Federal Facilities Agreement
• Moffett Field FFA- Negotiated legal agreement
– Effective Aug 1990, Amended Dec 1993
– Between the USEPA, the State of CA, and the Navy
• Purposes
– Ensures Navy investigates environmental impacts and and takes
appropriate action
– Establishes procedural framework and schedule
– Facilitates cooperation, exchange of information, and
participation

Schedules
• Timetables and deadlines for submittal of draft primary
documents
– Primary documents- major, discrete portions of RI/FS or RD/RA
activities
– Secondary documents- Feeder documents
• Generally:
– Navy submits draft report by established deadline
– 60 day Agency review and comment period
– 60 day period for Navy response to comments and submission
of the draft final
– Draft final becomes final if no party invokes dispute resolution
within 30 days
