May 2013Goals and Objectives• Seeking a prospective Tenant to:– rehabilitate and maintain the historic integrity ofHangar One and the historic district;– eliminate NASA’s operating and maintenance cost forthe airfield;– leverage the expertise of the real estate industry;– provide net financial proceeds to the Government;– obtain best value to the Government, through an open,public competition.

May 2013Authority• Section 111 of the National HistoricPreservation Act (NHPA)– Allow for adaptive use for historic properties– Reuse will be market driven but consistent withapplicable laws– Ensure preservation of historic property– Lease proceeds used to defray costs of administration,maintenance and repair of NASA historic properties

May 2013Transaction Overview• Long-term lease with NASA• CA Air National Guard property excluded– 50-year permit in place– CANG remain a user of airfield• Existing and future agreements– Assigned or end at current term– Tenant can re-negotiate terms– Tenant can sub-lease• Tenant assumes all costs– Direct – through agreements with providers– Indirect – fully reimburse NASA for provided services
