  1. 1. Formulation of the Disabled Peoples Organisation (DPOs) Shiksha Sankalp Making schools inclusive

Preamble <ul><li>Awareness on human rights related to disability was very low. </li></ul><ul><li>Need for basic necessities of food, shelter and clothing stood out. </li></ul><ul><li>Poverty and joblessness formed a stronghold over families . </li></ul><ul><li>Long distances and poor roads made accessibility a big barrier. </li></ul><ul><li>This vicious cycle rendered people with disabilities unable to access health, education and employment. </li></ul>

Approach <ul><li>To plan activities- </li></ul><ul><li>A questionnaire was developed and administered </li></ul><ul><li>to understand their needs </li></ul><ul><li>What were their expectations </li></ul><ul><li>The Outcomes </li></ul><ul><li>Community needed to be sensitized </li></ul><ul><li>Programmes on empowerment </li></ul>

Empowerment Courses <ul><li>Empowerment and advocacy trainings conducted by disabled people or a parent of PWD/CWD </li></ul><ul><li>Shared experiences by the advocacy team. </li></ul><ul><li>Empowerment courses were organized with activities like screening camps to facilitate the target group. </li></ul>

Empowerment Courses <ul><li>Training of Shiksha Sankalp Multipurpose workers </li></ul><ul><li>The target group was educated on the work of ARG. </li></ul><ul><li>The DPO team trained them to list empowered disabled adults or parents of CWD – to join the Shiksha Sankalp DPO activities. </li></ul><ul><li>They were to make a note of any activist group in the Shiksha Sankalp jurisdiction which could help formulate DPOs. </li></ul>
  8. 8. <ul><li>Shiksha Sankalp – Teachers training </li></ul><ul><li>A disabled activist from ARG coordinated the training </li></ul><ul><li>The training programs were designed to empower mainstream schools teachers in Pelhar to handle an Inclusive environment </li></ul><ul><li>Activist lectured on language of disability& work of ARG . </li></ul><ul><li>The presence of a disabled activist instilled awareness amongst the target group. </li></ul>Empowerment Courses
  9. 9. <ul><li>The Empowerment program in A ward :– </li></ul><ul><li>A one on one interaction between the target group the trainer. </li></ul><ul><li>An interactive talk during a screening process at A ward. </li></ul><ul><li>Simple Interview guide for interaction used </li></ul><ul><li>Information about benefits of disability certificates were shared. </li></ul>Empowerment Courses
  10. 10. <ul><li>The empowerment program in Pelhar:- </li></ul><ul><li>Explored the possibility of organizing vocational training for the disabled people identified in the screening camp. </li></ul><ul><li>Information about benefits of disability certificate were shared. </li></ul>Empowerment Courses
  11. 11. <ul><li>Training of Parents in Army with CWDs </li></ul><ul><li>Parents not aware of any activist group in their area. </li></ul><ul><li>Families and individuals had free health facilities and jobs but were clueless on Inclusive education practices </li></ul><ul><li>The non – disabled group, learnt all aspects of inclusion by watching the Shiksha Sankalp team working together. </li></ul><ul><li>The participants were in awe to watch a disabled trainer/parent talk to them. </li></ul>Empowerment Courses

Sensitization Programmes <ul><li>Street Plays </li></ul><ul><li>To change attitudes on disability by improving public awareness </li></ul><ul><li>To sensitize them on importance of education amongst the girl child and disabled child. </li></ul><ul><li>A group of volunteers and adults with disability from ADAPT conducted them. </li></ul><ul><li>They performed in six padas of Pelhar and in three areas in A ward. </li></ul>

Street Plays <ul><li>The venue for the street plays – Most frequented areas by the public. </li></ul><ul><li>Banners and placards with messages in Hindi and Marathi used </li></ul><ul><li>Most of the sites had a good number of people joining in to watch the play. </li></ul><ul><li>Street plays sensitized over 150 people on the need to educate children with disability and the girl child </li></ul>
  14. 14. Access Audits <ul><li>Access audit tool identified from “Planning a Barrier – free environment” book from the Office of the Chief Commissioner of Disability, India. Tool translated into Marathi. </li></ul><ul><li>3 sites audited </li></ul><ul><li>Churchgate station, Mumbai. </li></ul><ul><li>Shiv-Parvati Temple, Virar Phata, Pelhar.Primary Health Centre, Chandansar, Pelhar. </li></ul><ul><li>Outcomes: </li></ul><ul><li>All sites were inaccessible more so </li></ul><ul><li>for people with physical difficulties. </li></ul>
  15. 15. Meeting with Gram Panchayat <ul><li>The meeting briefed them on the activities of the Rights group. </li></ul><ul><li>To identify local activist groups for conducting DPO activities. </li></ul><ul><li>The panchayat had extended full support and encouragement. </li></ul>
  16. 16. Concerns <ul><li>Lack of education and unemployment has rendered families and disabled individuals weak. </li></ul><ul><li>Building self - advocates from this group will be a very long term project. </li></ul><ul><li>The longer timeline for “Formulating a self sustained DPO” will be required. </li></ul>
  17. 17. Lessons learnt <ul><li>Disability and poverty together are an inseparable. </li></ul><ul><li>Inclusive - thinking , inclusive manpower & inclusive activity in all projects related to disability is essential. </li></ul><ul><li>Demonstration of inclusive practice is one of key tools to empowerment and should be used by all activist groups in the disability movement. </li></ul>

Future Directions <ul><li>Networking </li></ul><ul><ul><ul><li>Meeting with the identified NGOs at Pelhar will be taken forward. </li></ul></ul></ul><ul><ul><ul><li>NGOs: Ramakrishna Mission & Society for Vocational Rehabilitation of the Retarded (SVRR). </li></ul></ul></ul><ul><ul><ul><li>NGOs for networking will be identified in Award. </li></ul></ul></ul><ul><li>Training & Empowerment </li></ul><ul><ul><ul><li>Disabled activist will join in future trainings under Shiksha Sankalp. </li></ul></ul></ul>
  19. 19. <ul><li>Access Audits </li></ul><ul><ul><ul><li>In a factory at Pelhar where disabled people are employed. </li></ul></ul></ul><ul><ul><ul><li>Three audits in ‘A’ ward. </li></ul></ul></ul><ul><li>Disability Certificates </li></ul><ul><ul><ul><li>Strategies to improve awareness on where to obtain disability certificates will be put together. </li></ul></ul></ul><ul><ul><ul><li>Hospitals issuing disability certificates to be identified for the camps to reach out to the target group both at Pelhar and ‘A’ ward. </li></ul></ul></ul>Future Directions

Outcomes <ul><li>  </li></ul><ul><li>Advocacy programs on awareness about their rights and concession - in both the jurisdictions- Pelhar and A ward. </li></ul><ul><li>Over 100 participants have been sensitised and given a briefing on the activities of the ADAPT Rights Group. </li></ul><ul><li>Two access audits have been completed. </li></ul><ul><li>Seven empowerments courses have been conducted. </li></ul><ul><li>Sensitisation and awareness programs - in the form of street plays. </li></ul><ul><li>Collaborations with other groups organised: the Army, Panchayat and NGO in Pelhar. </li></ul>
