Internationalbodiescontestthis,calculatingcomparativespendingacross countriesdifferently.AccordingtoTable2,Indiaspendsaboutasmuchon defenceasaproportionofGDPas,say,theUKorFrance.TheUPA’sinitial lowspendingcanpartlybeattributedtoahigherGDPdenominator,but notentirely.AsTable3shows,evenasaproportionofcentralgovernment spending,itdippedsharply.Inparticular,thisisduetoanunwillingnessto spendevenwhathasbeenbudgeted,perhapsforfearofcorruptionindef- encepurchases,thoughthatbegantoreverseafter26/11,asTable4shows.
