Presented at IceGov International E-Government and E-Governance Conference hold 12-13 March 2009 at Ankar Turkey. The presentation focuses on the weakness of national ICT policy-making process in Turkey during the last decade, mainly on the failure of creating effective governance mechanisms in policy-making and its effect on e-government implementations.
