    The Department of State has concluded -- after an exhaustive two and half years of analysis, consultation, feedback and close work with the Environmental Protection Agency -- in its final Environmental Impact Statement that not only would the Ogallala Aquifer in Nebraska be protected, but that all potential alternative routes would "disturb more land and cross more water bodies than the proposed route."
