    28. 29. <ul><ul><li>Odds are against individuals investing successfully </li></ul></ul><ul><ul><li>What you get will depend on when the market is up or down </li></ul></ul><ul><ul><ul><li>2001 – OTC shares fell almost 80%, and the NYSE fell by more than 40% </li></ul></ul></ul><ul><ul><li>Private accounts would require a new government bureaucracy </li></ul></ul><ul><ul><li>Women, African Americans, and Hispanics would become more vulnerable </li></ul></ul><ul><ul><li>Higher returns come with increased risk </li></ul></ul>
