  4. 4. It is the policy of the State to protect the interests of the consumer, promote his general welfare and to establish standards of conduct for business and industry. Towards this end, the State shall implement measures to achieve the following objectives: (a) protection against hazards to health and safety;       (b) protection against deceptive, unfair and unconscionable sales acts and practices;       (c) provision of information and education to facilitate sound choice and the proper exercise of rights by the consumer;       (d) provision of adequate rights and means of redress; and       (e) involvement of consumer representatives in the formulation of social and economic policies Declaration of Basic Policy

REPUBLIC ACT NO. 3931 AN ACT CREATING THE NATIONAL WATER AND AIR POLLUTION CONTROL COMMISSION Approved:   June 18, 1964 Section 1 Statement of Policy     It is hereby declared a national policy to maintain reasonable standards of purity for the waters and of this country with their utilization for domestic, agricultural, industrial and other legitimate purposes.

BUREAU OF TRADE REGULATION AND CONSUMER PROTECTION The Three Function Divisions Consumer Welfare Division (CWD) Fair Trade Division (FTD) Business Regulation Division (BRD) The Bureau of Trade Regulation and Consumer protection (BTRCB) is committed to develop an environment where there exists an empowered and responsible consumer sector. Consequently the BTRCP is also committed to create a business environment conducive to sustaining industrial growth and development to generate jobs in a globally competitive market.

Bureau of Food and Drugs (BFAD) Republic Act 9711 Food and Drug Administration (FDA) Food and Drug Administration Act The FDA will have the power to immediately recall, ban, or withdraw medical products that fail safety standards or are found to pose a threat to the public. In addition, the agency will be authorized to inspect facilities for compliance and seize products that have safety issues. There will be separate centers for every major product category to streamline the regulation of manufacture, importation, exportation, distribution, and sale. Therefore, there will be a center for drug regulation and research in addition to a center for device regulation, radiation, health and research.
  17. 17. Bureau of Domestic Trade (BDT) PRESIDENTIAL DECREE No. 721 June 2, 1975 The BDT promotes efficient marketing and distribution of local products and services. It seeks to expand and strengthen linkages among the country’s small, medium, and large enterprises through information exchanges and market matching. The BDT also conceptualizes, monitors, and evaluates programs, plans, and projects intended to create awareness of domestic marketing opportunities for new projects, new technologies, and investments Mandate Develop, strengthen, and promote the domestic market for MSMEs Ensure the rational, economical and steady flow of raw materials to production centers Increase domestic trade through marketing and efficient distribution of finished goods

Bureau of Product Standards (BPS) The  BPS  is the National Standards Body of the Philippines established by Republic Act (RA) No. 4109, otherwise known as the Philippine Standardization Law, and Executive Order (EO) No. 133.   It is primarily involved in standards development, product certification, and standards implementation/promotion to raise the quality and global competitiveness of Philippine products at the same time to protect the interests of consumers and businesses. The Bureau of Product Standards operates as a staff Bureau under the Department of Trade and Industry
