11. Main problems of public transport in
Ulaanbaatar city
• Mechanical growth of the population, Traffic congestion;
• Usage of private vehicle is at rise; accessibility and availability of car park is reduced
• The public transportation policies didn’t have strong linkage to Urban planning;
• Public transport is facing lack of proper Information and technology and banking/
financial systems;
• Low ticket price and insufficient compensation of Government for elderly and disabled,
including students and elementary school pupils
• Level of Road safety conditions are worsening;
• Re-novation of the vehicle fleet, machinery and equipment not done in recent years;
• Traffic management capacity is weak;
• High rate of traffic accident
– Low enforcement of traffic regulation by the pedestrians and vehicles
– High rate of traffic accident
– Regular road maintenance, especially in winter time
• And the transport infrastructure and facilities are not developed well etc.

14. • In short term:Introduction of Bus Information System/BIS, Bus
Management System/BMS and E-ticketing systems, to re-organize and
plan the public transport service routes,to build up the public transport
fleet with more of newer units, to reduce the emission caused by
transport vehicles, to formulate and implement the capital city’s public
transport development program;
• Mid term: To introduce the Bus Rapid Transport /BRT/, to create the
legal basis to introduce the Metro service, to modernize the payment
collection system of public transport, to construct public transport
service terminals, to develop logistics system for cargo and passenger
transports, to install CCTV control devices on public transport terminals
for the non-stop surveillance for safety, to prepare professional staff;
• Long term: To introduce the Metro service in Ulaanbaatar city and to
convert all of the public transport fleet engines that would be consuming
natural gas.
