  7. 9. <ul><li>The government of Brazil would like to increase the standard of living of their citizens. To do so they will need to use more energy - and so may produce more carbon dioxide. </li></ul><ul><li>Work in pairs. </li></ul><ul><li>One person will represent the Brazilian government and one person will represent the UK government. </li></ul><ul><li>Brazil: Explain why you want to improve the average standard of living to at least that of the UK. Why should you be allowed to increase the amount of carbon dioxide you produce? </li></ul><ul><li>UK: Explain why the world needs to limit the amount of carbon dioxide produced. Why should we be allowed to keep our standard of living, but Brazil shouldn't increase theirs. </li></ul><ul><li>Can you come to an agreement about what should be done? </li></ul>
