  • 2JA WBL Procurement Project• Project is funded by Dept of BIS and started inDecember 2011.• It aims to support the work based learning sectorwhich does not have access to consortia typepurchasing agreements which are widelyavailable to colleges, schools and universities.• The goal is to establish agreements for wblproviders to facilitate cost savings and access tobest value contracts.
  • JA WBL Procurement Project3Project has three key objectives-•To establish a consortium based approach topurchasing for the work based learning sector.•To provide an electronic market place GeM, forWBL providers.•To negotiate agreements for high value items suchas Awarding Organisations.
  • • Why is purchasing of goods and servicesimportant for training organisations ?• On average about 40% of income spent onbought in goods and services (other 60% staffcosts).• Organisations undertaking a purchasing reviewusually show savings in excess of 10%.4
  • How much can you save ? consider these pricevariations from the Green Report on Procurementby Government Departments in 2010, for the samespec items:Box of paper £8-£73Printer cartridges £86-£398Laptop computers £353-£2000Car hire daily rate £27-£119.5
  • • The Project has made available a number ofsupplier agreements from early 2013 to providersin the WBL sector.• To deliver the Project we are working inpartnership with several organisations in thesector which include Greater ManchesterLearning Provider Network (www.gmlpn.co.uk)AELP and @ukplc.• Spend analysis exercise has given us a shoppinglist of high spend items.6
