  • 1. QUALITY ASSURANCE (QA) PROGRAM BUMEDINST 6010.3 By: HMC(FMF/SW) GLASPIE
  • 2. Quality Assurance (QA) Program 1. Purpose: To establish policy, publish procedures, and assign responsibility for quality assurance and risk management 2. Background: The QA program was originally issued in 1984 to standardize QA activities with Naval Medial Commands
  • 3. Quality Assurance (QA) Program Policy: • All active duty, Reserve, and civilian medical and dental personnel must participate in ongoing monitoring and evaluation processes • All fixed and nonfixed MTFs and DTFs must implement a QA program • Individuals responsible for QA program management must be afforded educational opportunities commensurate with their responsibilities • Routine QA program-related documentation must be maintained in a secure location for a period of 5 years before disposal
  • 4. Quality Assurance (QA) Program Committees Inpatient fixed MTFs must have the following standing committees: • ECOMS/ECODS: responsible for all medical/dental staff functions. One privileging authority • QA Committee: Multidisciplinary and provides a forum for discussion and oversight of all non-medical staff QA functions • Safety Committee • Infection Control Committee

Quality Assurance (QA) Program Responsibilities Chief, Bureau of Medicine and Surgery (BUMED): • Interprets DoD and CNO policies and provides guidance for Navy-wide QA program implementation • Monitors implementation and coordination of medical and dental QA program in fixed and nonfixed MTFs and DTFs by the Medical IG oversight and healthcare support office • Provides consultation, educational support, and QA-related information to Navy treatment facilities • Submits an annual QA program summary report • Serves as liaison with the Deputy Assistant Judge Advocate General ensures completion and accuracy of DD 2526 • Maintains a risk management database (RMDB)
  • 6. Quality Assurance (QA) Program Responsibilities Type Commanders (TYCOM): • Implement and coordinate a TYCOM-wide QA program. TYCOMS may elect to have a fleet-wide medical and dental QA program under the cognizance of the fleet medical and dental officer • Ensure at a minimum, QA assist visits to each subordinate medical and dental command as required to maintain optimal QA program function
  • 7. Quality Assurance (QA) Program Reporting Requirements Fixed Medical and Dental Treatment Facilites: • MTFs and DTFs (BSO 18 or claimancy 18) must forward an annual assessment of the preceding fiscals year’s QA program to MED-3CF by 15 January of each year TYCOMS: • TYCOMS with privileging authority as defined by reference (e), must forward an annual assessment of the preceding fiscal year’s TYCOM QA program to MED-3C4 by 15 January of each year
