The document discusses case studies and a survey relevant to service and strategic design in public issues. It provides examples of successful projects that were incorporated into public policies and regional innovation strategies. These include open data initiatives in Helsinki, Finland that improved digital services for citizens. Living lab projects in Barcelona, Spain renewed their cultural industry. The document advocates for a cross-sectoral approach and partnerships between different actors to address challenges like aging populations and promote economic growth.

CASE STUDIES/SURVEY
RELEVANT TO THE (SERVICE/STRATEGIC) DESIGN IN PUBLIC ISSUES
Questions
1. which were the triggers to start and develop the project/
methodology
2. which kind of partnership was involved and at which stage of the
process
3. how were the successful projects / methodologies taken into
consideration within public regional policies and to design public
innovation as a whole
4. which major challenges did they contribute to solving and the
way forward you envisaged
4. DESIGNING BETTER SERVICES
MULTIPLE APPROACH – MULTIPLE ROLES
Better Services designed for Changing roles
the • Service provider as a user
• Citizens • User as a designer
• Firms • Academia as designer
• etc
• NGOs
• Public organisations
• etc
5. CASE STUDIES RELEVANT TO THE (SERVICE/STRATEGIC) DESIGN IN
PUBLIC ISSUES & SURVEY - CONCLUSIONS
the triggers:
Needs & problems (with enabling technology and service OPPORTUNITY)
• “real problems of real people”.. can also come from the public or
private sector, not just users
• turbulence & crises;
• need to improve customer orientation and PPP
Opportunities and strengths:
• Evolving multi-stakeholder collaboration between Academia-
Industry-Policy and citizens. Innovativeness and e.g.
technological-social innovations and the leveraging power of
metropolitan region
• EU –projects, "evangelists and intermediaries”
6. CASE STUDIES RELEVANT TO THE (SERVICE/STRATEGIC) DESIGN IN
PUBLIC ISSUES & SURVEY - CONLUSIONS
Partners and partnership phase:
Partnership is fundamental in every phase – Europe has always
recreated itself based on a citizen centred approach (e.g. Talkoot
“Working Party”)
Including
- Private foundations
- SMEs
- NGOs
Users are pitotal, BUT it needs the OWNERSHIP of the process
(public body, company) to lead to results
7. CASE STUDIES RELEVANT TO THE (SERVICE/STRATEGIC) DESIGN IN
PUBLIC ISSUES & SURVEY CONCLUSIONS
within public regional policies / designing public innovation:
Through interdependency, all levels and actors of the ecosystem are in continuous interaction.
"Death by Pilot is a threat; projects are successful after they have been rolled out as wider
implementations and/or adapted as part of the strategy"
Structures,
• such as the Helsinki Innovation Fund, and the city ICT strategy and the New Oulu and
Innovation Alliance;
• Experimental facilities,
the City of Barcelona by applying a Living Lab thinking has led to a renewal of cultural industry
with job creation
• Innovation rings bridge the gap between NREN and commercial networks
• Changed regional policies towards the Digital literacy & universal access and learning to
innovate with new employment and social policies
• Seniors a new age group ready to help society!
In Lisbon citizen behaviour transformation (30% reduce in energy consumption); cluster of
SMEs into the international market;
Manchester: stimulating growth in the time of crises
8. CASE STUDIES RELEVANT TO THE (SERVICE/STRATEGIC) DESIGN IN
PUBLIC ISSUES & SURVEY - CONCLUSIONS
A) addressing major challenges, B) the way forward
A) Have been addressing the Grand challenges e.g. ageing, energy,
inclusion, security and safety. There must be constant on-going work to
solve them. You should not expect one project to solve the whole issue.
B) Calls for a cross-sectoral approach, engagement of all the players from
micro to the most macro level including internationalisation, enhanced
orchestration and policy tools for better success in the future, including
infra to share content and create solutions.
- “pragmatic, concrete projects which create ENABLERS: interfaces, service
concepts, formats which can multiply and scale”

20. ENERGISING URBAN ECOSYSTEMS EUE
• It is argued that the built environment lays the core foundation for the activities and competitiveness of any
and all societies. It provides the scene and setting for human interaction and offers the necessary framework
for economic activities (infra-structures, market place, product and service development platforms and
places for interaction). In this context, it is broadly recognized that urban development (construction of urban
infrastructures, buildings and networks) and urban life styles (urban activities and processes as well as
patterns of city living) are seen as the main contributors to global environmental impact. Consequently, it is
