Some of the key reasons are that protecting tweets creates a barrier to communication, followers are not the same as friends on Facebook, and a large number of public tweets helps dilute any unwanted followers by getting more total followers. Protecting tweets also puts the burden of networking solely on the user rather than allowing other guests at the Twitter "cocktail party" to spread ideas.
