      An indicator can be defined as:
      'a characteristic or attribute
      which can be measured
      to assess an intervention
      in terms of its outputs or results'.
    • 3. Why Indicators for CURE ?
      EU DG Regional Development since 1995 systematic evaluation of socio-economical development
      Indicators are:
      • relevant to the monitoring or evaluation of a programme
      • 4. linked to a policy goal, objective and/or target
      • 5. measured regularly (state of affairs)
      • 6. steps are taken to ensure data gathering is reliable
    • Quality Criteria of Indicators
      reliable and credible
      cover a sufficiently large proportion of the programme measures
      a good balance between indicators in the different categories
      KISS: the system of indicators should be simple
      only for those measures or themes that have significant implications in terms of decision-making
