  • Prime Advantage & Age Alliance Presentation of Activity THE LISBON STRATEGY FOR GROWTH AND JOBS AIMS, TOGETHER WITH THE GOTHENBURG AGREEMENT TO CREATE A CLEANER, FAIRER AND MORE PROSPEROUS EUROPE. THIS WILL MEAN IMPLEMENTING NEW POLICIES AS WELL AS CHANGING OUR BEHAVIOUR AND ATTITUDES. ONE AREA IN WHICH EUROPE NEEDS TO ACT TOGETHER TO HELP ACHIEVE THESE OBJECTIVES IS THAT OF AGE AND EMPLOYMENT
  • Prime Advantage & Age Alliance Presentation of Activity 4 VERY DIFFERENT COUNTRIES CAME TOGETHER AUSTRIA – Low unemployment early exit from labour market (EAST) GERMANY – High unemployment, rural location POLAND – Highest EU unemployment, youth migration UK – Low general unemployment, structural decline (Impetus for national & transnational alliance)
    • ADDRESSED ONE COMMON DEMOGRAPHIC
    • The ratio of dependant young & old to people of working age will rise
    • (Despite this prediction there is evidence of ageist attitudes socially and amongst employers)

    • Up-skill over 45’s (new methods of delivering training adapted to their specific needs) (Training).
    • Support older workers undertaking a career change (Career Planning).
    • Dismantle barriers the target group face by developing key actions.
    • Develop awareness actions amongst SME's aimed at reducing age discrimination (IAG).
    • Encourage age management practice and experience . (Age Management).

    • Develop and test schemes facilitating transfer of knowledge and experience (Knowledge Management).
    • Develop and test accreditation of prior experiential learning for older workers (APEL - Assessment).
    • Identify gaps within the employment and skills requirements of existing local employers (Succession Planning).
    • Job Placement (Job Brokering).

    • Included in Local Area Agreement and Skills Plan
    • Work with local private, public and voluntary sector partners
    • Supported 47 local businesses (mainly SMEs) in training and age management practices
    • Supported 200 people in IAG sessions
    • Supported 340 people in training, with 6 months still to run
    • In excess of 62 different training courses offered
    • 50 People have achieved qualification
    • Supported 12 unemployed people, 3 found full time employment

    • 6 People have received Fork Lift Truck training - 3 People so far achieved Fork Lift Truck Licences
    • Agreed job placement of 30+ beneficiaries

    • A developed APEL Portfolio is now being piloted locally
    • A Guidance Model is being developed
    • Draft design of Framework for older people
    • Looking at future funding to develop holistic model to address barriers to older worker employment and training

    • Individual (one to one), flexible, concentrated (shorter duration) approach towards the Career Management process
    • Mentoring relationship that was fostered
    • Non-coercive style of interview situation
    • Relationships built with large companies
    • “ Cross discipline training” (e.g. electrical certification, coupled with Microsoft office modules & project management)
    • Shorter (bite size) tailored training courses
    • Some candidates gained a full qualification in shortened time

    • More rigorous investigation into financial prospects of potential partners.
    • Organisation of Events (Lead time, publicity, visibility)
    • Attendance of Beneficiaries (Events, Seminars, Workshops)
    • Address barriers earlier on in the project
    Project activity has benefited many, but………
  • Prime Advantage & Age Alliance Presentation of Activity There are many agencies/services to help youth into employment, very few services are dedicated to the “old”. What more can/should be done?
    • WHAT IS REQUIRED IS A HOLISTIC ( integrated/ one stop/user-focussed ) FRAMEWORK, ADDRESSING A RANGE OF NEEDS FOR THE OLDER UNEMPLOYED or WORKER. UNIVERSALLY ACCESSIBLE, INVOLVING PUBLIC AND PRIVATE AGENCIES,PROVIDING:
    • A FULL RANGE OF IAG (eg. Legal, financial, social)
    • JOB MATCHING & REMEDIAL TRAINING/EDUCATION
    • JOB BROKERING
    • JOB COACHING
    • AND MORE
