  • 2. Purposes… Goals This presentation collects information regarding the most frequent questions about Lattes Project discussed during the meetings with representatives of Star Metrics project (https://www.starmetrics.nih.gov) We hope they can help the discussion about the American project named “Federal Research Profile System” – FRPS a joint effort from research funding agencies in USA. IMPORTANT: This presentation is based on our own experience in Lattes project as well as Innovation Portal. Thus does not represent official opinions of the Brazilian Government. Ministério da Ciência e Tecnologia
  • 3. Suggested questions for this workshop…1. How did we develop Lattes Platform and other projects? What were the main steps in the trajectory that lead to the National S&T database?2. What were the main factors that lead to a S&T information platform? Was mandatory register crucial? How to do it when obligation is not in place?3. In which ways Lattes is useful to institutions? How universities access and use the Lattes data on their own benefit?4. How Lattes and Innovation Portal are used by decision makers? What are the knowledge ST&I systems developed? How the data is used in ST&I Mgmt?5. What would we do differently? Considering the technology we have available today and the web social dynamics6. What can be done further? How can we avoid “annoying” researchers by asking repeatedly the same information? How to incorporate best practices in addition to statistics in services provided?7. What are the priority areas for us to collaborate? What are the perspectives from the Brazilian point of view? How Starmetrics can benefit from these developments? Ministério da Ciência e Tecnologia
  • 4. 1. How did we develop Lattes Platform and other projects? What were the main steps in the Brazilian trajectory that lead to the National ST&I database? LATTES STEP BY STEP REVIEWED Ministério da Ciência e Tecnologia
  • 5. 1. How did we do it? From the diagnostic… 1997 - We acknowledged that the national electronic forms were important to agency fund operation, but unsuitable to decision making. They were a product of lack of a national view of information systems How about today? There is even more redundancy due to web facilities: standards and author certification are necessary Ministério da Ciência e Tecnologia
  • 6. 1. How did we do it? By considering all ST&I needs The right questions were directed to understand all ST&I players needs for information. How about today? The needs have increased significantly. Researchers don t want better systems to fulfill data. They want better integration technology and information services. Ministério da Ciência e Tecnologia
  • 7. 1. How did we do it? By establishing principles 1998: These principles were developed in the first steps of Lattes Platform Ministério da Ciência e Tecnologia
  • 8. 1. How did we do it? By having an integrated view of ST&I infoThe e-Gov architecture had basis on the following systemic view: ST&I playerstogether in a national information platform. This is done only if the platform can attendall players (not only the government) How about today: by platform we mean a set of systems from different agencies, different technologies, sharing the same standards and services Ministério da Ciência e Tecnologia
  • 9. 1. How did we do it? By hearing researchers S&T Contents in the curriculum • Identification Prizes • Addresses • Projects • Academic Degrees • Bibliographic Production • Professional Experiences • Technical Production • Knowledge domain • Thesis Advisements • Idioms • Complementary Data In 1999 the Brazilian researchers received not an electronic form but an integrated information system that helped them to organize andInformation Resources divulgate their work.• Homepage automatic• CV Indicators• Export to several formats Co-production: was very important to involve the Brazilian• Easy error verification researchers: CNPq sent questionnaires to more than 700 researchers. About 400 answered telling what they wanted in a CV. About a 100 tested the first version of CV Lattes and evaluated it as 4.2 (on a 0 to 5 scale) Ministério da Ciência e Tecnologia
  • 10. 1. How did we do it? By developing standardsThe data architecture was created to manage research groups and curricula information.Different ST&I players views (and services) were considered during the design phase. The left and right walls represent different criteria to analyze the data(e.g., by knowledge fields or geographic area) Ministério da Ciência e Tecnologia
  • 11. 1. How did we do it? By sharing the standard definitions ConscienTias Community. Stela, CNPq and other institutions created a consortium to establish ontologies for S&T (2000-2004). National standards. The standards were adopted by ST&I organizations in Brazil. Organizational data. Some universities migrated data from their systems to Lattes CV format and made them accessible to their researchers. International standards. ScienTI Network adopted the same methodology. Ministério da Ciência e Tecnologia
  • 12. 1. How did we do it? By having international references • Common • European • Research • Information www.eurocris.org • Format http://lmpl.cnpq.br/lmpl/ Dublin Core www.dublincore.org  Standards and interoperability can lead to a point SWRC – Semantic where making knowledge interchange is feasible Web Research Community  Scientometrics can benefit from the facility of persons, organizations, making different information sources publications, projects and topics interchangeable and complementary. http://ontoware.org Ministério da Ciência e Tecnologia
  • 13. 1. How did we start? By developing an e-Gov methodology PROJECT PHASE Interacting Multidisciplinary: with Users Information Sources software Requirements engineers, knowledge OPERATION engineers, ST&I Planning PHASE experts and public Creating and agency Related Virtual Managing Projects Studies Communities Knowledge professionals work together. Forming Communities for Standards Services (e-services) Development and Source: Pacheco, 2003 Deployment METHODOLOGY: Perceiving design, development, use and revision as a Management and Maintenance continuous process was the key to make national platforms constantly growing.
  • 14. 1. How did we start? By developing an e-Gov architectureWe have developed a methodology that leads to an e-Gov architecture based ondifferent layers of systems and services. We have applied this methodology in several other e-Gov projects:Lattes Platform, Innovation Portal, DCVISA/ANVISA, SIBEA/MMA, etc Ministério da Ciência e Tecnologia
  • 15. 2. What were the main factors that lead to a S&T information platform? Was mandatory register crucial? How to do it when obligation is not in place? KEY ISSUES IN BUILDING A NATIONAL ST&I Ministério da Ciência e Tecnologia
  • 16. 2. Key issues: MandatorinessFrom mandatory to obligated Lattes began (and still is) mandatory for CNPq grants. After a while it was adopted by all agencies and became an official national CV: “if you don t have a Lattes CV people will not find you in the national ST&I” Universities require it to internal affairs More than 309.000 cvs put available in the web Professional associations require Many social networks created to work with Lattes CV Lattes Ministério da Ciência e Tecnologia
  • 17. 2. Key issues: integrating public information When Lattes Platform was concluded we built a system that allowed graduate courses to import curricula (from CNPq) into the evaluation system (from CAPES), saving time (and 2 ton of paper) CAPES is the national agency for evaluating all graduate program. By adopting Lattes, its evaluating system helped to turn it into a national standard. By publishing CVs XML we made possible the creation of bridge systems among agencies Ministério da Ciência e Tecnologia
  • 18. 2. Key issues: linking with other services From CVs to full text articles From CVs to IP registers In 2001Lattes Platform had already a set of integrated links that allowed going from CVs to intellectual property registers or from CVs to full paper documents, or even from CV to thesis databases (and vice-versa) Ministério da Ciência e Tecnologia
  • 19. 2. Key issues: Make it available to Institutions CNPq created the Extractor system to make the curricula available to the universities and R&D institutions R&D institutes use the Lattes CV as a source to strategic planning. Ministério da Ciência e Tecnologia
  • 20. 3 - In which ways Lattes is useful to institutions? How universities access and use the Lattes data on their own benefit? LATTES AS AN ORGANIZATIONAL USEFUL TOOL Ministério da Ciência e Tecnologia
  • 21. 3. Lattes as organizational tool: Competence management Lattes is used to: • Evaluate carrier plan • Planning R&D • Locate expertise • Networking analysis • Innovation evaluation Ministério da Ciência e Tecnologia
  • 22. 4 - How Lattes and Innovation Portal are used by decision makers? What are the knowledge ST&I systems developed? How the data is used in ST&I Mgmt? ST&I INFORMATION TO DECISION MAKING Ministério da Ciência e Tecnologia
  • 23. 4. ST&I data to DM: Evaluation The national databases are source for several evaluation systems, used by universities, by the Education and S&T Ministries and their agencies. Ministério da Ciência e Tecnologia
  • 24. 4. ST&I data to DM: knowledge creation analysis What Brazilians have been publishing in english How publication is organized in “clima urbano” Ministério da Ciência e Tecnologia
  • 25. 4. ST&I data to DM: competences profile analysis With CVs studies like this made by PAHO and RICYT can show how each country is doing in a particular area Ministério da Ciência e Tecnologia
  • 26. 4. ST&I data to DM: making subdomain DM spaces National System of Superior Education Evaluation - SINAES Prêmio do Banco Mundial – Inovação em Estatística: The system was recognized by Interamerican Bank as a BASIs – Lattes curricula were the source to select 13 thousand remarkable innovation evaluators to assess graduate courses and Education Institutions in Brazil Ministério da Ciência e Tecnologia
  • 27. 4. ST&I data to DM: making subdomain DM spaces SIBEA – Environmental Education Portal to Environmental Ministry http://sibea.mma.gov.br/dcsibea/ SIBEA – Lattes curricula were the source to build a national Portal with contents and people interested in Environmental Education. The project was supported by Environmental Ministry Ministério da Ciência e Tecnologia
  • 28. 4. ST&I data to DM: making subdomain DM spaces DCVISA – National Portal with people, institutions and contents related to health surveillance http://dcvisa.anvisa.gov.br/#/home DCVISA – Lattes curricula were the source to build a national Portal with competences in Health Surveillance Ministério da Ciência e Tecnologia
  • 29. 5 - What would we do differently? Considering the technology we have available today and the web social dynamics RETHINKING THE PATHWAY Ministério da Ciência e Tecnologia
  • 30. 5. What would we do differently? Rethinking the pathway Open technology By using proprietary technology we were able to advance faster, but in the end that was a difficult factor to take the solutions to other countries. Keep the standard community of practice running Changes in public managers can stop background projects Multi-language The issue of different languages should be raised sooner Web intensive use More than a media, Web is a space from which one can also gather information Ministério da Ciência e Tecnologia
  • 31. 6 - What can be done further? How can we avoid “annoying” researchers by asking repeatedly the same information? How to incorporate best practices in addition to statistics in services provided? THE NEXT CHALLENGES (SOME) Ministério da Ciência e Tecnologia
  • 32. 6. What can be done further? Some challenges Firm data Regarding data from private sector we are closely from what we had in 1990s with CVs. Auto-population By connecting the different sources of information and let the owner have the final word More intensive use of ontology engineering Standards and services must be increased in order to form a web of services Open data A national policy of e-gov must turn public data available to make new services Web social based systems There are 2 million of CVs in Lattes and 3.5 million of Linkedin Brazilian profiles… Incorporate stories Include and connect social networks. Ministério da Ciência e Tecnologia
  • 33. 7 - What are the priority areas for us to collaborate? What are the perspectives from the Brazilian point of view? How Starmetrics can benefit from these developments? COLLABORATION OPPORTUNITIES Ministério da Ciência e Tecnologia
  • 34. 7. Collaboration oportunities: what can we do together? From your project view We can have a very good example to show to Brazilian authorities of how open government is a must for the next generation of systems. From your project development approach How the involvement of universities can raise the From your project technology choices It helps us in the next phases of platform updating Services link We can link services abroad (like the example we saw at NIH) Ministério da Ciência e Tecnologia
