  • 1. UNEP DTIE OzonAction Branch Jumpstart project Accelerated and climate-friendly HCFC phase-out Etienne GONIN, Project Coordinating Consultant UNEP DTIE OzonAction, Paris Seoul, Republic of Korea, Asia Foam Workshop, 6 May 2010
  • 2. UNEP DTIE OzonAction Branch UNEP DTIE OzonAction: current work related to ozone-climate linkages  HCFC Phase-out Management Plans (HPMPs)  Information, education, communication campaigns & products  Capacity building products  HCFC & MAC Jumpstart Project  HCFC Help Centre  SolarChill  Refrigerants Naturally
  • 3. UNEP DTIE OzonAction Branch The ‘Jumpstart’ project on HCFC phaseout and MAC (2009-2010) Partner to the project: European Commission Two objectives: - 1. Accelerate HCFC phaseout in developing countries and maximise environmental benefits - Sectors: Refrigeration and Air Conditioning, insulating foams (blowing agents) - 2. Reducing car emissions in the Mobile Air Conditioning sector
  • 4. UNEP DTIE OzonAction Branch 1. HCFC accelerated phaseout  Developing countries are currently adopting strategies for future HCFC phaseout (HPMPs)  Considering accelerated phaseout ahead of MP obligations can benefit:  The ozone layer  Climate, as HCFCs are GHGs  Opportunity for: • Selecting climate-friendly HCFC replacements • Energy efficiency gains
  • 5. UNEP DTIE OzonAction Branch Outcomes  Disseminate Information on latest technologies for HCFC replacements (environmental impacts, performance, conditions of availability), examples of policies, to encourage cooperation  Reduce the burden of 2013 freeze
  • 6. UNEP DTIE OzonAction Branch Why urgency? - The baseline period if 2009-2010 for HCFCs - Growth rate of HCFC use is still very important in the region - After 2009-2010, only two years to prepare for freeze and invert the growth rate - Situation is different from CFC freeze b/c of time constraints a Jumpstart is needed
  • 7. UNEP DTIE OzonAction Branch Means / Activities  Information compiled on the UNEP web site, the HCFC Help Centre:  http://www.unep.fr/OzonAction/topics/hcfc.asp  References to Parties’ decisions, schedules, case studies, national law exemples, documents  Project page: unep.fr/ozonaction/topics/hcfc_jumpstart.htm
  • 8. UNEP DTIE OzonAction Branch Means / Activities  Two Workshops (in 2010):  Workshop on Refrigeration/AC in Colombia (April)  Workshop on foams in Rep. of Korea (May)  Case studies  Survey of obstacles to low-GWP technologies  Survey assessing potential risks related to illegal trade in HCFCs  Toolbox for national ozone units on HCFC phase- out
  • 9. UNEP DTIE OzonAction Branch 2. Reducing MAC emissions  Sector with very rapid adoption of air conditioning  High emission rates over lifetime of equipment  Direct transition from CFCs (CFC12) to HFCs (HFC134a)  Current dominant technology: HFC134a  On the verge of new technology revolution
  • 10. UNEP DTIE OzonAction Branch Specific objectives (MAC)  Present the technological developments and potential environmental impacts  Present strategic orientations of main actors  Share with developing countries experience for ex. from the EU (legislation prompted technology evolution)  Identify and help disseminate best practices (servicing, containment, end of life,…)
  • 11. UNEP DTIE OzonAction Branch Deliverables  Fact sheets on:  The global MAC legislative environment  How has the EU legislation been prepared and implemented  Servicing and Containment – examples and best practices  Alternatives to HFC134a: what is the industry proposing  Two policy workshops
