Set WP_DEBUG to true (wp-config.php)

Some Criteria
Prefix all custom function names, classes, public/global variables & database entries (e.g. theme options, metadata) with unique slug
Incorporate core WordPress functionality:
Required: Automatic feed links, widgets, comments
Recommended: Nav menus, post thumbnails, custom header/background
Include template tags & hooks
Especially: wp_head() and wp_footer()

Some More Criteria
Include template files correctly:
Standard files (header, footer, sidebar, comments) called with correct template tag
Custom files called with get_template_part()
Enqueue scripts rather than hard-coding into head
Support for WordPress-generated CSS classes
