    First Open Access initiatives in Portugal were lead by Minho University
    RepositóriUM – Minho University institutional repository, was created in June 2003 and publicly presented in November 20th 2003
    Institutional self-archiving policy defined in November 2004 and implemented from January 2005

    In November 2006, the Portuguese Rectors Council (CRUP) published a “Declaration on Open Access” and created and OA Working Group, that hold several meetings in 2007 and 2008.
    From 2006 to 2008 some institutional repositories were created in Portuguese universities.
