  • The Strategic Framework of the RCMP has been adopted and translated for Traffic Services. Intelligence Lead policing has Management Strategies, Strategic Objectives and Strategic Priorities. Under Management Strategies, “Improved use of Technology” - The Activity Log compels members to utilize the technology which allows for better data retrieval, thereby creating intelligence. “ Service and Performance Standards and Measures” are a component of “Traffic Services Management Strategies”. Under our “Strategic Objectives” we list “enforcement balanced to risk to public safety”. Under our “Strategic Priorities” we list the issues related to the greatest risks to public safety. How do we measure contributions to the Strategic Framework? In order to assure balanced performance this needs to be measured. “What gets measured gets done” Pre 1999……. No Mission or vision No Strategy Data quality was poor No problem solving or intelligence gathering No partnerships or bridge building No community policing No accountability In quoting the Speech from the Throne Staying healthy means staying safe. Albertans already enjoy the lowest property and violent crime rates in western Canada, despite having the fastest-growing population in the country. But further steps can and will be taken to ensure that all Albertans feel safe in their homes and communities.

Langley Detachment Fatal Statistics <ul><li>In 24% of the 37 fatalities in Langley from 2006 to 2008 were a seatbelt could have been worn one was not worn and contributed to the deaths. </li></ul><ul><li>In 37.8% of the 37 fatalities from 2006 to 2008 alcohol or drugs contributed to the collision. </li></ul><ul><li>In 24% of the 35 deaths speed was a contributing factor. </li></ul>

CONCLUSION <ul><li>Seatbelt, impaired driving enforcement and intersection enforcement has been the most effective method province wide in reducing fatalities and serious injuries. </li></ul><ul><li>Speed is very closely linked to impairments and the lack of seatbelts by enforcing the seatbelt and alcohol, speed related deaths also go down. </li></ul><ul><li>2002 to 2008 we have seen a reduction of 98 deaths or 23% reduction in fatalities. When taking into consideration fatalities per 100,000 population the fatal reduction is 30%. </li></ul><ul><li>2002 to 2008 we have seen a 7% decrease in injuries. </li></ul><ul><li>Average cost of an injury in 2006 for ICBC was $20,300. If the number of injuries would have increased at the same rate as the increase in drivers from 2002, this would have cost ICBC approximately 127 million dollars more a year. </li></ul><ul><li>Ticket revenue generated to the municipalities over 60 million a year. 53% is generated by the IRSU and Provincial Traffic units. </li></ul>

Upon implementation of the 3% reduction in optional rates, customers who have purchased the same basic and optional policies over the last five years will have seen, on average, an $18 decrease in their premiums.     6. 28. RCMP Planned Projects <ul><li>The RCMP will continue to focus on impaired drivers, seatbelt enforcement, aggressive driving and intersection violation in large urban centers. Commercial vehicles will continue to be dealt with where they are issues. </li></ul><ul><li>There is an urgent need to bring back photo radar to deal more effectively with aggressive driving. </li></ul><ul><li>Commercial vehicle, project inform with worksafe BC. </li></ul><ul><li>Working with Government to tighten up legislation for Impaired Drivers. Criminal system not working. </li></ul><ul><li>BC has created a Provincial motorcycle steering committee – look into the motorcycle issue. </li></ul><ul><li>Completing the rolled out of the Traffic Services Management Information Tool (TSMIT) - Allow better and more focused problem solving. Focus on Enforcement, Education and Engineering </li></ul><ul><li>Testing and Expansion of the Automatic License Plate Recognition Technology – hold unlicensed, prohibited, suspended and uninsured drivers accountable. </li></ul>
