  • S 2 The Inter-Country Committees: A Road to Peace Inter-Country Committees were initially created as an initiative for peace, tolerance and better understanding in Europe after the Second World War…..in fact after two painful world wars within twenty years.
  • The Intercountry Committees are a good example of building Rotarian Bridges between countries and across continents; alone the countries represented at our Institute here in Sofia can create ICCs on three continents What I would like to cover today are: The History and development of ICCs, and where we stand today How Inter-Country Committees provide a network of clubs and their districts, uniting Rotarians of many countries and on several continents, in spite of the diversity of their backgrounds or is it because of our different backgrounds and the differences in our point of view, that we Rotarians enjoy being together
  • Robert Haussmann , the first Governor of the new German district, brought it to the point: “ Rotarians must be from now on at the forefront of the peace ideal. ” And they were. Members of the ICC were actively participating in the development of a peaceful United Europe Note however, that peace building is not always possible , especially if countries are already on the road to war. For example, before the Second World War, predecessors of today’s ICCs were set up by district governors in France, Germany, Austria and several Central European Countries. Too late.
  • ICCs put a Special focus on team building projects by working together in teams from two countries : Rotarians get to better know each other, in promoting understanding and peace; they are there for the long term , not just for one project; they always try to get new clubs involved.
  • ICCs can help in creating a climate for peace between countries in the same region In areas where the consequences of wars and other conflicts have to be overcome, but also where resentment, prejudice and misunderstandings from past conflicts still persist. Don’t expect miracles from ICCs, but rather a structure, when there are opportunities for better communications between the Rotarians of two countries, especially if there are misconceptions.
  • Then Both sections get approved and only if both sides are fully operational you have an ICC; this approval by the district Governors and National Coordinators is very important, it ensures commitment from Rotary leadership, which is essential for any confidence building activity The charter celebration takes place in one of the countries, the next joint annual meeting will be in the other country   If an ICC is not feasible: you still may want to keep Contact points or country delegates until the time is ripe for a full fledged ICC The country delegates may for instance consider joint humanitarian projects in third countries, like ROTA; this gives the opportunity to better get to know each other

District Governors will encourage the clubs in an ICC to get together, and support initiatives such as ROTA and “Peace in the Mediterranean” . Let me first give you an example on reaching out to Africa, and how internal Peace building is possible through humanitarian projects which are improving the quality of life in remote countries by putting together the resources of a multitude of clubs for a water project.

  • What is the idea behind ICCs? they put their Focus on long term relations between two countries In other words they promote good contacts between Rotarians, clubs and districts on a medium to long term basis , by combining efforts by clubs and districts in both countries  
  • through Common Service Projects Typically Twin Club Networks are being set up first and are leading to Common Service Projects of two, and soon of several Clubs in all avenues of Service.
  • ICCs put a Special focus on team building projects by working together in teams from two countries : Rotarians get to better know each other, in promoting understanding and peace; they are there for the long term , not just one project; you always try to get new clubs involved.
  • They are supported and approved by your District Governors. You will make them successful, because they are your ICCs.

  • First we need agreement from the District Governors in both countries to start an ICC section, ideally also from DGEs and DGNs to assure continuity. We need willingness from both sides to establish Rotarian contacts; and only Rotarian leadership in the country knows what the needs are and what is feasible.

  • How do ICCs Work as we have seen before we have a National Section in each of the two Countries Let me stress at this point the importance of the ICC section in the project country in order to implement the right activity or project and ensure acceptance and sustainability
  • Rotarians, spouses, Rotaractors, clubs and districts can participate in the activities I would like to emphasize the advantages of the participation of Rotaractors , they are dynamic, open minded, enthusiastic and internationally oriented. Members should have the possibility to travel to the other country.
  • I want to stress the Importance of empathy, comprehension and long term commitment. ICCs work best, if the members of the ICC have empathy for the people in the other country, a strong interest to learn about their culture and language , a desire to understand their way of thinking. Obviously this has to be in both directions. This will ensure longer term commitment . As we all know, good communications are the key to success. We, as Rotarians, must be willing to listen to the point of view of other Rotarians; and we should try to understand them, even if we do not agree.
  • Once you have or plan for several ICCs Your National Coordinator should be appointed for three years by the Governors concerned The NC coordinates and oversees the ICC activities in the country for the Governors . The National Coordinators motivate clubs and districts to get involved in a focused way in other countries and increase awareness of the possibilities of creating new ICCs . She or he has to keeps contact with the National Coordinators of other countries; but also Meets other NCs on regular basis. One of the possibilities is our annual meeting
  • Let me resume. ICCs encourage working together: to achieve Unity in Diversity The ICC section in the other country is your ambassador there they will encourage the clubs to commit themselves to working with you; they will define the most appropriate activities in their country.
  • ICCs can help to overcome potential tensions and misconceptions You know from your region that they still exist between the people of many countries; sometimes even between groups within a country.
  • By “ Building Communities ” between countries, ICCs are bridging countries, “ Bridging Continents ” If you are motivated to do good work in peace building, together with Rotarians from another country, join Rotarians who have the same interests. ICCs are your vehicle to bridge countries, to bridge continents and this in spite of potential obstacles and difficulties, because, as we know, Rotary makes the impossible ….possible

  • S 7 This first project of clubs in the new ICC Senegal-Germany is for instance implementing care units for mothers and their children ; you will notice an ultrasound machine for a hospital and a maternity ward

  • In the ICC Workshop We will cover the concept on how to focus on long term relations and activities between two countries How we can only succeed if District Governors give guidance to ICCs and participate in their plans and activities Examples of How ICCs work in multi-district countries like Germany or Italy on one side, and in multi-country districts like in Africa or in Europe on the other side
  • S 11 Further The task of creating a climate for peace building through ICCs between countries in same region as we all know, good communications are the key to success. We, as Rotarians, must be willing to listen to the point of view of other Rotarians, should try to understand them, even if we do not agree. How internal Peace building is possible through humanitarian projects improving the quality of live in remote countries And The importance of an ICC section in the project country in order to implement the right project and ensure its sustainability Please join our workshop on ICCs at quarter to five this afternoon on these subjects
