      • Insert text into the relevant sections of the agreement in Copenhagen underlining rights of indigenous and local communities (and not only “recognizing that the needs of local and indigenous communities should be addressed”).

      • Goals:
      • Ensure that multi-stakeholder national REDD/avoided deforestation committees (with representation from IPs, local communities, NGOs and academia) become the instrument for developing goals, benefit structure, monitoring and control systems for avoiding deforestation.
      • Ensure that comprehensive national plans (not projects) become the level of action.
    • B. REDD/AD track
      • Goals (2):
      • Ensure that representatives from civil society, indigenous and local communities are part of the decision-making structures of all REDD schemes and initiatives at all levels: Multilateral (UN and WB), bilateral and national.
