  • 3. BEI COMPOSITION• ALL PUBLIC SCHOOL TEACHERS TAKEN FROM A LIST SUBMITTED BYTHE HIGHEST DEPARTMENT OF EDUCATION OFFICIAL WITHINCITY/MUNICIPALITY/SCHOOL DISTRICT, PREFERENCE TO TEACHERS:i. WITH PERMANENT APPOINTMENTii. WHO SERVED IN THE 2007 NATIONAL AND LOCAL ELECTIONSWhen NOT POSSIBLE:• private school teachers, civil service employees, or registered votersof known probity and competence may be appointed CHAIRMAN(must be a public school teacher)• ONE (1) MEMBER OF THE BEI SHALL BE AN INFORMDEPARTMENT OFSCIENCE AND TECHNOLOGY (DOST). II. ELECTION OFFICER APPOINTSTHE BEI MEMBERS.B i. ATION TECHNOLOGY-CAPABLE PERSON AScertified

QUALIFICATIONS• GOOD MORAL CHARACTER AND IRREPROACHABLEREPUTATION.• REGISTERED VOTER OF THE CITY ORMUNICIPALITY.• NEVER BEEN CONVICTED OF ANY ELECTIONOFFENSEOR ANY OTHER CRIME PUNISHABLE BYMORE THANSIX (6) MONTHS OF IMPRISONMENT.• HAS NO PENDING CASE AGAINST HIM FILEDINCOMELEC/COURT FOR ANY ELECTIONOFFENSE;AND• ABLE TO SPEAK, READ AND WRITE ENGLISH ORTHELOCAL DIALECT
  • 5. DISQUALIFICATIONS• RELATIONSHIP WITHIN FOURTH CIVILDEGREE OFCONSANGUINITY ORAFFINITY• SPOUSES OFBEI MEMBERS TO CANDIDATESBEI MEMBERS AMONG THEMSELVES BEI MEMBERS TO CANDIDATES

NOTICE OF DISQUALIFICATIONS• ELECTION OFFICER IMMEDIATELY APPOINTSSUBSTITUTE BASED ON RESERVE LIST OF TEACHERSRECOMMENDED BY DEPED.• FAILURE TO NOTIFY DISQUALIFICATION IS AN ELECTIONOFFENSE ! ! !• DISQUALIFIED BEI MEMBER SHALL IMMEDIATELYNOTIFY ELECTION OFFICER IN WRITING STATING THEREASON FOR DISQUALIFICATION
  • 7. TEMPORARY VACANCIES IN THE BEI• If none is available, the members present shall appoint any NON-PARTISAN REGISTERED VOTER of the precinct not otherwisedisqualified, to temporarily fill up said vacancy until the absentmember appears or the vacancy is filled.• If none is available, the members present shall appoint any non-partisan REGISTERED VOTER of the precinct not otherwisedisqualified, to temporarily fill up said absentee until the absentmember appears or the vacancy is filled.• In case there are only two members present, they shall actjointly.• members present shall call upon the SUBSTITUTE from the roll ofsubstitutes listed by the DepEd to perform the duties of absentmember.
  • 8. Member/s of BEI present may ORDERARREST of absent member• Member/s of BEI presentmay ORDER ARREST ofabsent member whenthe member absentedhimself with theintention of obstructingperformance of duties ofBEI.
  • 9. APPOINTMENT AND OATH OF BEIMEMBERSBEI members shall:1. ACCOMPLISH THE OATH OF OFFICE (A30) in three (3) copies;2. AFFIX THEIR SIGNATURES and IMPRINTS of their right thumbs onthe OATH of Office before the Election Officer prior to theirassumption of office as BEI members.3. COPIES OF THE APPOINTMENT AND OATH (A30/A31) shall bedistributed as follows:i. FIRST COPY – retained by EO for his file.ii. SECOND COPY – retained by EO to be attached to the payroll forpayment of honorarium of BEI.iii. THIRD COPY – issued to the chairman and members of BEI.
  • 10. APPOINTMENT AND OATH OF BEIMEMBERS• SECOND COPY to be deposited inside the ballotbox for valid ballots. FIRST COPY to the ElectionOfficer, who shall transmit it to the ERSD inManila.• Board shall enter/record in the MINUTES OFVOTING AND COUNTING OF VOTES (A11): ACT orREQUIRED DATA as they occur or becomeavailable during VOTING, COUNTING,CONSOLIDATING,and TRANSMISSION of votes.
  • 11. MINUTES OF VOTING ANDCOUNTING OF VOTESBoard shall enter/record in the minutes of voting andcounting of votes (A11):ACT AS REQUIRED DATA as they occur or theybecome available during VOTING, COUNTING,CONSOLIDATING, and TRANSMISSION OF VOTES.
  • 12. MINUTES OF VOTING ANDCOUNTING OF VOTES• Copies of Minutes in sealed envelopes distributedas follows1. 1STCOPY: To the Election Officer who shall transmitit to the ERSD;2.2ndCOPY: To be deposited inside the ballot box forvalid ballots
  • 13. SUPPORT STAFF
  • 14. POWERS AND FUNCTIONS OF THE BEI1. Conduct the voting in the polling place.2. Administer the electronic counting ofvotes.3. Transmit votes electronically throughthe PCOS, the election results to the City/municipal board of canvassers Dominant majority party, dominantminority party, accredited citizens arm Central server
  • 15. POWERS AND FUNCTIONS OF THE BEI4. Act as deputies of theCommission in the conduct ofthe elections5. Maintain Order within thepolling place and itspremises;6. Enforce obedience to itslawful order and Prohibit theuse of camera and cellularphones with camera by thevoters;
  • 16. POWERS AND FUNCTIONS OF THE BEI7. Print the ElectionReturns8. Perform such otherfunctions prescribedby the law or by therules and regulationspromulgated by theCommission
  • 17. PROCEEDINGS OF THE BEI1. Board Meetings shall bePUBLIC and in polling placesdesignated by theCommission;8. Board acts through thechairman and decide bymajority without delay.
  • 18. PROHIBITION AGAINST POLITICALACTIVITY BEI MEMBERS SHALLNOT:1. ENGAGE IN ANYPARTISAN POLITICALACTIVITY;2. TAKE PART IN THEELECTION, EXCEPT TODISCHARGE THEIRDUTIES AND TO VOTE
  • 19. POLL WATCHERSWHO ARE ENTITLED TO TWO WATCHERS INEVERY POLLING PLACE?1. EACH INDEPENDENT CANDIDATE;2. REGISTERED POLITICAL PARTY ORCOALITION OF POLITICAL PARTIESDULY REGISTERED WITH THECOMMISSION FIELDING CANDIDATESIN THE ELECTION;
  • 20. POLL WATCHERSWHO ARE ENTITLED TO TWO WATCHERS INEVERY POLLING PLACE?3. DULY ACCREDITED CITIZEN’S ARM. THE TWOWATCHERS SHALL SERVE ALTERNATELY, INEVERY POLLING PLACE.
  • 21. POLL WATCHERSCANDIDATES FOR SENATOR,BOARD MEMBER ANDCOUNCILORS OF SAME TICKET/SLATE SHALL COLLECTIVELY BEENTITLED TO ONE WATCHER. If,BECAUSE OF LIMITED SPACE, allwatchers cannot beaccommodated in the pollingplace, preference shall be givento the watchers of: citizen’s arm Dominant minorityparty Dominant majorityparty
  • 22. POLL WATCHERSOther civil, professional,business,service, youth and any othersimilar BUSINESS organizationsshall be entitled toCOLLECTIVELY appoint ONEWATCHER in PROFESSIONALYOUTH every polling place,upon WATCHER priorauthority of the Commission.
  • 23. QUALIFICATIONS OF POLL WATCHERS• 1. REGISTERED VOTER of the city ormunicipality comprising the precinct wherehe is assigned;• 2. Of GOOD REPUTATION• 3. Has not been CONVICTED BY FINALJUDGMENT of any election offense or anycrime;• 4. Knows how to READ and WRITE Filipino,English or a local dialect
  • 24. QUALIFICATIONS OF POLL WATCHERS5. Not related within FOURTH CIVIL DEGREE OFCONSANGUINITY OR AFFINITY to the BEIs in the pollingplace where he seeks appointment as watcher.names and signatures of their representatives authorizedto appoint watchers in the city or municipality.NOT LATER THAN APRIL 28, 2013,independent candidates,registered parties, organizations or coalitions authorizedby the Commission shall SUBMIT to the Election Officersconcerned.
  • 25. DUTIES OF WATCHERS1. Deliver their appointments to BEI chairman uponentering the polling place.The chairman shall RECORD the names in the minuteswith a notation under their signatures that watcher isnot disqualified.2. Not to speak to the BEI or a voter, oramong themselves, which will disturb the proceedingsof the BEI.3. IF AVAILABE, affix their signatures andthumb marks in the ERs, in the case of watchersrepresenting: Citizen’s arm; Dominant minority party;Dominant majority party
  • 26. RIGHTS OF WATCHERS
  • 27. DUTIES OF WATCHERS File a protest against any irregularity or violation of lawwhich they believe may have been committed by: any person; any BEI member or ; the BEI Obtain from the BEI a certificate as to the filing of suchprotest and the resolution thereof
  • 28. ELECTION FORM & SUPPLIES BEIs shall get the forms,documents and supplies early inthe morning of election day n;EXCEPT in case of EARLY DELIVERY asauthorized by COMELEC City/Municipal Treasurers shalldistribute the specific forms,documents and supplies perprecinct/ clustered precincts. Obtain from the BEI a certificateas to the filing of such protest andthe resolution thereof
