In order to show how Comparative Decision Analysis-Economic Safety Margin (CDA-ESM) can 
help in the selection of the best Vegetal Waste Oil management alternative, we will consider as an 

example a restaurant, i.e. a commercial kitchen (for example an ”average sized” fast food restaurant, 
of roughly 150m2, or less than 500m3 construction volume) or any equivalent Medium Sized Business (MSB). 


The MSB&rsquo;s Management wants to find a better way to deal with their waste frying oils, but also wants to avoid the implementation of the filtering station necessary for an automotive use of its 

waste oils(1). Furthermore, the MSB does not have enough vehicles to make the fleet conversion 
economically feasible/reasonable.

Management is also fully aware that, reportedly, some large chains like Burger King and 
McDonald’s would like to utilize frying oil to heat water, but has heard they don’t have the space for a redundant system and fast-food restaurant personnel may not have the time nor the ability to operate a more complex burner system. However, Management has recently learned that there are 
off-the-shelf solution with burners capable of burning waste oils that are simple to use, can even 
accommodate several fuels, and, with some restrictions, can be inserted in existing furnaces, thus 

avoiding expensive replacements.


Management has therefore to decide whether they want to maintain the status quo, i.e. the presently active waste frying-oil management/disposal or to switch to a new installation which would include 
a burner capable of using those waste oils to generate useful heat. The new installation should not 
be redundant (no need for extra room) with the present one, and should either use the existing 
furnace with a new burner, or replace the old system with a brand new one.


This paper shows how to set up the data necessary for the alternative selection using an innovative 
alternative evaluation methodology called CDA/ESM (Comparative Decision Analysis/Economic 

Safety Margin) (C.+F. Oboni, 2009). CDA/ESM brings to MSBs the opportunity to apply Risk 
Based Decision Making to the alternative selection process and to explore how two code compliant and perfectly legitimate alternatives may differ on the long term, not only in their costs, but also in 

their risk profile (upside and downside risks, i.e. opportunities and failures).

CDA/ESM eliminates the pitfalls of NPV (see below) and has been used at preliminary design level 

(Oboni and Oboni 2007, 2008; Oboni 1999-2000, 2005) to support decisions in many 
industries/situations by comparing alternatives in financial terms, including:

a) life’s cycle economic balance encompassing internal and external risks and 

b) project implementation and demobilization costs and risks.


CDA/ESM has been successfully applied to date to industrial alternatives such as: rope v.s. road transportation, surface v.s. underground solutions, environmental rehabilitation projects, water treatments alternatives, transportation networks and go/no-go decisions.

      <title>Comparing Alternatives Using CDA-ESM</title>

very   large,  leaching,   underground  toxic  waste   storage,  are  presented   to  show  that  risks   as   a 
discriminant parameter should be used for successful long term planning at the inception of any 
project to manage rational decisions. One case is dealt with qualitatively at the pre­feasibility 
level and the other quantitatively at the preliminary design level. 
At  the  pre­feasibility   level   it   is   shown   that   graphic   methodologies   coupled   with   simple 
procedures   can   efficiently   pinpoint   weakness   areas,   leading   to   better   decisions  and  thus 
appropriate mitigations. At the preliminary design level we show innovative approaches, which 
eliminate the pitfalls of Net Present Value (NPV), a financial evaluator still used by many. The 
NPV is replaced by an analytical tool called  Comparative  Decision  Analysis/Economic  Safety 
Margin (CDA/ESMTM), used to compare alternatives in financial terms including: a) life’s cycle 
balance   encompassing   internal   and   external   risks   over   a   selected   duration,   b)  project 
implementation and demobilization costs and risks. CDA/ESM has been successfully applied to: 
rope   v.s.   road   transportation,   surface   v.s.   underground   solutions,   environmental   projects,

Résumé: Deux études de cas sont présentées: 1) Introduction dans une mine à ciel ouvert d&rsquo;un 
concasseur   couplé   à   une   courroie   transporteuse   en   remplacement   de   la   classique   solution 
excavatrice­camionnage pour la mise en demeure des stériles, 2) Pompage comparativement à 
l&rsquo;encapsulation a long terme d&rsquo;un très grand stockage souterrain des déchets toxiques. Le but est 
de montrer que les risques devraient être utilisés comme paramètre discriminant pour opérer des 
décisions rationnelles, conduisant à la réussite de la planification à long terme, et ceci depuis le 
début de n&rsquo;importe quel projet. Le 1er cas est traité qualitativement au niveau de la pré­faisabilité, 
les autres quantitativement au niveau de la conception préliminaire.
Au   niveau   de   pré­faisabilité,   il   est   démontré   que   les   méthodes   graphiques   de   pair   avec   des 
procédures simples peuvent identifier efficacement les zones de faiblesse et de conduire à de 
meilleures   décisions,   ce   qui   permet   une   réduction   appropriée   des   risques.   Au   niveau   de   la 
conception préliminaire, nous montrons des approches novatrices qui permettent d&rsquo;éliminer les 
pièges de la valeur actuelle nette (VAN), un outil financier encore généralement utilisé. La VAN 
est remplacée par un outil d&rsquo;Analyse Comparative de  Decision / Marge de Sécurité Economique 
(CDA/ESMTM), qui sert à comparer des alternatives en termes financiers, notamment: a) le cycle 
de vie englobant les risques internes et externes, au cours d&rsquo;une durée sélectionnée, b) le coûts et 
les risques d&rsquo;implémentation et de  démobilisation . La CDA/ESMTM a été appliquée avec succès 
au mode de transport par câble contre celui routier; aux solutions  de surfaces contre celles sous­
terraines, à des projets environnementaux , des réseaux de transport et des décisions oui/non.]]>

discriminant parameter should be used for successful long term planning at the inception of any 
project to manage rational decisions. One case is dealt with qualitatively at the pre&#173;feasibility 
level and the other quantitatively at the preliminary design level. 
At  the  pre&#173;feasibility   level   it   is   shown   that   graphic   methodologies   coupled   with   simple 
procedures   can   efficiently   pinpoint   weakness   areas,   leading   to   better   decisions  and  thus 
appropriate mitigations. At the preliminary design level we show innovative approaches, which 
eliminate the pitfalls of Net Present Value (NPV), a financial evaluator still used by many. The 
NPV is replaced by an analytical tool called  Comparative  Decision  Analysis/Economic  Safety 
Margin (CDA/ESMTM), used to compare alternatives in financial terms including: a) life&#8217;s cycle

As practising artists - Rosie as a writer, Marc as a painter and composer - we were excited about working together on a project which would let us convey our passion and conviction about the transforming power of creativity. Between April and October 2009, we ran small weekly groups at Bridport Arts Centre, Dorset, devising exercises and activities to trigger the imagination and encourage new ideas and skills. We wanted to create a safe environment where people could experiment and explore with words and images in ways they had not done before, using the natural world as a stimulus and subject matter, sometimes involving walks to woods and on the coast.  

Our main purpose was to catalyse inner change, to enable everyone to take hold of his or her own creativity in a positive way. Since this process was more important than results, we encouraged practices to loosen and inspire, such as associative writing or drawing with the eyes closed. And we were delighted so many participants described their experiences as liberating and affirming, freeing them from conventional expectations and inner critics and letting them view their lives from new angles and perspectives. Sharing work, talking and relating together also built self-acceptance, confidence and trust. We later progressed to more sustained pieces, including a personal `tree of life&rsquo; design.

The outcome of this has been art and writing of remarkable quality, some of which we are presenting in this volume. Poems, prose fragments, pencil and charcoal sketches, paintings, photographs, stained glass, 3-D, textile and paper work, all evidence of the remarkable inventiveness latent within everyone. And between the lines, making them all the more valuable to us, are the moving personal stories, the compassion and humour we also shared together. Indeed, the fact that all this work was done in the midst of people&rsquo;s struggles with huge inner and outer challenges - stress, depression, bereavement, anxiety, panic, job loss, ill-health - confirms our belief not only in the power of art but in its sheer necessity on our human journey.  

All the work is reproduced anonymously, but with the artists&rsquo; permission. 

REACH Dorset developed from an initial partnership between Bridport Arts Centre and Bridport Medical Centre that was brought about by Alex Coulter and the regional REACH initiative. We are deeply grateful to them and to Arts Council England South West, Dorset Primary Care Trust, Dorset Mental Health Forum and all the course participants who made REACH Dorset possible. The original project groups are now continuing their creative journeys independently, successfully demonstrating a sustainable legacy for REACH Dorset. As practising artists - Rosie as a writer, Marc as a painter and composer - we were excited about working together on a project which would let us convey our passion and conviction about the transforming power of creativity. Between April and October 2009, we ran small weekly groups at Bridport Arts Centre, Dorset, devising exercises and activities to trigger the imagination and encourage new ideas and skills. We wanted to create a safe environment where people could experiment and explore with words and images in ways they had not done before, using the natural world as a stimulus and subject matter, sometimes involving walks to woods and on the coast.  

Our main purpose was to catalyse inner change, to enable everyone to take hold of his or her own creativity in a positive way. Since this process was more important than results, we encouraged practices to loosen and inspire, such as associative writing or drawing with the eyes closed. And we were delighted so many participants described their experiences as liberating and affirming, freeing them from conventional expectations and inner critics and letting them view their lives from new angles and perspectives. Sharing work, talking and relating together also built self-acceptance, confidence and trust. We later progressed to more sustained pieces, including a personal `tree of life&rsquo; design.

The outcome of this has been art and writing of remarkable quality, some of which we are presenting in this volume. Poems, prose fragments, pencil and charcoal sketches, paintings, photographs, stained glass, 3-D, textile and paper work, all evidence of the remarkable inventiveness latent within everyone. And between the lines, making them all the more valuable to us, are the moving personal stories, the compassion and humour we also shared together. Indeed, the fact that all this work was done in the midst of people&rsquo;s struggles with huge inner and outer challenges - stress, depression, bereavement, anxiety, panic, job loss, ill-health - confirms our belief not only in the power of art but in its sheer necessity on our human journey.  

All the work is reproduced anonymously, but with the artists&rsquo; permission. 

REACH Dorset developed from an initial partnership between Bridport Arts Centre and Bridport Medical Centre that was brought about by Alex Coulter and the regional REACH initiative. We are deeply grateful to them and to Arts Council England South West, Dorset Primary Care Trust, Dorset Mental Health Forum and all the course participants who made REACH Dorset possible. The original project groups are now continuing their creative journeys independently, successfully demonstrating a sustainable legacy for REACH Dorset. We hope this volume will help foster more projects of this kind  inspiring REACH Dorset members and others to continue working creatively as a major step towards well-being.
