Siemens believed that all the other theories such as Cognitivism and Behaviourism did not address the new aged digital world, so he emerged a new theory based on today’s digital time.<br />George Siemens stated that “technology has changed the world and the way we live, communicate and learn and as a result of the technological change traditional learning theories which (were developed in a time when learning was not impacted through technology) do not adequately transfer to a digital format (Siemens, 2005). <br /><ul><li> Learning and knowledge rests in THE diversity of ONLINE COMMUNICATION.

Laptops for all senior secondary public school students and their teachers.<br /><ul><li> The Government's digital education revolution will transform teaching and learning within the 21st Century.
The new laptops have a 10.2” screen, 160gb hard disk, 2gb memory with extended battery life. They will be safe and secure, with filters to block inappropriate material and encoding to ensure they aren't a target of theft.
The government has signed a deal with leading companies like Adobe and Microsoft to put on $5,500 worth of software on each students computer.
The Government will start providing Secondary teachers with their laptops during Term 2, 2009. Then the roll-out of laptops to students will begin in Term Three to all Year 9 students in public schools.
