  • 2. About PLAI-STRLC <ul><li>The Southern Tagalog Region Librarians Council is a regional council of the Philippine Librarians Association, Inc. (PLAI) composed of librarians and information professionals in Region IV. </li></ul><ul><li>Membership is open to all professionals or registered librarians from the Southern Tagalog Region, which covers the provinces of Aurora , Cavite, Laguna, Batangas, Quezon, Oriental Mindoro, Occidental Mindoro, Palawan, Marinduque, Rizal and Romblon. </li></ul>
  • 3. Historical Highlights <ul><li>October 22, 1981. The founding date of Cavite Library Association (now Cavite Librarians Association, Inc.) with its 1 st elected president Mrs. Teresita Hernandez of Don Severino Agricultural College. </li></ul><ul><li>1996. The birth of CALABARZON Library Association (CALABARZOLA) with its 1 st elected president, Ms. Elizabeth Malabanan of University of Perpetual Help-Laguna Campus. </li></ul><ul><li>July 27, 2004 - Southern Tagalog Librarians convened at the Main Library of UP-Los Baños, Laguna discussing on the regionalization of the Philippine Librarians Association, Inc. </li></ul><ul><li>October 5, 2004 – PLAI Region IV Librarians General Assembly and Election of 1st set of PLAI-STRLC Officers with Ms. Lourdes Soriano accepting the 1st Chairmanship of the PLAI-STRLC Board of Directors (BOD) at Conference Room of UP Los Baños Main Library, Los Baños, Laguna. </li></ul><ul><li>November 18, 2005 - Revival of Cavite Librarians Association (CLASS) with Mr. Marcial R. Batiancila as elected President. </li></ul><ul><li>January 17, 2006 – Officers of the Cavite Librarians Association initiated a brainstorming for holding a joint summer conference with the Regional Council and then its president made a proposal of organizing the Provincial Chapters under the auspices PLAI-STRLC. </li></ul>
  • 4. <ul><li>May 3-5, 2006 – Cavite Librarians Association (CLASS) and PLAI-STRLC joint Summer Conference on “Library Management in a Changing World” at Tagaytay City, Cavite. </li></ul><ul><li>May 19, 2006. Incorporation of Cavite Librarians Association, Inc. as non-stock, non-profit corporation on per Securities and Exchange Commission Registry Number CN200607815. </li></ul><ul><li>September 8, 2006 – Birth of Quezon Librarians Association (QLA) with Ms. Teresita Dj. Magbag as 1st elected President with QLA sponsored Forum on &quot;Librarians and their Accountabilities&quot; held at the Library Complex of Manuel S. Enverga University Foundation Inc. (MSEUFI), Lucena City. </li></ul><ul><li>September 25 & 26, 2006 - Conference on “Promoting Information Literacy for Lifelong Learning” and General Assembly at Capuchin Retreat Center, Lipa, Batangas. During the conference, the Proposed Guidelines for the Creation of the Provincial Chapters was presented. </li></ul><ul><li>October 19, 2006 – Linking with Libraries and Librarians Association of Palawan with Ms. Maphella A. Bebeng as the incoming chair; Birth of Laguna Librarians Association (LLA) with Ms. Rhodora L. Vargas as 1st elected President </li></ul><ul><li>April 18, 2007 - PLAI-STRLC sponsored Forum on &quot;Continuing Professional Education (CPE) for Librarians&quot; held at the Lyceum of Batangas, Batangas City; Birth of Librarians Association of Batangas(LAB) with Ms. Lilian C. Rabino as 1st elected President. </li></ul><ul><li>April 20, 2007. Birth of the Occidental Mindoro Librarians Association with Mrs. Gilda D. Cusi as the 1 st president. </li></ul><ul><li>May 17, 2008. Forum on “The ABC’s of Librarian’s Success ion the Workplace” with Fr. Paul M. PLAI-STRLC Provincial Chapter <ul><li>  The PLAI-STRLC Provincial Chapter is a council of provincial association of librarians in the Southern Tagalog Region, which covers the provinces of Batangas, Cavite, Laguna, Marinduque, Oriental Mindoro, Occidental Mindoro, Quezon, Palawan, Rizal, and Romblon. </li></ul>
  • 8. <ul><li>The Council of Provincial Chapters shall be composed of the provincial association presidents that seek to promote individual provincial council development, to stimulate interactive dialogue among chapter, to serve as a link between the Regional Council and Provincial Chapter, and to foster member involvement in the national initiatives of the Philippine Librarians Association, Inc. </li></ul><ul><li>. </li></ul>
  • 9. Structure of Provincial Librarians Chapter <ul><li>The provincial librarians association serves as the official representative body of constituent members to the regional librarians council. The structure of the provincial association shall be determined by the provincial association members. Although the provincial association structure varies according to provincial need, composition, membership and programs. </li></ul>
  • 10. <ul><li>Each provincial chapter shall be represented by a person designate in which in this case the president of the provincial association who shall act as the provincial chapter representative to the regional council. </li></ul>
  • 11. The functions of the provincial chapter representatives are as follows: <ul><li>provide ongoing feedback to the Regional Trustee and Officers on the concerns of the chapter members relative to policy, programs and activities of the Chapter; </li></ul><ul><li>serve as the focal point for communicating provincial chapter activities to the Regional Council; </li></ul><ul><li>coordinate programs and activities at the provincial level; </li></ul><ul><li>promote provincial council-to-council collaborations; </li></ul><ul><li>facilitate activity within the provincial chapter and communicate through periodic chapter meetings to discuss and review issues of concern to librarians and other information professionals. </li></ul>
  • 12. Purpose of the Provincial Chapter <ul><li>to represent librarians at the provincial levels to the regional council; </li></ul><ul><li>to unite library and information personnel and interested parties in furthering and improving library and information service throughout the province; </li></ul><ul><li>to provide opportunities for exchange of ideas and experience among members for professional growth; </li></ul><ul><li>to support and promote the objectives of the Philippine Librarians Association, Inc. – Southern Tagalog Region Librarians Council. </li></ul>

Officers of the Association <ul><li>The officers of the association shall be a President, a Vice-President, a Secretary, a Treasurer and Sectoral Representatives… </li></ul><ul><li>  </li></ul><ul><li>No member shall be eligible for election to the following positions of a President and Vice-President unless he/she is a holder of a professional license and must be a practicing librarian or educator . </li></ul>

Memberships <ul><li>Membership to the Provincial Association is not limited to the professional librarians but always include the following: </li></ul><ul><ul><li>librarians with or without a professional license </li></ul></ul><ul><ul><li>students of library and information science (with at least 18 units or with specialization in LIS) </li></ul></ul><ul><ul><li>library support personnel / paraprofessional staff </li></ul></ul><ul><ul><li>industry vendors </li></ul></ul><ul><ul><li>others </li></ul></ul>
