        • I. Which are the most advanced implementation initiatives in this field, and the challenges encountered?
        • II. What is the present research state of the art, and the present issues do be addressed?
      • Taking into account possible future scenarios, what are the specific gaps and grand challenges in the field? Between the challenges emerging from present needs and future scenarios, which are related to research, rather than implementation?
      • Which logical relationships (such as sequentiality, originality, redundancy or complementarity), are there between ongoing research on in other application domains? In particular, in which ones the application fields of governance and policy modelling is likely to be at the frontier of technological innovation, compared to other application fields?
      • For those research challenges identified, what kind of research support measures should be adopted?

      • identify the research-specific component of the grand challenges identified by WP3
      • prioritize the challenges according to their strategic importance and the research component involved
      • identify the logical and functional relationships between the different research challenges
      • assess the degree of overlapping with other application domains, and in particular the degree to which the application in the domain of governance and policy modelling presents elements of originality and innovation
      • propose adequate implementation measures including the different instruments needed for each research them
