      • County Zoning maps were recently converted from cloth/paper copies and are now digitized. Maps are now available to all office staff for viewing and printing. Maps are provided to the Zoning Board and to the Planning and Development Committee for decision making process. Maps in Intranet – will place on Internet

      • Zoning Ordinance Re-Adoption
      • Over the years, the zoning ordinance has been modified via interpretations made by the Administrator and the Planning and Development Committee. These interpretations are being collated into a single document and will then be presented to the Planning and Development Committee and full County Board for incorporation into the County Zoning Ordinance. This is a priority for the coming year.

      • Storm water Management Program
      • The department will assist in the management and overall operation of the County Storm water Management Program.
      • Support the County Board Chairman with his goals in this effort and “staff up” the new Storm Water Commission. Created by-laws, work plan, organizational rules and procedures for the Commission.
      • We have formulated an RFQ for the development of the Comprehensive Madison County Storm Water Management Plan.

      • New Department Website
      • A top priority this year will be to create a top-quality department website for the Planning and Development functions of Madison County
      • This project includes: interactive maps, downloadable permits, interactive forms and public information sheets for all building, zoning, environmental and solid waste management functions. We are using our in-house IT Department to assist in the departmental level website and contracted with an outside firm to conduct a revision to the recycling function website

      • GIS (Geographic Info Systems)
      • We intend to expand our department’s involvement in the County’s Geographic Information System (GIS)
      • The department is participating with other SW Illinois units of government to coordinate GIS efforts in the region.
      • State and Federal agencies have made this a priority and are making grant funds available to accomplish this
      • The department will expand use of the GIS to improve land use decisions.

      • Demolition and Code Enforcement
      • A major priority in the coming year is to establish a regular demolition and code enforcement program.
      • Building on the successes in Eagle Park in Venice and Miracle Manor in Granite City – Dept. will systematically target neighborhoods for unsafe properties and work with Community Development to demolish these properties. Place dumpsters in problem areas for neighborhood use to remove debris and accumulated trash

      • Economic Development Plan
      • In the coming year, the department will work in a cooperative effort with the Community Development Department to create an Economic Development Plan for Madison County .
      • An Economic Development Plan will be developed listing the county’s economic development objectives and strategic recommendations designed to help achieve our goals. Will also provide an action plan. The plan would be developed in coordination with a team of Madison County economic developers with eventual adoption anticipated by the County.

      • Building Code Appeals Board
      • For the coming year, the department will develop a recommendation for the County Board, stating whether or not the County should establish a Building Code Appeals Board .
      • This board, which is permitted under our current Building Code, would consist of representatives from various construction disciplines. The Board’s function would be receive appeals of aggrieved County builders regarding inspection or code issues. While we have not experienced any issues related to an aggrieved builder to date, we believe it is prudent to establish this commission should an issue arise in the future.

      • Expand Cooperative Inspection Program
      • We have identified and been contacted by municipalities that do not use the services of a Plumbing and Electrical Inspector and will work in the coming year to initiate intergovernmental agreements with them to use our inspectors in a fee based system

      • Saves tax dollars by lessening duplicative services

      • Mechanical Inspection Program
      • The department will continue in the coming year to evaluate the need to utilize a mechanical services inspection component within the operations of the department .
      • Mechanical inspections, which are provided for under current codes, are not currently occurring. For the appropriate fee, the Plumbing Inspector would perform these types of inspections for HVAC along with other mechanical operations.

      • Levee De-Certification
        • FEMA – Corps of Engineers have determined 5 levees that protect metro-east cannot provide 100 year flood protection
        • Involves 150,000 residents – businesses like GC Steel, Conoco-Phillips
        • Plans-studies required to improve levees (underway)

      • IDOT Corridor Planning
        • I-55 Corridor Plan – IDOT/FHWA grant for Edwardsville/Glen Carbon/Madison County to study growth area east
        • I-255 Corridor Plan – IDOT/FHWA grant for Wood River to Godfrey – 255 alignment
        • IL Rt-3 Corridor Plan – IDOT/FHWA grant for I-270 to McKinley Bridge
        • All plans will analyze
        • intersections-land use, zoning and growth potential
    • Madison County Issues
      • ESL and Vicinity Restoration Project - (WRDA auth)
        • Corps of Engineers project which involves interior drainage for Madison and St. Clair Counties
        • Drains Madison County from Silver Creek West
        • Re-creates major streams and creeks, construct detention, develop wetlands, recreation, riffle pool detentions
        • Total project cost is estimated to be $193 million
        • The local share of the Project cost is estimated to be $67,681,835 of which $1,000,000 has already been contributed during PED.
        • The Illinois Department of Natural Resources has committed to providing funds totaling approximately $10,000,000.
        • The estimated $34 million will be borne by Madison and St. Clair Counties
    • Madison County Issues
      • Combined Sewer Systems – (Eagle Park and Maryville-Glen Carbon areas)
        • Involves the Corps of Engineers to aid in the development of sanitary sewer systems for areas just outside Collinsville, Glen Carbon and Maryville – Eagle Park in Venice
        • Eliminate combined systems
        • Install new interceptor lines to regional system
        • No funding except for partial PED
