Health And Safety Programs

  1. 1. Safety and Health Programs Federal and State Law requires employers to; Furnish a place of employment free from recognized hazards that are causing or are likely to cause death or serious physical harm to employees.
  2. 2. <ul><ul><li>Employers can be fined if they do not comply. </li></ul></ul><ul><ul><li>Managers can be found personally responsible fined and imprisoned. </li></ul></ul><ul><ul><li>New Criminal Penalties/Fines have been added. </li></ul></ul>Safety and Health Programs

City Safety Program <ul><li>Injury and Illness prevention program </li></ul><ul><li>This program establishes methods designed to provide a safe working environment for employees. </li></ul><ul><li>Written Safety Program </li></ul><ul><li>Keep a Injury Log </li></ul><ul><li>Keep a bulletin board for Posted Materials </li></ul>
  4. 4. Injury and Illness prevention program <ul><li>1. Ensures that policies of the Safety Program are enforced. </li></ul><ul><li>2. Minimizes risks by ensuring all hazardous work is covered by specific rules. </li></ul><ul><li>3. Anticipates costs of personnel protective equipment in budget. </li></ul><ul><li>4. Establishes safety committees to monitor safety conditions. </li></ul>

Safety Committee <ul><li>The committees principal function is to monitor and implement the safety and health policies. </li></ul><ul><li>Committees must reflect the Utility and its employees. </li></ul><ul><li>The committee shall form at the lowest practicable level. </li></ul><ul><li>Committees shall have equal representation of management and non-management employees. </li></ul>
  6. 6. <ul><li>Comply with rules intended to reduce injuries. </li></ul><ul><li>Report unsafe conditions and accidents. </li></ul><ul><li>Refrain from engaging in “horseplay”. </li></ul><ul><li>Operate only equipment for which an employee has been trained. </li></ul><ul><li>Wear protective equipment prescribed for hazardous work. </li></ul>Employees are required, as a condition of employment, to exercise care to prevent injuries.   8. 8. Accident Prevention Program <ul><li>KNOWLEDGE </li></ul><ul><li>Each employee of the Public Utilities Department shall be required to know and understand the contents of the Accident Prevention Manual. </li></ul>

Accident Prevention Program <ul><li>ENFORCEMENT </li></ul><ul><li>Supervisors shall require all employees to comply with all rules. </li></ul><ul><li>Non-compliance by any employee constitutes a violation of the Accident Prevention Manual. Violations are subject to disciplinary action including, but not limited to, written reprimand, suspension, demotion or termination. </li></ul>

Accident Prevention Program <ul><li>TAILGATE/CREW SAFETY MEETINGS </li></ul><ul><li>Tailgate meetings are held at the beginning of each job. </li></ul><ul><li>Crew safety meetings shall be held a minimum of every ten working days for field crews and are the responsibility of the crew supervisor. </li></ul><ul><li>All safety meetings shall be documented to include attendance and topics covered. </li></ul>

Accident Investigation <ul><li>When an accident occurs, it shall be investigated. </li></ul><ul><li>A root cause analysis is conducted. </li></ul><ul><li>If it is determined that an unsafe act or failure to follow safety procedures caused the accident, the employee involved shall be subject to discipline. </li></ul>

Safety Discipline Policy <ul><li>Gives guidelines to be followed when there has been a violation of safety rules or regulations. </li></ul><ul><li>The Safety Discipline Policy is designed to impress upon all employees the need to exercise utmost caution in preventing injuries to themselves or in causing property damage </li></ul>
