    • What is a Five-Year Review? BRAC PMO WEST • Evaluation of in-place remedy to verify that it remains protective of human health and the environment • Requirement under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) • Navy policy is consistent with EPA guidance 3
    • What is a Five-Year Review? (cont.) BRAC PMO WEST • Five-Year Review report includes the following: – Protectiveness determination – Documentation of any deficiencies identified during the review – Recommendations for specific actions to ensure that a remedy will be or will continue to be protective • Five-Year Review process integrates decision document information and operational data of actions at the site • Evaluates implementation and performance of selected remedy 4
    • What is a Five-Year Review? (cont.) BRAC PMO WEST • Per EPA guidance, the six components of the Five-Year Review process are: – Community involvement and notification – Document review – Data review and analysis – Site inspection – Interviews – Protectiveness determination 5
    • When is a Five-Year Review Required? BRAC PMO WEST • Upon completion of remedial action, hazardous substances, pollutants, or contaminants remain above levels that allow for unlimited use and unrestricted exposure • Any Record of Decision signed on or after October 17, 1986 [effective date of Superfund Amendments and Reauthorization Act (SARA)] 6
    • Five-Year Review “Trigger” BRAC PMO WEST • Selected remedy will not allow for unlimited use and unrestricted exposure • Remedial action construction – Initiation of construction triggers the Five-Year Review clock • No remedial action construction (e.g., monitored natural attenuation, institutional controls) – Record of Decision date is trigger • First Five-Year Review completed within five years • Subsequent Five-Year reviews completed no later than five years after previous Five-Year Review reports 7

    • Site 22 Background BRAC PMO WEST • Landfill operated from 1950 through 1967 • Approximately 90,000 cubic yards domestic waste • Approximately 10 acres • Final Record of Decision June 2002 • Landfill cover construction 2003 9
    • Site 22 Remedy BRAC PMO WEST Major components of the Site 22 remedy include: • Multi-layer, engineered cover – Layers of soil, gravel, cement, and cobblestone • Groundwater monitoring (10 wells) • Landfill gas monitoring (Four perimeter wells, 15 surface locations, 13 perimeter locations) • Maintain cover integrity • Institutional controls 10
