    4. 4. Areas affected by corruption ● Judicial system ● Law enforcement ● Government ● Health care ● Education It is pretty much everywhere!
    5. 5. Judicial system ● ● Although judicial independence exist in principle, in practice there is little separation of juridical and political powers. Judges are subjected to pressure by political and business interests. Ukraine's court system is widely regarded as corrupt. In 2013, a Transparency International Global Corruption Barometer report showed that 66% of the Ukrainian public considered the judiciary to be the most corrupt institution in the country.
    6. 6. Judge at work video ● ● ● ● http://www.youtube.com/watch?v=NEjfoG3dUSA @1:10 http://www.youtube.com/watch?v=IVr5Z8sLqV4 A judge of a district court works with 6-8 cases/week. In busy courts a judge processes 536 criminal cases and 1400 civil cases per ½ year. With such load judges can't pay attention to all cases details.
    7. 7. «Pricelist» of bribes in courts Case An «average regular» case Car accident (depends on amount of killed and their status) Petty fraud Significant fraud (e.g. In construction business) Divorce and division of property Same for «rich» people Commercial disputes Bribe, USD Bribe, DKK 2000 11060 5000 — 20000 27650 — 110600 1000 — 2000 5530 — 11060 from 100K from 553K 2000 — 5000 11060 — 27650 10K — 100K 55K- 553K 3-5% from the dispute amount 10K — 500K Not to take into custody 55K — 2,77M
    8. 8. Judges pay too ● ● ● Price of a position of judge in province starts from 5000 USD. District judge in a bigger city: 50,000-200,000 USD. Judge in Commercial court (the most «profitable» position): from 100,000 USD.
    9. 9. Some examples ● Stepson of Dmytro Firtash (Ukrainian oligarch) has killed 2 people in a car accident and is still free http://cenzoriv.net/index.php?name=news&op=read
    10. 10. Corruption in Ministry of Internal Affairs (Police) ● ● ● Policemen are involved into racket: illegal street seller pays each week to «his» policeman: 100 UAH (68 DKK) in case if they sell food, 2000 UAH (1285 DKK) if it's a pusher. Place in district police office costs 2,500 — 3,000 USD. Positions of head of region police can cost up to 1M USD. Students of MIA universities pay up to 15,000 USD in bribe for their place in university.
    11. 11. Police efficiency ● ● The declared clearance of crime is 60%, but the real one is about 20% (acc. to Prosecutor General office). E.g. From 4500 cases about intentional homicides only 535 has reached courts. Trust to police Poland 64% - 75% Georgia 87,00% Ukraine 0,80%
    12. 12. Examples ● http://www.youtube.com/watch?v=ieGoQb4MGxE @1:10, Bribery of road police
    13. 13. Corruption in state procurements Millau Viaduct (France): the highest road bridge in Europe 343m high (20m higher than Eiffel tower), 2460m long. State of the art in bridge construction. Built in 3 years. Cost: 394M EUR.
    14. 14. Corruption in state procurements New Darnytskyi Bridge in Kiev http://en.wikipedia.org/wiki/New_Darnytskyi_Brid 1100m long 20m high Built in 9 years COST: 1 BILLION EUR
    15. 15. Corruption in state procurements ● ● ● According to Security Service of Ukraine 50-75% of state procurements were conducted with severe violations and losses from corrupt deals in procurement accounted for 10-15% (35B - 52B UAH, 3B — 4,5B EUR) annually. Starting from 2012 Ukrainian state has right to conduct procurement procedures without any disclosure of documents. Transparency of state procurements is one of requirements from EU in Association Agreement with Ukraine.
