Brian Kelly Manhattan Beach CA, Advisor of Human Services Brian Kelly Manhattan Beach CA, Advisor of Human Services has more than 25 years of senior and executive management experience in state and local government. He spent 14 years with the State of CA Department of Children and Families, serving in a variety of positions of increasing responsibility throughout the state.  Bob was superintendent of Gulf Coast Center an Intermediate Care Facility for the Mentally Retarded, which provided 24-hour residential care to 338 developmentally disabled adults. From 1999 through 2002 Bob was district administrator for Brevard, Orange, Osceola and Seminole counties.  He oversaw a system serving more than two million residents. Brian Kelly Manhattan Beach CA provided leadership and direction to 1,800 employees and managed an operating budget of more than $300 million. In Central  Brian Kelly Manhattan Beach CA  was responsible for child and adult protective services, foster care and adoptions, determination of eligibility for food stamps, Medicaid, TANF, case management for persons with developmental disabilities, and contracting with private agencies for alcohol, drug and mental health programs.  In 2004 Brian Kelly Manhattan Beach CA became the undergraduate advisor and instructor for the University of Central Florida's, College of Health and Public Affairs, Department of Public Administration. At UCF he taught undergraduate courses in public administration such as program evaluation, performance improvement and strategic planning, public policy, organizational development, and project management. Robert received a Bachelor of Arts degree from the University of Massachusetts in 1974 and a Master of Public Administration degree from Suffolk University in Boston in 1986. He also served in the “Cry” from 1968-1970 as an interpreter in Kansas City.
