutions i. Universities: 100 universities covered under the Phase I and Phase II of the UGC-INFONET Digital Library consortium can now access to Web of Science subscribed by the INDEST-AICTE Consortium for the technical institutions (IITs IISc). ii. 34, Technical Institutions (IITs, IISc, IISERs and NITs): IITs, IISc, IISERs and selected NITs, i.e. core members of the INDEST-AICTE Consortium can now access to e-resources namely Annual Reviews, Project Muse and Nature (1 title) subscribed by the UGC-INFONET Digital Library consortium.iii. Colleges: All college covered under section 12B/2F of UGC

Act and Non Aided Colleges (except Agriculture, Engineering, Medical, Pharmacy, dentistry and Nursing ) can access to electronic resources subscribed by the UGC- INFONET Digital Library consortium as well as few selected e-resources that were found most appropriate for colleges including e-journals and e-books. These resources include more than 3100+ e-journals and 75,000 + e-books. All Non-Aided (except Agriculture, Engineering, Medical, Pharmacy, dentistry and Nursing )/ Colleges are requested toregister themselves online.Csortium subscribes to the following resources for the colleges. All electronic resources subscribed under N-LIST Programmeare available from the publishers Web site. Colleges, desirous ofaccessing e-resources, are required to register themselves withthe N-LIST. Visit the N-LIST Website and click on Register onthe navigation bar. Fill-in the Registration Form online andsubmit it. You may also download the Registration Form andsubmit it by post. Ensure to provide a list of authorized users
  • 6. including faculty, staff, researchers and students.Note: Registered eligible colleges are required is pay Rs.5,000.00 ( Rupees Five Thousand) as annual membershipfee by bank draft in favour of "INFLIBNET-NLISTAccount" payable at Ahmedabad.User names and password will be created for authorized users, i.e. faculty, staff, researchers and students as per the listsubmitted by you in the prescribed format, preferably in excelformat.4 -LIST OperationThe N-LIST Project operates through its Headquarter set-up atthe INFLIBNET CENTRE, Ahmedabad, Gujarat, India.The NSCs of UGC InfoNet Digital LibraryConsortium and INDEST-AICTE consortium in their joint meetingwould take decisions on policy issues under overall policydirection of National Mission on Education through ICT.5.Major Functions and Responsibilities of the INFLIBNETCentre: establish proxy servers and associated authentication mechanism for colleges to enable them to access e- resources directly from publishers site; provide fultext access to electronic resources subscribled for educational institutions through proxy servers after establishing authenticity of users; identify gaps in resources and infrastructure and make attempts to fill in those gaps so as to deliver effective and efficient services; generate alerting services from subscribed e-resources
  • 7. deploying technological tools for content delivery such as RSS feed, Atoms, Blogs etc. Setup computer laboratories consisting of 10-20 Internet - enabled PCs to facilitate walk-in users to access subscribed e-resources; impart awareness and training programmes for colleges and institutions; and collect and analyse usage statistics of e-resources and find trends of usage in different subject disciplines.6- Refernces
