PROLOGUE <ul><li>Needless to say, probity in public life is extremely important for every railway servant </li></ul><ul><li>Corruption is perhaps the worst form of treachery towards our organization </li></ul><ul><li>Though every form of corruption is unpardonable, taking money from staff is the most infectious </li></ul><ul><li>It has a very damaging effect on the integrity of the organization </li></ul><ul><li>Taking money from staff is like exploiting a member of one’s family </li></ul><ul><li>A railway employee encounters corruption right from his appointment to the time he retires from service </li></ul>

CORRUPTION IN DEALING WITH STAFF <ul><li>Corruption at the recruitment stage </li></ul><ul><li>Corruption in postings and transfers </li></ul><ul><li>Corruption in selections and promotions </li></ul><ul><li>Corruption in passing of salary and staff claims </li></ul><ul><li>Corruption in issue of passes </li></ul><ul><li>Corruption in medical examination and reimbursement claims </li></ul><ul><li>Corruption in passing of PF claims </li></ul><ul><li>Corruption in passing of pension claims </li></ul><ul><li>Corruption at the time of disbursement of claims </li></ul>

CORRUPTION IN RECRUITMENT <ul><li>Recruitment in the division takes place for compassionate appointments, Scouts & Guides & Sports quotas </li></ul><ul><li>In compassionate appointment, money changes hands in certification of the family’s financial capacity, educational qualifications, family issues etc. by the Welfare Inspectors </li></ul><ul><li>After recruitment, corruption exists at the time of allotment of department/category with Commercial & Operating departments in great demand </li></ul><ul><li>Grey areas exist in recruitment through Sports quota – assessment of performance and the discretion available to the Selection committee </li></ul>

CORRUPTION – POSTINGS & TRANSFERS <ul><li>Corruption exists at the time of initial posting of new candidates, mainly in departments with large manpower </li></ul><ul><li>Corruption in transfers </li></ul><ul><ul><li>Non-sensitive to sensitive seats </li></ul></ul><ul><ul><li>Non-popular station to popular station and vice versa </li></ul></ul><ul><ul><li>Forwarding applications for mutual transfers and transfers on own request </li></ul></ul><ul><ul><li>Co-option into Union to avoid transfer to another station </li></ul></ul><ul><ul><li>Union interference in influencing decisions on transfers </li></ul></ul>

CORRUPTION – SELECTIONS & PROMOTIONS <ul><li>Corruption exists in the form of leakage of question papers </li></ul><ul><li>Irregularities in evaluation process with mala fide objectives </li></ul><ul><li>Manipulation during viva voce to favour specific candidates </li></ul><ul><li>Improper assessment during trade test to favour specific candidates </li></ul>

CORRUPTION – STAFF CLAIMS <ul><li>Possibility of corruption in manipulation of attendance in stations and field units </li></ul><ul><li>Corruption in sanction of leave and conversion of leave </li></ul><ul><li>Submission of fraudulent TA & OT claims, especially in running category </li></ul><ul><li>Corruption in admission and internal check of staff claims in Personnel & Accounts offices </li></ul><ul><li>Deliberate delay in the passing of OT & TA claims as well as supplementary bills </li></ul><ul><li>Returning OT & TA claims and supplementary bills for frivolous reasons and returning them frequently for mala fide reasons </li></ul>

CORRUPTION - PASSES <ul><li>Corruption exists in </li></ul><ul><ul><li>Timely issue of passes, especially for retired staff </li></ul></ul><ul><ul><li>Issue of passes through longer route </li></ul></ul><ul><ul><li>Misuse of card passes; non entry of journal in card passes </li></ul></ul><ul><ul><li>Unauthorized transfer of passes to non-dependents </li></ul></ul>

CORRUPTION – MEDICAL ISSUES <ul><li>Most common source is the issue of sick and fit certificates </li></ul><ul><li>Corruption at the time of medical examination at the time of appointment and PME, especially for running staff </li></ul><ul><li>Corruption in premature medical de-categorization for securing appointment to wards/change of category </li></ul><ul><li>Demand for money for referrals to private hospitals </li></ul><ul><li>Corruption in certification of claims for medical reimbursement </li></ul>
  10. 10. CORRUPTION - PF <ul><li>Fraudulent manipulation of PF ledgers for inflating balance </li></ul><ul><li>Speed money for passing of PF applications </li></ul><ul><li>Has come down drastically after computerization and single window system </li></ul>

CORRUPTION - PENSION <ul><li>Corruption at the time of SR review by returning service sheets for frivolous reasons </li></ul><ul><li>Corruption in passing of ONR cases by delaying the passing of claims </li></ul><ul><li>Corruption in Commercial clearance to retired staff who dealt with cash, both in Commercial Department as well as Traffic Accounts </li></ul>

CORRUPTION – DISBURSEMENT STAGE <ul><li>Money changes hands at the time of delivery of cheques </li></ul><ul><li>Collusion with moneylenders for short payment of salary </li></ul><ul><li>Committing fraud through unauthorized use of cash </li></ul><ul><li>Has come down drastically through increasing payment of salary through bank and using EFT for payment to contractors and suppliers </li></ul>

PROBABLE SOLUTIONS - I <ul><li>Deliberate delay in processing staff matters and passing of claims causes corruption </li></ul><ul><li>Hence there should be a standardized timeframe for processing of cases and disposal of claims, which should be monitored and the staff causing delay should be taken up in executive, Personnel and Accounts offices </li></ul><ul><li>Standard checklists should be given to dealing staff to cut down inter-departmental delays </li></ul><ul><li>Priority registers to be maintained for initial postings and transfers on own request and circulated to all offices and the recognized Union </li></ul><ul><li>Technology should be leveraged by putting up such priority registers on the website </li></ul><ul><li>Unions to be counseled on interfering in transfer decisions, especially for sensitive posts </li></ul>
  14. 14. <ul><li>Proper guidelines for officials setting question papers as well as those evaluating them should be circulated widely; disparity between marks in written test and viva voce to be kept to minimum </li></ul><ul><li>Faster implementation of PMIS to computerize service records to minimize manipulation </li></ul><ul><li>Rotation of staff on sensitive posts to be enforced without exemptions </li></ul><ul><li>Sample super-checks at officer level and from external agencies to be carried out to detect any manipulations in recruitment process, medical examinations etc. </li></ul><ul><li>Strengthening internal inspection in all departments to detect irregularities and take appropriate remedial action </li></ul><ul><li>Encourage and protect whistleblowers and follow up on protection given </li></ul>PROBABLE SOLUTIONS - II

STEPS ALREADY TAKEN <ul><li>Guidelines for setting question papers and evaluation circulated by HQ </li></ul><ul><li>Department allotment of compassionate appointees decided at the level of DRM </li></ul><ul><li>Leave manipulation prevented through management of leave through PRIME; PMIS being speeded up </li></ul><ul><li>PF module computerized and single window system introduced to prevent fraud and delay in disposal </li></ul><ul><li>Disposal of all staff claims monitored through 10-day report by undersigned </li></ul><ul><li>Guidelines issued by the undersigned with regard to returning of bills </li></ul><ul><li>Payment of salary through bank is at 97% and EFT implemented, effectively eliminating corruption in Cash & Pay Office </li></ul>

EPILOGUE <ul><li>Complaints of corruption on staff and personnel matters should receive highest priority </li></ul><ul><li>Severe deterrent action to be taken against those found guilty on this count </li></ul><ul><li>All staff and officers should be counseled to be compassionate while dealing with staff; more time to be devoted for resolving staff grievances </li></ul><ul><li>Vigilance may kindly suggest more ways of leveraging technology and simplification of procedures to reduce complaints of corruption </li></ul><ul><li>Corruption is like drug addiction and the solution is the same – “Refuse it the first time, everytime” </li></ul>
