  • Adaptation at National Level Climate change policy drafted  NAPA process is beginning (will be completed by June 2010); six thematic areas working for sectoral adaptation priorities LAPA implementation 14 piloting district(90 VDC and 1 Muncipality) from 2013  GoN has submitted ICR to UNFCCC and preparing for the second National communication  FAO adaptation project on Agriculture Nepal is now eligible for Pilot Program on Climate Resilience (PPCR) 30m grant and 30 million loan  Few and scattered projects on CBA (INGOs, NGOs)
  • Awareness/ sensitization/consultation Capacity building – Related stakeholder/service providers and community members Vulnerability assessment/mapping jointly done with VDC/VFCC/CFUGs Development of Adaptation Plan at VDC/Community level Implementation Vulnerable HHs, community groups Joint monitoring And evaluation Scaling up and dissemination LAPA: Process at VDC/community/CGUGs level
  • LAPA Process Step 1: Stakeholders meeting/workshop at district level (CC/LAPA) – IAs and DFOs to coordinate 1. Prospective Participants: 2. VFCC Chairperson 3. VDC Chairperson 4. Ranger ( Respective Range Post) 5. FECOFUN 6. DFO 7. DDC 8. LDO
  • Step 2: CC/LAPA orientation at VDC level Contents: •Objective/rational of the event •Understanding CC & LAPA/CAP (for common understanding among participants) •Discussion about CC vulnerability in the local context •Need to adopt local adaptation measures linking with mitigation •CFUG level LAPA/CAP reflection •Need to develop LAPA at VDC level in coordination with different SHs •Action Plan to move ahead

  • Step 3: LAPA Preparation Process: 1. Common understanding of tools 2. CC vulnerability assessment- vulnerability ranking/prioritization 3. Local adaptation efforts 4. GAP identification 5. Long term/short term strategies development (based on existing rather than likely hazards) 6. Activities planning 7. Partnership analysis 8. Write-up of LAPA
  • Prospective Participants to lead the LAPA preparation process: 1. Representatives from VFCC members 2. CFUG Representatives (The CFUG members should represent from old age group, women, poor & socially excluded)- also to ensure the representatives from CFUGs without CAP preparation before.
  • Step 4: LAPA sharing at VDC level and endorsement (VFCC) Step 5: LAPA (final version) to be sent to respective/concerned agencies Step 6: Monitoring & Reporting: Example : LAPA preparation of VDC
