Invitation for a campaign Peace of Water Formulation, partnership statement and implementation The idea for World Water Day celebrations originates from United Nations Earth Summit (Durable Development Policy, Agenda 21-Chapter 18, Rio de Janeiro 1992), following which the United Nations General Assembly dedicated 22 March to activities related to water awareness, conservation and development. Water crisis today is defined by Insufficient Accessibility to safe water for over a billion people. Conflicts over river basins between users at the local level are common. Many countries and populations are vulnerable to Disasters such as wars, floods, droughts and pollution. The lack of access to water is one of the key constraints to achieving the human basic needs and economical development in electricity production, health and food security. This hits the poor and vulnerable first and hardest. Water crisis is Governance crisis, nations should manage their waters. Development and management of water demand should be participatory, involving users, planners and policy makers at all levels (Dublin Principles 1992, Social charter for water 2000). Sharing control implies a seat at the table; this is the underlying obligation of making water: citizen’s business. Dealing with this issue is fundamentally about good governance, it is about creating a situation where there are public institutions and instruments of political power that are open, fair and equal for all. Thus, sharing water resources promotes peaceful co-operation and development of synergies between different uses of water at all levels, whenever possible, within and, in
  2. 2. the case of boundary and trans-boundary water resources. This cooperation must be exercised through integrated river-basin management or other appropriate approaches must be adapted to the culture and economy of each country (2nd World Water Forum, Hague 2000). Water is belonging to the economy of common goods and public wealth than to the economy of private and individual accumulation and other wealth expropriation. Water must contribute to the strengthening of solidarity among people and religions, communities and generations. Part of ARDI regional forum, Peace of Water is an action initiated by the Mediterranean Eco-operation Program (MEP-ARDI). It aims at water experts and practitioners in accessibility, conflicts and disasters. The strategic objective of Peace of Water is to build bridges between these 3 communities in order to exchanges views and produce tangible solutions supporting countries to develop integrated water resources management and water efficiency plans (Key Commitments, Targets and Timetables of WSSD / Johannesburg Plan of Implementation).
