AT A GLANCEThe founder and mentor Sir Dr. Harisingh Gour‟s desire was to establish an educationalinstitution of higher learning for rural and deprived population of Central India. He had on hismind Cambridge and Oxford universities as a model. The university of Saugor, later renamedas Dr. Harisingh Gour Vishwavidyalaya, was established in July 1946 by him out of his lifelong income by way of donation. Part of a rural and sub urban environment in the heart of thecountry, the university has been a centre of higher learning. The university is sixteenthuniversity of the country and the first of the state of (Central provinces) Madhya Pradesh. Theuniversity has been upgraded to a central university on January 15, 2009 by an Act ofParliament. The President of India is its Visitor.The University campus spreads over an area of about 2000 acres on the top of hills,surrounded by lush green forests, natural and pollution free environment. It manifests to theforesight and dream of Dr. Harisingh Gour.The University has gone through a restructuring experience by adopting „School of Study‟system for promoting intra and inter-school academic programmes. Nine schools establishedunder the new system offer courses ranging from Natural to Physical Sciences, AppliedSciences and Technology, Law, Business Management, Applied Geology, PharmaceuticalSciences, Humanities, Arts and Social Sciences, Music and Performing Arts.Nationwide competition through entrance tests for admission to undergraduate, postgraduateand research held at different centers of the country has been attracting young talents. Thenine schools comprising more than 36 independent departments follow credit and gradebased CBCS educational system. The university has a privilege of having severaldepartments recognized by the UGC under DRS, DSA, COSIST, CAS or AICTE programmes.There are four hostels for boys and two for girls. University teachers and other officials residein the university campus. Our first Prime Minister Pt. Jawaharlal Nehru laid down thefoundation stone for the university library in 1952 and the Library was named after him. Thislibrary has a collection of more than four hundred thousand books and it is equipped withelectronic and internet facility.There are excellent museums (one each) in the teaching departments of Applied Geology,Ancient Indian History, Anthropology, Zoology and a Botanical Garden, recognized by theBGCI Kew, U.K.The University has its own infrastructure for essential services. It houses branches of publicoffices like Bank, Post Office, Telephone Exchange, Employment and Guidance bureau in thecampus. There is an auditorium for indoor games and a playground for outdoor games, aswell as a well-equipped and furnished "Golden Jubilee Hall" with a seating capacity of 750 forcultural and academic activities.The University has various centers for developmental activities such as Academic StaffCollege, Central Instrumentation Laboratory, a Study Centre of Indira Gandhi National OpenUniversity (IGNOU), Educational Multi Media Research Centre (EMMRC), Global Fundsponsored HIV/Aids Counseling Training Centre, Population and Research Centre of Ministryof Health and Family Welfare and Manuscriptology Research Centre of the Ministry ofCulture, Government of India.Several alumni of the University have brought glory to the university by their distinguishedservices in chosen fields both within and outside the country. More than twenty five of itsstudents and teachers have been Vice-Chancellors of different Indian Universities and alsoD.G.GSI, Government of India. This university has also produced a number of top rankingtelevision and Cine artists.Sagar (Saugor) city is well connected by rail and road network situated about 200 kms awayfrom Jhansi (U.P.) and Bhopal (M.P.) (between Bina-Katni sections of Western-CentralRailway). The university provides a congenial academic atmosphere to the youth to nurturepotential for excellence. Information Bulletin-2011 6#Index-3ENTRANCE TEST- 2011 Dr Harisingh Gour Vishwavidyalaya, Sagar shall conduct Undergraduate andPostgraduate Entrance Tests (herein after as UGET/PGET) in the Second week of June,2011 for admission to various UG and PG level courses for the first semester 2011.Admissions will be given according to merit in UGET and PGET, subject to verification ofeligibility in the particular course for which the candidate has applied for and appeared inthe Entrance Test. To strengthen the spirit of quality in higher education, the universityreserves the right to decide some minimum of standard in the qualifying UGET and PGETtest. If a candidate is applying for admission in more than one course, a separateapplication form along with separate registration charges be remitted for each course.1. COURSES & MINIMUM ELIGIBILITY REQUIREMENTS(i) UGET:B.A./ B.Com./ B.B.A./ B.Sc./ B.C.A./ B.Pharm./B.A.LL.B.(Hon)Minimum percentage of marks in Qualifying Examination (QE)Candidates seeking admission to B.A / B.Com / B.B.A / B.Sc. / B.C.A / B.Pharm./B.A.L.L.B.(Hon) and belonging to General (GC) and OBC categories must havepassed 10+2 or equivalent examination securing at least 50%* marks inaggregate in their Qualifying Examination (QE); whereas, those belonging to SC,ST and PC(Physically Challenged) categories must have passed 10+2 orequivalent examination securing at least 45%* marks in aggregate in the QE.Note:  For Law Integrated Degree Course an applicant who has successfully completed seniorsecondary school course („+2‟) or equivalent (such as 11+1, “A” level in senior school certificatecourse) from a recognized university of India or outside or from a senior secondary Board orequivalent, constituted or recognized by the union or by State Government or from any equivalentinstitution from a foreign country recognized by the government of that country for the purpose ofissue of qualifying.  As per the directions of BCI (BCI: 1823/2010 LE dated 30.11.2010)the candidates who passed through the “distance or external mode” are not eligible to beadmitted to the LLB Five or Three year courses. For BCA : Students must have Mathematics at 10+2 level,UGET: LL.B. (4years Integrated course) securing a minimum of 50% marks in qualifyingexamination.RELAXATION: A candidate belonging to SC, ST and PC categories must havepassed 10+2+3 or equivalent examination and secured at least 45%* marks inaggregate in the Qualifying Examination for PGET level courses /subjects. *Note: Rounding of marks or percentage is not allowed. For example 50% marks means 750 marks obtained out of 1500 marks and 45%marks means 675 marks obtained out of 1500 marks . (Even 49.9% and 44.9 % shall not be considered as equivalent to 50 % and 45 % respectively) shall not be considered(iii) Age requirement:UGET: Candidates seeking admission to B. A. / B. Sc. / B. Com. / B. B. A. / B.Pharm. / B.C.A should not be more than 22 years on 1st July, 2011.As per bar council of India for BA LLB (Hons) age should not be 20 years in caseof general category of applicants and 22 years in case of applicants from SC,STand PC.Courses like LL.B (3 years) / B.J.C / B.Lib.I.Sc. maximum age limit shall be 30years for all categories.PGET: Candidates seeking admission in M. A. / M. Sc. / M. Com. / M. B. A. / M.Pharm. / M. Tech (Applied Geology) / M. C. A. should not be more than 27 yearson 1st July 2011.For courses like M. J. C. / M. Lib. I. Sc. / M. Ed., the maximum age limit will be 35years. For LL.M. the maximum age limit will be 35 years for all categories.Age Relaxation; Age relaxation of 5 Years will be given to candidates belongingto SC, ST and PC categories. [2 years in case of L.L.B.(H)] for both UGET andPGET] except B.A. LL.B.(H), LL.B.(3 yrs) and LL.M.(iv) Reservation of Seats Candidates belonging to SC, ST, OBC if they belong to Non Creamy Layer(NCL) [excluding creamy layer] and Physically Challenged (PC) categories will begiven reservation as per the Government of India rules, ST (7.5%), SC (15%) andOBC (27%, [excluding creamy layer], 3% seats are reserved within each of thecategories (namely General, ST, SC and OBC) for Physically Challenged (PC)candidates (on horizontal basis), only if the candidate fulfills the other minimumeligibility at the Entrance level examination. CONDITIONS FOR THOSE APPEARING IN QUALIFYING EXAMINATION (i) Candidates appearing in the Final Year of the Qualifying Examination may also apply and appear in the Entrance Test. However, the candidate will be required to produce the original marks-sheet of the qualifying examination at the time of counseling for getting admission. In case the result of the qualifying examination is not declared till the date of their counseling, they may be allowed to take provisional admission subject to conditions: a) The candidate is required to produce a certificate from the competent authority (such as Controller of Examination, Dean, Registrar etc.) to the effect that the result of the concerned qualifying examination has not yet been declared. b) It should be evident from the marks-sheet (s) of the previous examination(s) relating to the course of qualifying degree that the candidate will be able to secure at least stipulated minimum percentage of aggregate (50%) (except final examination whose result has not been declared till the time of counseling). (c) At the time of counseling the candidate has to give an undertaking that he/she will submit the marks-sheet of the qualifying examination of required aggregate percentage, on or before 10th August of the admission year, failing which, his/her provisional admission in the Dr. Harisingh Gour Vishwavidyalaya, Sagar (M.P.)
  13. 13. Information Bulletin-2011 13 course shall automatically stand cancelled. The candidate will not be entitled to claim for refund of fees paid for provisional admission.#Index-64. OTHER IMPORTANT INFORMATIONi) Degrees/Certificates recognized by Association of Indian Universities (AIU)/Boards of secondary Education, shall only be deemed as equivalent degrees/certificates.ii) Application Forms of candidates who have submitted forged/fake certificates or adopted fraudulent means shall be REJECTED. Further, such candidates shall be debarred from appearing in any subsequent Entrance Tests conducted by Dr. H. S. Gour University, Sagar, and the matter will be reported to Police.(iii) It would be the responsibility of the candidate to furnish true and correct information while filling the entrance test form. No scrutiny of the application forms would be done before the entrance test examination. However the final verification of Mark-sheets/Degrees/ Category Certificates (already submitted to the university) as well as validity of Certificates/Mark-sheets of Qualifying Examination and non-involvement in adopting unfair means (UFM) in any of the University Examination/Entrance Tests held earlier shall be made at the time of Counseling. Candidate in no case hide or produce any false information / details.(iv) Mere appearance in the Entrance Test or securing pass marks in the written test does not entitle the candidate to be considered for admission to the course unless he/she fulfils the other eligibility conditions. Applicants must fully satisfy themselves about their eligibility as prescribed above, before filling in the application form. It shall be the full responsibility of the Candidate himself/herself, to thoroughly go through the rules / conditions regarding Eligibility, Age limit, Caste Category, Selection of subject, Choice of exam centre etc. University / Admission Cell will not entertain any complaint occurring due to negligence / ignorance / carelessness of the candidate at any stage. METHOD OF ANSWERING IN THE TEST(i) A Question Booklet containing the questions and a separate Answer Sheet (OMR) shall be provided to the candidate at the beginning of the Test.(ii) The candidate, within 10 minutes of the issue of the Question Booklet, shall check the Question Booklet to ensure that it contains all the pages in correct sequence and that no page/question is missing. In case of faulty Question Booklet, the candidate shall immediately bring it to the notice of the Superintendent/Invigilators to obtain another Question Booklet.(iii) The candidate is required to write his/her Roll Number, Question Booklet No. and Set No.,( if any), at the appropriate places provided in the answer sheet in Ball Point pen only. In addition, he/she is also required to fill up Roll Number in the space provided at the bottom of the answer sheet by darkening the appropriate circles by Black Pencil/Ball Point pen only.(iv) The candidate is required to write in Black Ball Point pen only, his/her Roll number and Serial Number of Answer Sheet at the appropriate places on the cover page of the Question Booklet.(v) Each question shall be followed by four alternative answers. She/he must occupy only her/his allotted seat as per his/her RollNumber in the seating arrangement made for the concerned Test, by the centresuperintendent.(ii) No Candidate will be allowed entry to the Test Hall after 30 minutes of the start of the Entrance Test.(iii) No Candidate shall be allowed to leave the Test Hall till the end of the Test(iv) There is no provision to provide or permit a writer in the Entrance Test except for blind candidates, who will be provided writers on request in consultation with and permission of the admission cell.(v) The Candidates shall be checked for any resource materials frequently and at random by the Invigilators and other staff conducting the Test, routinely and also on the slightest doubt.(vi) Calculators/watch calculators, electronic diary, pager, mobile phones, earphones, alarm clock, digital watches with memory, slide rule, etc. are not allowed in the examination hall. Information Bulletin-2011 28 possession, or, lying on or around his/her seat, Possession of any unauthorized instrument or equipment as mentioned at (vi) above/ document/paper/information materials or any resource materials, communication of information, written or verbal or exchange of Question Booklet/Answer Sheets to and from any other person during the Test period and any other malpractice amounting to obtaining undue advantage, writing anything in the Admit Card, in the examination hall will amount to using unfair means. Any alteration or correction in the entries made by a candidate in Question Booklet and OMR Sheet [Roll Number in words and figures and OMR sheet no. in Question Booklet and Roll Number, Question Booklet No. and Set No. (if any) in OMR sheet] without verification by the invigilator concerned is not permitted. Signature made at the time of Entrance Test with that already done at the time of filling of Application Form, by the candidate and photograph, will be matched by the invigilator.(viii) The Entrance Examination of a candidate shall be cancelled and candidate shall be debarred from future Entrance Tests in case of any of the following actions by a candidate: Tampering with the Admit Card including that of the photograph, face not resembling the photograph on the Admit Card, not occupying the allotted seat, tampering/disturbing the seating arrangements, smuggling-out or smuggling-in Question Booklet in part or in full, or test material, or any resource material connected with the Test, Making any attempt to influence the university authorities directly or indirectly, disturbing or trying to disturb the Entrance Test, noting down the questions or their answers, shouting of slogans or creating unruly scene at the examination hall/examination centre/University campus.(ix) Impersonation is a legally punishable offence. The candidates identity will be verified in respect of his/her details on the Admit Card. If the identity is in doubt, the candidate may not be allowed to appear in the Test. The authorities may at their discretion provisionally permit the candidate to appear in the Test after completing formalities including taking of thumb impression/several signatures for further verification. No extra time will be granted for these formalities to be completed. A person found to impersonate a candidate shall be handed over to the Police under an FIR lodged by the University. The candidate in reference shall be debarred from future Entrance Tests of the University. A student or employee of the University/Centre if found to impersonate in the Entrance Test, will be rusticated or dismissed from the Dr. Harisingh Gour Vishwavidyalaya, Sagar (M.P.)

Information Bulletin-2011 29 University/Institutions service.(x) Suppression / concealment / distortion of information: The candidate must ensure that he/she is qualified to appear in the Entrance Test. If it is detected at any stage that he/she does not fulfill the minimum qualification, or there was something against the candidate which would have prevented him/her from being admitted in the concerned subject / course, or the candidate has provided false information or no information about his/her previous involvement in an act punishable under law or act of gross misconduct and indiscipline, then his/her candidature shall not be considered and his admission if already made shall be cancelled at any stage and he/she shall also be debarred from appearing in any of the future Entrance Test of the University.(xi) Nobody other than the University authorized personnel is permitted to move around the Test Venue. Any unauthorized person loitering around within 200 meters of the examination center shall be handed over to the police under an FIR lodged by the University.(xii) No scrutiny / revaluation of answer sheet of UGET / PGET be allowed in any case at any stage.(xiii) The candidate shall be bound by the Dr. H.S. Gour University Statutes / Ordinances/Rules and Regulations framed from time to time.(xiv) Any litigation in respect of the Entrance Test shall be subject to the jurisdiction of the local Court of Sagar and/or Honble High Court of Judicature at Jabalpur only. (xv) For any interpretational difficulties the interpretation through English language shall be deemed as correct, and decision of University in this regard shall be treated as final.#Index-1816. Candidates musthave with them and produce all original documents such as High School Marks-sheet and Certificate of Age, Income, Caste, Intermediate (+2) or equivalentMarks-sheet and Certificate (if issued), 10+2+3 marks-sheet & degree Certificateof Reservation, Transfer Certificate, Migration Certificate (if issued by the Board)and ADMIT CARD OF RESPECTIVE ENTRANCE TEST at the time ofcounseling, failing which their admission shall not be considered. No admissionsshall be made on the basis of CONFIDENTIAL MARKS-SHEETS orPROVISIONAL RESULTS unless original mark-sheet after official declaration ofthe result is presented to the Admission Committee at the time of admission. It ismandatory to submit certificates regarding Age, Caste and income on the day anddate of counseling. The candidates should pay the required fee on the same day.Failure to pay the fees within the prescribed period given in the admission letterwill result in cancellation of the allotted seat.NOTE: If the results of the qualifying examinations are not declared till the date oftheir counseling, the candidates who are called for counseling for provisionaladmission to a course, may be allowed to take conditional admission aftersubmitting an undertaking to this effect.(i) He/She shall produce a certificate from the competent authority (such as Controller of Examination, Registrar etc.) to the effect that the result of the concerned qualifying examination has not yet been declared.(ii) It is evident from the marks-sheets(s) of the previous examination(s) reflecting that he would become able to score minimum qualifying percentage of marks relating to the course of qualifying degree that the candidate has secured at least some stipulated minimum percentage of aggregate marks in the previous examination(s) reflecting that he would become able to score minimum qualifying percentage of marks (except final examination whose result has not been declared till counseling) in the qualifying degree (This will not be necessary for SC/CT candidates).(iii) The candidate produces an undertaking that he/she will submit the mark- sheet of the qualifying examination on or before the admission year and if he/she fails to submit the original mark-sheet on or before 15th August of the admission year, his/her conditional admission in the course shall automatically stand cancelled. (A) Teaching & Examination System in the University As a Central University, it has adopted the latest pattern of teaching andexamination i.e. CBCS (choice based credit system); suggested by UGC.University is running two semesters annually starting from July and December.Students are being examined continuously by way of quiz tests, mid-term I & IIfollowed by End Semester exams held in Nov.-Dec./ April-May.
