No. You can always search any topic to find people talking, and if you want, you can reach out to them.

And you can join pre-existing conversations about a topic

Twitter’s success in limiting people to 140 characters is counter-intuitive to the web. We have always been able to ramble on forever without any limits, but people have embraced Twitter despite its limitations.
