    1. Skill 3 Project Equal Initiative II Round - ESF ACTIVE AGEING SYSTEM ACTIONS   Vicky Tarizzo (Provincia di Vercelli) Alessandra Corrias and Erik Davico (CSEA)
    2. INTRODUCTION
      • Lisbon strategy priority: increase employment opportunities .
      • Though investments on education and training are increasing, promotion of life-long-learning is still insufficient in terms of Lisbon goals achievement, as identified also by the European Commission.
      • Enterprises and Local Authorities are main actors in this issue.
      • For this reason the Province of Vercelli promoted Equal “Skill3” project in order to test a preventive approach so to deal with continuous change of social-economic context.

    3. Project context
      • Companies nowadays are operating in an economic and social environment characterised by strong local and global competition and ageing working population.
      • As a consequence, employees find it difficult to enhance their skills and combine work with personal life
      • This type of situation calls for preventive approaches to be adopted and for effective solutions to be found early in order to avoid or reduce a crisis.
    4. Project Skill 3 The project has been set up to support companies in identifying solutions to possible and potential crisis situations and to strengthen the position of workers in the labour market. The main goal of the project is to enhance workers’ skills in relation to market changes and to facilitate work-life balance.

    6. Final beneficaries
      • All economical field enterprises with at least 5 employees located in the provincial territory
      • Workers who:
        • are more then 45 years old;
        • have short-term jobs;
        • have inadequate skills;
        • have incoherent roles;
        • have conciliation difficulties.
    7. Opportunities for enterprises
      • Enterprises can be supported in:
        • organisational analysis;
        • vocation training needs’ analysis;
        • finding public funds for empoyees’ training;
        • realisation of training courses;
        • finding and testing new organisational solutions.
    8. Opportunities for workers
      • Workers can be supported in:
        • formal and informal competence analysis;
        • guidance paths;
        • available training opportunities;
        • improving skills through specific training activities;
    9. Actions location
      • Two Skill 3 Centres have been set up within the Employment Centres managed by the Provincial Authority of Vercelli as access points for companies and workers in order to:
        • formal and informal competence analysis;
        • have information;
        • attend guidance and training activities;
        • participate to seminars and workshops.
    10. The Case Manager
      • The CM, after a specific training :
      • supports workers and enterprises dealing with change management, with a preventive approach, analysing needs expressed and setting of individual or company development plans.
      • works in the Skill 3 Centres or by the enterprises.
