    • Accelerate VCF for Santa Barbara and Kern Counties
  • Site Qualification Philosophy
    • Desire to touch site once
    • Required to go to zoning and lease to try and get standard
    • Constrained to complete all by end of year
    • Results: Multiple Scopes of Work
    • Scope One
      • Minimum 1-1 swap
      • As much as can be done with no lease or zoning impacts
    • Scope Two & Three
      • As needed to complete April 06 Capacity and UMTS Prep
      • If cannot be completed by end of year will be modified to what can be done
      • Exceptions will be approved by Upper management
  • Phases
    • Phase 0 – Site to cut with sub-like for like configuration
      • Generally microcells where existing power will only support one Ericsson microcell, thus site will be single band, two radios
    • Phase 1 – Like for like
      • Same number of radios, dual band (if appropriate). Radios could be distributed across bands differently due to space constrictions.
    • Phase 2 – VCF
      • Radios, antennas, MCPAs, Diplexers, etc. to support April 06 VCF
    • Phase 3 – UMTS Ready
      • All hardware except BTS for UMTS installed
      • 4 ant & 8 Coax / sector OR business decision for lesser antenna system.
    • Phase will change on some sites during process
      • Zoning could come in early, lease negotiations may fail, etc.
    • Goal is to build most advanced Phase for cut, if needed return to complete Phase III before EOY.

    • Tracking 365 on air sites and 84 new build sites for ’05
    • Cut Phase for on air sites, 58% @ VCF, 32% Like for Like, 9% Impacted

    • Defined by BTS Engineering, with input from District RF
    • Goal was to start as far outside of LA core as possible and work in
    • Generally 10 sites, existing and planned new build
    • Plan is to cut 2 clusters 5 nights a week throughout LA
    • District 1 to start with first BSCs for area
    • Initially 1 cluster/night, 2 nights/week
      • 12-5 Monday, 12-5 Wednesday
      • Open to doing 10 sites instead of 1 cluster, reviewing
    • Once Districts 3&4 wrap up their crews will be allocated to remaining districts – picking up our pace

  • Pre-Cut Requirements
    • Facilities prepared at Switch location (Landline, Internet, etc.)
    • MOP (Planned Works) submitted/approved
    • RBS Pre-Install (when possible)
    • Request for Maintenance window extension (based on site configuration)
    • Establish daily meetings (conference calls) to identify issues in order to confirm that sites are ready for cluster cut.
    • Verify T1 (transport) availability and testing is complete
    • Antenna work 5-10 days before cut
  • Cut Night
    • Pre-check for Site Cutover Go/No Go decision. (includes verifying power, RF jumpers, T1 availability, grounding, etc.)
    • Conference bridge established for Coordinators/PMs in order to be updated during cutover
    • Separate bridge for ASP to communicate with site teams.
    • E911 Re-Cabling and verification
    • Escalation Process In Place
    • Cingular Support Field and Switch Required
    • RF Drive Testing – verify Hand Over and other parameters
    • Trouble Ticket Creation (if required)
  • Post Cut
    • Daily Reports submitted to Cingular by 8AM, (morning of the cluster cut).
    • Asset management Recorded
    • Hand-Over Process to Cingular
    • Nokia Equipment Packed, Pick Up and Ship back to Ericsson Logistics
