  • ArcGIS for Land RecordsTiffany Puett – Highland MappingArtie Robinson - Esri
  • Evolving Land Records Requirements• Historically, land records information has been used internallyby local governments• And under valued and under utilized by more public audiences• But that is changing…..
  • DataManagementModeling &AnalysisFieldCollectionOperationalAwarenessAutomate, manage, andpublish accurateproperty recordsField appraisalsand datacollectionModel valueinfluences, trends, andImpactsWorkflow status, visualize valuetrends, foreclosures ,sales, appealsCommon Business PatternsLand Records ManagementConstituentEngagementPublic access topropertyinformation
  • Data Management• At ArcGIS 10x, tools within core software support editing workflows• Splits, merges, new subdivisions & condominiums, resurveys, etc.• Optimized information model preserves record measurements• Improve integrity and positional accuracy over time
  • • Visualize property characteristics and analyze trends• Integration with Assessment and Taxation systems• Identify geographic influences on property value and land usePlanning & Analysis
  • Field Mobility• Access to relevant information in the field improves productivity• Efficient data collection workflows improves data quality• Mobile market great platform for public access applications
  • Operational Awareness• Tools to manage the performance of your organization• Increase internal accountability and transparency
  • Constituent Engagement• Provides access to authoritative land records information• Invokes feedback from constituents
  • ArcGIS for Local Government• Organized around the work youdo in local government• Reference Data / Basemaps• Land Records• Public Infrastructure• Elections• Planning• Public Safety• Public Health• ……..Web Maps/AppsEditingWorkflowsMobile Maps/AppsBasemapsModels/ChartsLocal GovernmentInformation Model• Extend the ArcGIS platform• Available for free on ArcGIS.comUseful maps and apps that help local governments implement GIS…a simple pattern to configure and use ArcGIS

  • Parcel Data Model (Fabric) With ArcGIS 10x
  • Parcel Fabric in the LGIM Parcels are managed with a series of overlapping polygons (based onType field in the Parcels subclass): Active parcels Lots (Historic lot lines) Buildings (footprints) Condos Subdivisions Encumbrances Historic parcels Tax Parcel Editing Template uses definition queries to segregateaccordingly. However, at 10.1 sp1 these properties are stored in a layer file makingthem easier to incorporate with your organizations mapping needs. The LGIM has many of the necessary domains and additional attributesbuilt-in which eases the task of data sharing. Line Types Accuracy Values History type (reason parcelretired) Encumbrance Types Many more Maps & Apps Coming! Fully-supported by the ESRI Land Records Team!!
  • What Is a Parcel Fabric? Specific data set for storage, maintenance and editing of parcels (new at V10) – LGIM! Stores a continuous surface of connected parcels. Comprised of interrelated point, line, or polygon features and/or plans. Island parcels and spatial voids across ROWs use connection lines for joining to the seamlessfabric. Because each and every parcel is either joined or connected, a seamless network ofconnected parcel boundaries, or parcel fabric, is formed. Connection lines as well as parcel points can be shared between adjacent parcel boundaries toestablish connectivity and internally maintain the topology of the network. Parcel points are automatically generated at the endpoints of parcel lines and definethe geometry of the parcel. Parcel points can also be “linked” to control points forpositional accuracy.
  • Parcel Fabric Highlights More efficient model overall. Less redundancy by managing parcel features in onelocation. Improved accuracy over time (as more control is added). Matching schemas with neighboring organizations (seamless data sharing). Lots of templates and dashboards to plug into are emerging at ArcGIS.com. Improved history management (can decide what to keep as historic). Manage Associated layers like Zoning with a Feature Adjustment. Ability to store legal description with the tax parcel.Limitations Still evolving. Lots of changes with 10.1 release (mostly for the better!). Editing tools / work flows not very intuitive out-of-the-box. Specific automated workflows available at SP 1! Value Analysis Dashboard Tax Parcel Viewer Tax Map Book Difficult to migrate some data (lots, encumbrances, dimension anno). Complex data model. Some training may be necessary.

  • “...The ability to quickly and accurately visualize market conditions while reviewing values for areappraisal project can be very valuable. This application could also be very useful tracking newconstruction data and property tax appeals. Overall this will add a very exciting new aspect to howassessors office perform there work in the future...” Blair Hyder, Mitchell County-Tax AssessorClient ExperienceLicensed Surveyor Background -Appreciates the way Encumbrances & “Multi-Part” Tax Parcelscan be managed – for example, more accurate representationof ROWLearning CurveHistory-tracking inherent in the modelMitchell County took advantage of Value Analysis template – easy with LGIM!Likes the ability to manage parcel data at survey-levelaccuracyConversion likely requires a lot of pre-processing and planning – plan for data maintenance inthe interim
  • Summary• Parcel management tools are core functionality• Fully supported and incrementally enhanced• Optimized data model for parcel management• Streamlines parcel editing workflows• Improves data integrity• Allows you to improve positional accuracy over time• Maps and Apps that extend core ArcGIS platform• Service packages that help you implement solution• Educational packages that help you sustain solution• Flexible reference implementations• On premise, Cloud, etc.• http://www.meetup.com/Esri-Land-Records-Meet-Up/Land Records Solution
